Council Meeting: October 8, 2020 Prepared By: Brad Martens Topic: Commission Representatives Action Required: None – Informational Summary: The advisory commission representatives for the October 8th Council meeting are as follows: • Planning Commission: Meredith Wu • Parks and Trails Commission: Judy Strehler Financial/Budget: N/A Options: N/A Recommendation N/A Council Action: N/A Attachments: N/A City of Corcoran October 8, 2020 County of Hennepin State of Minnesota RESOLUTION NO. 2020-77 Page 1 of 2 Motion By: Seconded By: A RESOLUTION APPOINTING ELECTION JUDGES FOR THE 2020 ELECTION CYCLE WHEREAS, the General Election will be held on November 6, 2020; and WHEREAS, MN Statute 204B.21, subd.2, requires election judges for precincts in a municipal ity be appointed by the governing body of the municipality; and WHEREAS, the City of Corcoran has three voting precincts; and WHEREAS, the following Minnesota residents have agreed to serve as election judges and have met the qualifications established b y the State of Minnesota, or will be receiving training prior to the elections and will be eligible to serve after meeting th e qualifications established by the State of Minnesota; and WHEREAS, In the event circumstances require judges to be appointed in addition to the persons named in this resolution, the City Clerk is authorized to appoint as necessary, provided the persons appointed meet all requirements of MN statute and administrative policy; and NOW, THEREFORE, BE IT RESOLVED, that the City of Corcoran hereby appoints the following persons to be eligible election judges for the 2020 State Primary and General Elections, with the understanding that amendments may be necessary to the appointments in order to fill vacancies and meet party splits; and ap proves payment of an hourly wage of $10.00 per hour for elections judges and, $10 .50 per hour for head judges for election judge training, direct balloting assistance, and time served on election day. Council Meeting: October 8, 2020 Prepared By: Kevin Mattson Topic: Resolution Authorizing Amendments to Exhibit A to Resolution 2020-03 Action Required: Approval Summary: On January 9, 2020, the City Council approved Resolution 2020-03 which authorized acquisition of properties in connection with the 66th Avenue/Gleason Parkway Extension Corridor Improvements Project. Since that time, staff have accessed the properties which has resulted in an amended project area. Attached to this report is a resolution amending Exhibit A in Resolution 2020-03 by replacing it with Exhibit A to this Resolution 2020-76. It is requested that the Council approve this resolution finalizing the Project acquisition area. Financial/Budget: The 66th Avenue/Gleason Parkway Extension Corridor Improvements Project is to be paid through developer contributions. Council Action: Approve Resolution 2020-76 authorizing amendments to Exhibit A to Resolution 2020- 03. Attachments: 1. Resolution 2020-76 2. Easement Overview Exhibit City of Corcoran October 8, 2020 County of Hennepin State of Minnesota RESOLUTION NO. 2020-76 Page 1 of 9 Motion By: Seconded By: A RESOLUTION AUTHORIZING AMENDMENTS TO EXHIBIT A TO RESOLUTION 2020-03 WHEREAS, by Resolution 2020-03, the Corcoran City Council authorized acquisition by eminent domain of certain Real Property Interests described in Exhibit A to that Resolution in connection with the 66th Avenue/Gleason Parkway Extension Corridor Improvements Project (the “Project”); and WHEREAS, on November 25, 2019 the City Council approved Resolution 2019-80, which authorized City staff and the City Attorney to pursue access to properties affected by the Project, via owner authorization or court order, for the purposes of testing, boring, surveying, or other similar activities; and WHEREAS, City staff and the City Attorney correspondingly obtained said access and conducted an evaluation of the properties affected and determined that certain amendments to the Project path and corresponding real property interest acquisitions are necessary to facilitate the feasibility of the Project due to the discovered locations of wetlands and other data which was obtained through the evaluation process; and WHEREAS, the City Council desires to amend Exhibit A to Resolution 2020-03 by replacing it with Exhibit A to this Resolution 2020-76 (the “Amended Exhibit A”), to acquire the Real Property Interests delineated in the Amended Exhibit A and that such acquisition is reasonably necessary, proper, and convenient and in the interests of the general welfare of the City that the City acquire title to and possession of the Real Property Interests in the Amended Exhibit A in furtherance of the Project. NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of Corcoran: 1. That the acquisition by the City of the Real Property Interests described on the Amended Exhibit A is necessary and for a public purpose in furtherance of the Project; 2. That Exhibit A to Resolution 2020-03 is hereby replaced with the Amended Exhibit A, attached hereto, and City staff are hereby authorized and direc ted to so amend the original Exhibit A. In advance of the sale, a rating call was held with Moody’s Investor