Present were Mayor Thomas, Councilor Schultz, Councilor Bottema, Councilor Dejewski, and Councilor Anderson. Also present were City Administrator Martens, Administrative Services Director Beise, Public Works Director Mattson, and Director of Public Safety Gottschalk. 1.Call to Order / Roll Call Mayor Thomas called the work session to order at 4:01 pm. 2.Strategic Planning Work Session Council and staff reviewed core strategies, objectives and plans, how to create measurable, short- term goals regarding strategic planning, and how Council can best provide long-term direction. 3.Adjournment MOTION: made by Dejewski, seconded by Bottema to adjourn. DRAFTCITY OF CORCORAN City Council Work Session Meeting Minutes February 13, 2020 – 5:00 pm The Corcoran City Council met on February 13, 2020 at City Hall in Corcoran, Minnesota. Present were Mayor Thomas, Councilor Schultz, Councilor Dejewski, and Councilor Anderson. Councilor Bottema was excused. Also present were City Administrator Martens, Administrative Services Director Beise, Public Works Director Mattson, and City Engineer Torve. 1.Call to Order / Roll Call Mayor Thomas called the meeting to order at 5:01 pm. 2.Financial Management Plan Review City Administrator Martens briefly discussed the history of and purpose of financial management planning. City Administrator Martens noted financial management planning allows Council to estimate assumed growth and needs within the City;to recognize legislative decision and action outcomes; and to review how tax rates may be impacted based on assumptions. City Administrator Martens noted Council’s direction to maintain or lower the tax rate in establishing the 2021 budget. Tammy Omdal, Northland Securities,addressed the Mayor and Council. Ms.Omdal reviewed Corcoran’s past revenue history and focus regarding revenue sufficiency and establishing cash fund balances to meet goals for general and utility funds.Council and staff discussed a revenue objective for a healthy water and sewer fund balance, and the City’s adopted policy regarding minimum balances within utility funds. Ms.Omdal and Council discussed assumptions of a future City tax rate growth of 1 percent annually for property within the City,future planning objectives, bonds, estimated average home price, and future debt service through the next decade.Council discussed the City’s bond rating.Council and staff reviewed the necessity for forecasting future needs and costs to determine which projects should be represented in financial management planning. Council noted the investment the City has made in parks is significant, and Council may want to review future park funds rather than land acquisition. Ms. Omdal and staff reviewed planned revenue increases for water and sanitary sewer services, and the increase in costs associated with trunk line availability charges within developable acres.Council asked for clarification on fees associated with northeast Corcoran trunk line availability charges from 2021 to 2022. Ms.Omdal noted the additional planned fees are necessary to fund the water tower project for southeast Corcoran. Ms.Omdal summarized the certified, preliminary and project budget numbers, fiscal disparity impact regarding net property tax capacity and city tax property rate annual changes. Council reflected on tax rates and what residents receive for an increase in property tax rate.Council discussed maintaining the constant tax rate increase projection to be reflective of the 6.2 percent established growth, versus the 10 percent anticipated tax rate increase. Ms.Omdal reviewed the General Fund, Enterprise Fund, Water Fund and Sewer Fund balances. Ms.Omdal compared tax levy and tax base and the cumulative percent increase in tax base. Council asked for clarification on the cumulative percent increase in tax base. Ms.Omdal stated the cumulative percent increase is reflective of the 115 percent tax base growth projected between 2016 and 2027 in Corcoran. Agenda Item 7b. DRAFT 2 Council inquired about the proportion of Debt Service Levy to the General Fund Tax Levy compared with other city’s Corcoran’s size. Ms. Omdal indicated Corcoran does not have a very large Debt Service Levy to General Fund Tax Levy ratio, as compared to other cities in similar size. Ms. Omdal reviewed new construction projected units for residential and commercial building permits through 2039. Ms. Omdal reviewed briefly Capital Improvement Plan projections and debt through 2025. Council inquired about including costs for paving of roads. Ms. Omdal indicated there is no current funding for pavement of roads included in the Capital Improvement Plan. Ms. Omdal reviewed use of funds and source of funds within the Capital Improvement Plan. Ms. Omdal reviewed the General Fund Financial Plan through 2027, tax levies, and tax rates. City Administrator Martens noted the balance is unrestricted and has not been allocated, and a meeting will happen after audit occurs when the reserve fund is determined. Ms. Omdal reviewed Water Fund, and Sewer Fund assumptions, depreciation and net position, and the cumulative difference between revenues and expenses. Council inquired about maintenance and repairs and where that is projected within the end cash balance projections and infrastructure needs. Council indicated a need to attribute funds into maintenance for Water and Sewer Fund balances. Council and staff referred to the 2040 Comprehensive Plan regarding location of main trunk infrastructure location and how costs associated and distributed within the area. Council and staff discussed developer funding for the trunk infrastructure costs within new developments. 3. Unscheduled Items No items were discussed. 4. Present were Mayor Thomas, Councilor Schultz, Councilor Bottema, Councilor Dejewski, and Councilor Anderson. Also present were City Administrator Martens, Administrative Services Director Beise, Director of Public Safety Gottschalk, Lieutenant Burns, and Public Works Director Mattson. 1.Call to Order / Roll Call Mayor Thomas called the meeting to order at 7:00 pm. 2.Pledge of Allegiance Mayor Thomas invited all in attendance to rise and join in the Pledge of Allegiance. 3.Agenda Approval MOTION: made by Dejewski, seconded by Bottema to approve the agenda as presented. Voting Aye: Thomas, Anderson, Bottema, Dejewski, and Schultz (Motion carried 5:0) 4.Commission Representatives Mayor Thomas noted Planning Commission Chair Jacobs and Parks and Trails Commissioner Nybo were present. Mayor Thomas invited the Commissioners to speak on items related to their respective commissions. 