HomeMy WebLinkAboutResolution 2020-102 Honoring Mayor Ron ThomasCity of Corcoran County of Hennepin State of Minnesota December 21, 2020 RESOLUTION NO. 2020-102 Motion By: Lother Seconded By: Schultz A RESOLUTION HONORING MAYOR RON THOMAS WHEREAS, Ron Thomas was first elected to the Corcoran City Council for afour-year term beginning January 1, 1999; and WHEREAS, Ron Thomas was re-elected for two additional terms serving on the City Council through December 31, 2010; and WHEREAS, after taking two years off the City Council, Ron Thomas was again elected to the City Council for an additional four-year term serving 2013-2016; and WHEREAS, following 16 years of serving as Councilmember, Ron Thomas was elected Mayor of Corcoran, serving two terms from 2017-2020; and WHEREAS, over the 20 years of service as a Councilmember and Mayor, the City achieved many worthwhile and lasting accomplishments including: Transition of the City to 24/7 police coverage including a facility expansion to allow for sufficient space for the police department to operate; authorized the implementation of body cameras Construction of a new public works facility necessary for the operations of the public works department Securing a community development block grant for the construction of the Hope Center in Maple Hill Estates Purchase of 60 acres of new parkland for the City and creation of a master plan for City Park; construction of Wildflower park, the City's first new park in several decades; began planning for the proposed Diamond Lake Regional Trail Completion of a fire service comprehensive growth plan and Corcoran fire subcommittee recommendations Guiding a crime, drug and safety committee which resulted in beginning a can investigations and commercial vehicle enforcement; received recognition as a organizations ine program and enhanced safe city from multiple Overseeing the creation and implementation of a financial management plan ensuring thoughtful financial planning for the City, resulting in two bond rating increases for the City Approving the remodel of City Hall accommodating the growing staff necessary for the City Overseeing significant public infrastructure projects including the first public water and sanitary sewer project, the downtown utility and street improvement project, and many other projects in coordination with development Drafting of the 2020, 2030, and 2040 comprehensive plans which has guided decision making in the City for decades Page 1 of 2 City of Corcoran County of Hennepin State of Minnesota RESOLUTION NO. 2020-102 December 21, 2020 Drafting and updating design guidelines for the City in key districts to ensure thoughtful development takes place; additional emphasis was given to guide the southeast district which includes plans for a new town center surrounding a town square park Providing guidance to the City for numerous and significant land use applications Increasing communication with an enhanced newsletter, social media presence, updated website, and emergency warning technology; updating the City's information technology systems and processes Staffing improvements including a d deputy clerk, recreation coordinator, etective, public works director, planner, administrative services director, and community service officer positions Developing, and enhancing community programs such as the annual cleanup day, firearm safety program, truck safety seminar, shop with a cop, and Night to Unite Appointing numerous residents to a variety of commissions and task forces to ensure resident input on important topics for the city Creation of the first mission, vision, and values for the City; continu objectives of the City to meet its needs and look to the future ed annually refining the goals and Overseeing decades of budgets which have enhanced services while protecting the residents from significant tax increases, an example of this is the 2021 tax rate which will be the lowest tax rate since 2012 Overseeing municipal operations during a pandemic; guiding t operations continue to support the needs of residents; and he use of CARES Act funds and ensuring City WHEREAS, after 20 years of elected public service, the City of Corcoran wishes to recognize the time, energy, dedication, and leadership provided by Ron Thomas to the City of Corcoran. NOW, THEREFORE BE IT RESOLVED, that Mayor Ron Thomas is hereby honored for outstanding and distinguished service to the City of Corcoran and its residents.