Services who re-affirmed the City’s rating at Aa3 due to favorable financial conditions for the City. The effect of registration and the rights and duties of the City and the Registrar with respect thereto are as follows: (a) Register. The Registrar must keep at its principal corporate trust office a bond register in which the Registrar provides for the registration of ownership of Bonds and the registration of transfers and exchanges of Bonds entitled to be registered, transferred or exchanged. (b) Transfer of Bonds. Upon surrender for transfer of a Bond duly endorsed by the registered owner thereof or accompanied by a written instrument of transfer, in form satisfactor y to the Registrar, duly executed by the registered owner thereof or by an attorney duly authorized by the registered owner in writing, the Registrar will authenticate and deliver, in the name of the designated transferee or transferees, one or more new Bonds of a like aggregate principal amount and maturity, as requested by the transferor. The Registrar may, however, close the books for registration of any transfer after the fifteenth day of the month preceding each interest payment date and until that interest payment date. (c) Exchange of Bonds. When Bonds are surrendered by the registered owner for exchange the Registrar will authenticate and deliver one or more new Bonds of a like aggregate principal amount and maturity as requested by the registered owner or the owner’s attorney in writing. (d) Cancellation. Bonds surrendered upon transfer or exchange will be promptly cancelled by the Registrar and thereafter disposed of as directed by the City. (e) Improper or Unauthorized Transfer. When a Bond is presented to the Registrar for transfer, the Registrar may refuse to transfer the Bond until the Registrar is satisfied that the endorsement on the Bond or separate instrument of transfer is valid and genuine and that the requested transfer is legally authorized. The Registrar will incur no liability for the refusal, in good faith, to make transfers which it, in its judgment, deems improper or unauthorized. (f) Persons Deemed Owners. The City and the Registrar may treat the person in whose name a Bond is registered in the bond register as the absolute owner of the Bond, whether the Bond is overdue or not, for the purpose of receiving payment of, or on account of, the principal of and interest on the Bond and for all other purposes and payments so made to registered owner or upon the owner’s order will be valid and effectual to satisfy and discharge the liability upon the Bond to the extent of the sum or sums so paid. (g) Taxes, Fees and Charges. The Registrar may impose a charge upon the owner thereof for a transfer or exchange of Bonds, sufficient to reimburse the Registrar for any tax, fee or other governmental charge required to be paid with respect to the transfer or exchange. (h) Mutilated, Lost, Stolen or Destroyed Bonds. If a Bond becomes mutilated or is destroyed, stolen or lost, the Registrar will deliver any new Bond of like amount, number, maturity date and tenor in exchange and substitution for and upon cancellation of the mutilated Bond or in lieu of and in substitution for a Bond destroyed, stolen or lost, upon the payment of the reasonable expenses and charges of the Registrar in connection therewith; and, in the case of a Bond destroyed, stolen or lost, upon filing with the Registrar of evidence satisfactory to it that the Bond was destroyed, stolen or lost, and of the ownership thereof, and upon furnishing to the Registrar of an appropriate bond or indemnity in form, substance and amount satisfactory to it CR100-21-674583.v1 5 and as provided by law, in which both the City and the Registrar must be named as obligees. Bonds so surrendered to the Registrar will be cancelled by the Registrar and evidence of such cancellation must be given to the City. If the mutilated, destroyed, stolen or lost Bond has already matured or been called for redemption in accordance with its terms it is not necessary to issue a new Bond prior to payment. 2.04. Appointment of Initial Registrar. The City Council appoints Northland Trust Services Inc., Minneapolis, Minnesota, as the initial Registrar. The Mayor and the City Administrator are authorized to execute and deliver, on behalf of the City, a contract with the Registrar. Upon merger or consolidation of the Registrar with another corporation, if the resulting corporation is a bank or trust company authorized by law to conduct such business, the resulting corporation is authorized to act as successor Registrar. The City agrees to pay the reasonable and customary charges of the Registrar for the services performed. The City reserves the right to remove the Registrar upon thirty (30) days’ notice and upon the appointment of a successor Registrar, in which event the predecessor Registrar must deliver all cash and Bonds in its possession to the successor Registrar and must deliver the bond register to the successor Registrar. On or before each principal or interest due date, without further order of the City Council, the City Administrator or a designee must transmit to the Registrar monies sufficient for