Corcoran Parks and Trails Meeting Minutes
June 18, 2020 - 7:00 pm
The Corcoran Parks and Trails Commission met on June 18, 2020, in Corcoran, MN.
Pursuant tU Minnesota Statute Section 13D.021 and due to the COVID-19 pandemic, the Parks and
Trails Commission meeting was held remotely through electronic means using the audio and video
conferencing platform Zoom.
Present via telephonic or other electronic means were Commissioners —Dugan, Hoffmann, Meister, and
Strehler.
Commissioner Christenson joined electronically at 7:05 pm.
Also present electronically was Councilmember Anderson.
Recreation Coordinator Christensen Buck was present at City Hall.

Chairperson Meister invited all in attendance to rise and join in the Pledge of Allegiance.

Motion: Made by Dugan, seconded by Strehler, to approve the meeting minutes as presented.

Recreation Coordinator Christensen Buck informed the Commissioners that no additional individuals
were on the call.

a. Park Rules Review Update
Recreation Coordinator
Christensen Buck gave a brief background on the prior conversation that the
Commission had regarding park rules during the May 16, 2019 Parks and Trails Commission
meeting as well as the discussion that took place between the Development Review Committee. The
Commission requested additional reasoning on banning golfing and archery to which Recreation
Coordinator Christensen Buck explained the safety concerns associated both activities.
Motion: Made by Christenson, seconded by Dugan, to recommend Council approval of the changes

a. 2020 Budget &Fee Schedule

Recreation Coordinator Christensen Buck gave an
fees and changes to the fee schedule as it relates t
presentation of the final plat for the
Bellwether 5th addition and requested that the Commissioners discuss what to accept for park
dedication, how far the proposed trail should be paved, and if the trail should have pedestrian
cutouts. Commissioners discussed the reasoning for taking less land and the difference between the
trails and sidewalks.
Motion: Made by Christenson, seconded by Dugan, to proceed with staff's suggestion of pedestrian
cutouts, the contiguous land acceptance, and the trail ending at Ironwood Court.
Voting Aye by Roll Call Vote: Christenson, Dugan, Hoffmann, Meister, and Strehler.

9. Reports/Information

b. Recreation Coordinator Update
Recreation Coordinator Christensen Buck informed the Commission of the items she has been
working on since the last meeting including baseball and soccer programming, COVID-19 related
items, and Parks and Trails Commission packet materials.
10. Subcommittee & Miscellaneous Reports
a. City Council Report
overview of the proposed program registration
o parks and recreation for 2021. The
Commission discussed the fee related to reserving fields in other cities and the rental time
frame for
the Snyder Field scoreboard and PA system. By consensus, staff was directed to proceed with fees
as recommended.
b. Final Plat for "Bellwether 5th Addition"
Recreation Coordinator Christensen Buck walked through the
Councilmember Anderson gave the Commission an overview of recent Council meetings with topics
including the 2019 audit presentation, dust control, the open space and preservation plat for
"Paulsen Farms the park dedication fee update, and Hackamore Road improvements. The
Commission discussed whether the water hookup would be required by residents or if it would be
optional.
b. Garden Club Report
Sharon Meister provided an update on the meeting that was to take place on June 19, 2020 to
remove weeds from the Memorial Garden at City Hall. Meister and Tom Anderson informed the
Commission of the meeting that took place with Public Works staff regarding mowing the buffer
areas at City Hall and City Park.

logging onto the meetings.