the payment of all principal and interest then due. 2.05. Execution, Authentication and Delivery. The Bonds will be prepared under the direction of the City Administrator and executed on behalf of the City by the signatures of the Mayor and the City Administrator, provided that those signatures may be printed, engraved or lithographed facsimiles of the originals. If an officer whose signature or a facsimile of whose signature appears on the Bonds ceases to be such officer before the delivery of any Bond, that signature or facsimile will nevertheless be valid and sufficient for all purposes, the same as if the officer had remained in office until delivery. Notwithstanding such execution, a Bond will not be valid or obligatory for any purpose or entitled to any security or benefit under this resolution unless and until a certificate of authentication on the Bond has been duly executed by the manual signature of an authorized representative of the Registrar. Certificates of authentication on different Bonds need not be signed by the same representative. The executed certificate of authentication on a Bond is conclusive evidence that it has been authenticated and delivered under this Resolution. When the Bonds have been so prepared, executed and authenticated, the City Administrator will deliver the same to the Purchaser upon payment of the purchase price in accordance with the contract of sale heretofore made and executed, and the Purchaser is not obligated to see to the application of the purchase price. Section 3. Form of Bond. 3.01. Execution of the Bonds. The Bonds will be printed or typewritten in substantially the form as attached hereto as EXHIBIT B. 3.02. Approving Legal Opinion. The City Administrator is directed to obtain a copy of the proposed approving legal opinion of Kennedy & Graven, Chartered, Minneapolis, Minnesota, and to cause the opinion to be printed on or accompany each Bond. Section 4. Payment; Security; Pledges and Covenants. 4.01. Debt Service Fund. The Bonds will be payable from the General Obligation Capital Improvement Plan Refunding Bonds, Series 2020B Debt Service Fund (the “Debt Service Fund”) hereby created. The Debt Service Fund shall be administered and maintained by the City Administrator as a bookkeeping account separate and apart from all other funds maintained in the official financial records of the City. There is appropriated to the Debt Service Fund (i) capitalized interest financed from Bond CR100-21-674583.v1 6 proceeds, if any; (ii) any amount over the minimum purchase price of the Bonds paid by the Purchaser, to the extent designated for deposit in the Debt Service Fund in accordance with Section 1.03 hereof; (iii) the accrued interest paid by the Purchaser upon closing and delivery of the Bonds, if any; (iv) proceeds of the ad valorem taxes hereinafter levied (the “Taxes”) for the payment of the Bonds; and (v) any and all other money which are properly available and are appropriated by the City Council to the Debt Service Fund. There is also appropriated to the Debt Service Fund: (i) any balance remaining after the Redemption Date in the debt service fund created by the resolution adopted by the City Council awarding the sale of the Prior Bonds and providing for their payment (the “Prior Resolution”); (ii) after the Redemption Date, all taxes collected with respect to the Prior Bonds pursuant to levies made in the Prior Resolution, which levies will not be cancelled except as permitted by Section 475.61, subdivision 3 of the Act, as further provided in Section 4.06; and (iii) any balance remaining in the Redemption Fund established pursuant to Section 4.02 after the Redemption Date. 4.02. Redemption Fund. Proceeds of the Bonds, together with any other funds appropriated for the redemption and prepayment of the Prior Bonds, less the appropriations made in Section 4.01, shall be deposited in a separate fund (the “Redemption Fund”) to be used solely to redeem and prepay the Prior Bonds on the Redemption Date. Any balance remaining in the Redemption Fund after the redemption of the Prior Bonds on the Redemption Date, shall be deposited in the Debt Service Fund. 4.03. Prior Debt Service Fund. The debt service fund heretofore established for the Prior Bonds pursuant to the Prior Resolution, shall be closed following the redemption of the Prior Bonds, and all monies therein shall be transferred to the Debt Service Fund herein created. 4.04. Prior Resolution Pledges. The pledges and covenants of the City made by the Prior Resolution relating to the taxes levied are restated and confirmed in all respects. The provisions of the Prior Resolution are hereby supplemented to the extent necessary to give full effect to the provi sions hereof. 4.05. General Obligation Pledge. For the prompt and full payment of the principal of and interest on the Bonds, as the same respectively become due, the full faith, credit and taxing powers of the City will be and are hereby irrevocably pledged. If the balance in the Debt Service Fund is ever insufficient to pay all principal and interest then due on the Bonds and any other bonds payable therefrom, the deficiency will be promptly paid out of money in the general fund of the City which are available for such purpose, and such general fund may be reimbursed with or without interest from the Debt Service Fund when a sufficient balance is available therein. 4.06. Pledge of Tax Levy. For the purpose of paying all or a portion of the principal of and interest on the Bonds, there is levied a direct annual irrepealable ad valorem tax (the “Taxes”) upon all of the taxable property in the City, which will be spread upon the tax rolls and collected with and as part of other general taxes of the City. Such Taxes will be credited to the Debt Service Fund above provided and will be in the years and in the amounts set forth in EXHIBIT C attached hereto. 4.07. Certification to Taxpayer Services Division Manager as to Debt Service Fund Amount. It is hereby determined that the estimated collection of the foregoing Taxes will produce at least five percent (5%) in excess of the amount needed to meet when due the principal and interest payments on the Bonds. The tax levy herein provided is irrepealable until the Bonds are paid, provided that at the time the City makes its annual tax levies the City Administrator may certify to the Taxpayer Services Division Manager the amount available in the Debt Service Fund to pay principal and interest due during the ensuing year, and the Taxpayer Services Division Manager will thereupon reduce the levy collectible during such year by the amount so certified. Following the payment in full of all outstanding principal of and interest due on the Prior Bonds on the Redemption Date, the City Administrator is hereby directed to certify such fact to and request the Taxpayer Services Division Manager of Hennepin County, Minnesota (the “Taxpayer Services Division Manager”) to cancel any and all tax levies made for the Prior Bonds pursuant to the Prior Resolution. 4.09. Section 5. Refunding of Prior Bonds; Findings; Redemption of Prior Bonds. 5.01. Purpose of Refunding; Findings. The Callable Maturities will be called for redemption on the Redemption Date, in the principal amount of $3,370,000. It is hereby found and determined that based upon information presently available from the Municipal Advisor, the issuance of the Bonds, the proceeds of which will be used to refund the Prior Bonds, is consistent with covenants made with the holders of the Prior Bonds. 5.02. Application of Proceeds of Bonds. It is hereby found and determined that the proceeds of the Bonds deposited in the Redemption Fund, along with any other funds on hand in the debt service funds established for the Prior Bonds, will be sufficient to prepay all of the principal of, interest on, and redemption premium, if any, on the Prior Bonds on the Redemption Date. 5.03. Notice of Call for Redemption. The Callable Maturities will be redeemed and prepaid on the Redemption Date in accordance with their terms and in accordance with the terms and conditions set forth in the form of Notice of Call for Redemption attached hereto as EXHIBIT D, which terms and conditions are hereby approved and incorporated herein by reference. The registrar for the Prior Bonds is authorized and directed to send a copy of the Notice of Call for Redemption to each registered holder of the Prior Bonds at least thirty (30) days prior to the Redemption Date. Section 6. Authentication of Transcript. 6.01. City Proceedings and Records. The officers of the City are authorized and directed to prepare and furnish to the Purchaser and to the attorneys approving the Bonds, certified copies of proceedings and records of the City relating to the Bonds and to the financial condition and affairs of the City, and such other certificates, affidavits and transcripts as may be required to show the facts within their knowledge or as shown by the books and records in their custody and under their control, relating to the validity and marketability of the Bonds, and such instruments, including any heretofore furnished, may be deemed representations of the City as to the facts stated therein. 6.02. Certification as to Official Statement. The Mayor and the City Administrator are authorized and directed to certify that they have examined the Official Statement prepared and circulated in connection with the issuance and sale of the Bonds and that to the best of their knowledge and belief the Official Statement is a complete and accurate representation of the facts and representations made therein as of the date of the Official Statement. 6.03. Other Certificates. The Mayor and the City Administrator are hereby authorized and directed to furnish to the Purchaser at the closing such certificates as are required as a condition of sale. Electronic Signatures. The electronic signature of the Mayor and/or the City Administrator to this resolution and to any certificate authorized to be executed hereunder shall be as valid as an original signature of such party and shall be effective to bind the City thereto. For purposes hereof, (i) “electronic signature” means a manually signed original signature that is then transmitted by electronic means; and (ii) “transmitted by electronic means” means sent in the form of a facsimile or sent via the internet as a portable document format (“pdf”) or other replicating image attached to an electronic mail or internet message. Section 7. Tax Covenants. 7.01. Tax-Exempt Bonds. The City covenants and agrees with the holders from time to time of the Bonds that it will not take or permit to be taken by any of its officers, employees or agents any action which would cause the interest on the Bonds to become subject to taxation under the Internal Revenue Code of 1986, as amended (the “Code”), and the Treasury Regulations promulgated thereunder, in effect at the time of such actions, and that it will take or cause its officers, employees or agents to take, all affirmative action within its power that may be necessary to ensure that such interest will not become subject to taxation under the Code and applicable Treasury Regulations, as presently existing or as hereafter amended and made applicable to the Bonds. 7.02. Rebate. The City will comply with all requirements necessary under the Code to establish and maintain the exclusion from gross income of the interest on the Bonds under Section 103 of the Code, including without limitation requirements relating to temporary periods for investments, limitations on amounts invested at a yield greater than the yield on the Bonds, and the rebate of excess investment earnings to the United States (unless the Bonds qualify for an exemption from rebate requirements based on timely expenditure of proceeds of the Bonds, in accordance with the Code and applicable Treasury Regulations). 7.03. Not Private Activity Bonds. The City further covenants not to use the proceeds of the Bonds or to cause or permit them or any of them to be used, in such a manner as to cause the Bonds to be “private activity bonds” within the meaning of Sections 103 and 141 through 150 of the Code. 7.04. Qualified Tax-Exempt Obligations. In order to qualify the Bonds as “qualified tax-exempt obligations” within the meaning of Section 265(b)(3) of the Code, the City makes the following factual statements and representations: (a) the Bonds are not “private activity bonds” as defined in Section 141 of the Code; (b) the City designates the Bonds as “qualified tax-exempt obligations” for purposes of Section 265(b)(3) of the Code; (c) the reasonably anticipated amount of tax-exempt obligations (other than private activity bonds that are not qualified 501(c)(3) bonds) which will be issued by the City (and all subordinate entities of the City) during calendar year 2020 will not exceed $10,000,000; and (d) not more than $10,000,000 of obligations issued by the City during calendar year 2020 have been designated for purposes of Section 265(b)(3) of the Code. The City will use its best efforts to comply with any federal procedural requirements which may apply in order to effectuate the designations made by this section. Section 8. Book-Entry System; Limited Obligation of City. 8.01. The Depository Trust Company. The Bonds will be initially issued in the form of a separate single typewritten or printed fully registered Bond for each of the maturities set forth in Section 1.04 hereof. Upon initial issuance, the ownership of each Bond will be registered in the registration books kept by the Registrar in the name of Cede & Co., as nominee for The Depository Trust Company, New York, New York, and its successors and assigns (“DTC”). Council Meeting: October 8, 2020 Prepared By: Brad Martens Topic: Joint City Council and Charter Commission Meeting Action Required: Approval Summary: For several years, the Charter Commission has discussed the potential for creating a ward system in Corcoran. The Charter Commission would again like to discuss this at their upcoming meeting and has requested the City Council also participate in this meeting. The establishment of wards in Corcoran would not impact the current election cycle as the earliest it could be implemented would be for the 2022 General Election. The proposed date and time for the meeting is 5:30 pm on Thursday, November 12, 2020. The meeting would likely be virtual due to the number of members on both the City Council and Charter Commission. Financial/Budget: Minor costs may be incurred for legal advice as needed for the discussion. Options: 1. Schedule a joint meeting of the City Council and Charter Commission for 5:30 pm on Thursday, November 12, 2020. 2. Schedule a joint meeting of the City Council and Charter Commission for a different time and day. 3. Decline the joint meeting and ask the Charter Commission to meet without the City Council. Recommendation: The process for changing to a ward system will likely require future City Council action. For this reason, it is a good idea for the Council to be involved with the discussion as early as possible and be a part of a joint meeting. Council Meeting: October 8, 2020 Prepared By: Director Matt Gottschalk Topic: Police Sergeant Promotional Process and Police Officer Hiring Process Action Required: Authorization and Direction Summary: Over the past five years the City and the Police Department have been planning for the Police Department’s future structure and staffing. Several factors have contributed to the current timeliness of the decisions in this report. In 2015, Lieutenant Ryan Burns was promoted from Corporal to Lieutenant. After his promotion, the Corporal position was left vacant as its structure did not meet the supervisory needs of the department in the future. A Patrol Officer was hired to backfill his patrol position. In 2016, staff worked to develop a city-wide staffing plan to meet the needs of the entire City while accounting for population growth, increased service demand, the City’s ability to fund the positions, and deconflicting the timing of addressing the various departments’ needs. Staff has continued to refine the plan and discussed it with the Council during an August 2019 work session. The plan includes the addition of one Police Sergeant in 2021 and one Police Sergeant in 2022. Each of these positions mean the addition of one staff person (Police Officer) in the Police Department. The need for the Sergeant positions is due to the existing supervisory demand exceeding the current bandwidth. Currently, the Director of Public Safety and Police Lieutenant provide day to day shift supervision 24 hours a day 7 days a week. This is in addition to the overall department supervision in training, special projects, equipment maintenance, emergency management, development review, fire service management, and a number of other areas. In order to achieve a majority of these duties, the Director and Lieutenant work mostly daytime hours. Unfortunately, there are a number of operational instances where on-duty supervisors are needed outside of daytime hours. The timely review of in-custody arrests, use of force, vehicle pursuits, and police reports should be actively monitored by an on-duty supervisor. Additionally, most formal requests to Hennepin County Jail or Dispatch are required to come from a duty supervisor. Currently, these are accomplished by contacting the Director or Lieutenant at home. Based on the demand for additional supervisory capacity, and its alignment with the staffing plan, staff believes that the addition of a new Patrol Sergeant position starting January 1, 2020 is timely and the best option to achieve the City’s needs. This position would also extend the City’s hours of an on-duty police supervisor into the early morning hours and offer the opportunity for career advancement within the department. Funding Staff Report—October 8, 2020 Council Meeting Prepared by Director Gottschalk Page 2 for the new Police Sergeant position and its backfill is included in the current draft of the 2021 City budget. A promotion from existing staff to this new position would leave a current patrol officer position vacant. In addition to the promotional police officer vacancy, the Police Department received a notice of separation from Officer Josh Hunter dated September 9, 2020. Based on these two known vacancies staff is requesting authorization to hold a Police Officer hiring process to create a list of eligible candidates to fill current and upcoming Police Officer vacancies. Staff is requesting that the City Council authorize staff to hold an internal Police Sergeant promotional process and grant authority for the Director of Public Safety to appoint the preferred Police Sergeant candidate to the position effective January 1, 2020. Staff is also seeking direction to begin a Police Officer hiring process to establish a candidate list for current and upcoming Police Officer vacancies. Any new or additional Police Officer hires will come before the City Council for separate approval and appointment. Financial/Budget: The Sergeant promotional process and Police Officer Hiring process will require staff time and any diminutive costs associated with the external posting and recruitment. At the time of this report the Police Sergeant job description is still out for grading so its specific location in the existing pay structure is yet to be determined. Staff estimates that the promotion of an existing Police Officer to Police Sergeant will cost the City between $2,000-$5,000 in first year wages and subsequent annual wages would escalate within the assigned pay grade to top out around $10,000-$15,000 above base patrol officer pay. The final graded job description will come before the Council for approval. This cost is included in the 2021 draft budget. Options: 1. Authorize staff to hold an internal Police Sergeant promotional process with authority for the Director of Public Safety to select and appoint the preferred candidate to the position effective January 1, 2020; and, direct staff to initiate a Police Officer hiring process to establish a candidate list for the current and upcoming Police Officer vacancies. 2. Provide staff with other direction. Recommendation: In order to keep up with the Police Department staffing needs staff is recommending that the City Council authorize staff to hold an internal Police Sergeant promotional process with authority for the Director of Public Safety to select and appoint the preferred candidate to the position effective January 1, 2020; and, direct staff to initiate a Police Officer hiring process to establish a candidate list for the current and upcoming Police Officer vacancies.