5.Open Forum Mayor Thomas invited residents to speak. No residents came forward to speak. 6.Presentations/Recognitions a.Watershed Update – Kirsten Barta Presenter was not available when agenda item was announced. Voting Aye: Thomas, Anderson, Bottema, Dejewski, and Schultz (Motion carried 5:0) 8.Planning Business 9.Unfinished Business 10.New Business a.Police Department Staffing – COPS Grant Director of Public Safety Gottschalk defined the current COPS Grant program, outlined a brief history of full-time versus part-time staffing challenges in the Police Department, and how the community has evolved and impacted the Police Department staffing needs over the past five years. Council and staff discussed the differences in equivalent full-time and part-time officers, and how other police departments vary in administration of staffing hours. Council and staff discussed the support offered to Corcoran from Hennepin County. Director of Public Safety Gottschalk indicated Hennepin County Agenda Item 7c. 2 will invoice cities for time allotted to a city service requested. Council inquired about how many officers are currently full-time and part-time. Department of Public Safety Gottschalk indicated there are currently nine full-time officers, and six to ten part-time officers at a given time depending on full- time officer coverage needed. Council and staff discussed the positive and negative aspects in comparing other local police departments with 5,000-resident communities for a benchmark for FTE equivalent positions, rather than comparing our City to national statistics. Council and staff discussed determining what makes a functional police force for the Corcoran communit y. Council asked if applying for the grant requires the City to hire two full-time officers or if Council would have an option to postpone hiring full-time officers and if the grant is flexible when the positions would need to be hired. Director of Public Safety Gottschalk noted applying for the grant would not mean Council would have to accept the grant. MOTION: made by Schultz, seconded by Anderson to approve staff to apply for 2 full-time officer positions within the COPS Grant funding. Voting Aye: Thomas, Anderson, Bottema, Dejewski, and Schultz (Motion carried 5:0) 6. Presentations/Recognitions a. Watershed Update – Kirsten Barta Public Works Director Mattson discussed the status of a 2020 action plan, and the focus and strategies for the community as determined by the watershed commissioners. Public Works Director Mattson introduced Kirsten Barta with Hennepin County Environmental and asked her to share her role in the community, discuss current projects, and her role between the watershed and the City. Public Works Director Mattson also noted Watershed Commissioner Guenthner and Water Commissioner Alternate Anderson were both present at the meeting. Kirsten Barta reviewed her role in the community, and stated she is not a part of the watershed commission. Ms. Barta works on various agricultural and residential environmental challenges within the community. Ms. Barta assisted with a grant for $142,000 for a sub-watershed assessment, which pinpoints where a conservation practice would be best located within Corcoran. Ms. Barta noted Rush Creek Watershed is currently impaired with several stressors, and she works with residents to assist in restoring the impaired land in certain areas. Ms. Barta discussed her work with farmers in Corcoran regarding 50-foot buffer distances between farm fields and streams. Council inquired about residents living on the north and south forks of Rush Creek and asked for examples of projects. Ms. Barta stated an example would be proper disposal of manure, and rather than rolling animal manure down an embankment into a wetland, Hennepin County Environmental will assist with removing the manure, and building a cement holding tank. Ms. Barta gave additional project examples of composting manure, or building and establishing buffers, or streambank restorations. Ms. Barta’s position is responsible for overseeing public ditches; and Ms. Barta presented a map of the County ditches in Corcoran. Ms. Barta discussed upcoming ditch projects which include drainage improvements and water quality improvements. Ms. Barta and Council discussed conservation easements and monetary impacts to local governments. Ms. Barta reviewed septic system issues within Corcoran and impacts to the Rush Creek Watershed. City Administrator Martens inquired about interfacing more effectively with Hennepin County Environmental to be more aligned with work being completed by Hennepin County and the City. Council thanked Ms. Barta for her time and presentation. 10. New Business Continued b. Squad Camera and Body Camera Project Director of Public Safety Gottschalk reviewed the current squad camera system the City purchased 2010 and is beyond end of service life. Director of Public Safety Gottschalk reviewed the current standard and best practices regarding use of body and squad camera systems. Director of Public Safety Gottschalk noted the camera system would provide perspective and tie together a visual picture of the situation. Director of Public Safety Gottschalk noted the day-to-day system value offers of the evidentiary of successful criminal prosecutions, and the risk mitigation factor would be 3 beneficial in avoiding costly lawsuits. Council inquired about current location of squad cameras. Director of Public Safety Gottschalk indicated currently there is in-car backseat camera and forward outward facing camera in some of the squad cars. Director of Public Safety Gottschalk indicated the system is integrated and can accommodate the addition of new cameras within the squad cars and body cameras, allowing for phasing of maintenance and expandability of the system. Council inquired about police officer training for the camera system, and the replacement cost of the existing squad camera cost versus purchasing a new squad and body camera system. City Administrator Martens stated the CIP (Capital Improvement Plan) is being finalized, and Council direction is necessary if this capital purchase expense should be incorporated in the CIP. Director of Public Safety Gottschalk reviewed the next steps which include inclusion in the CIP, Council would review the policy and how the cameras would be used and activated, and public comment would be in a public setting to allow comments regarding the cameras. Council asked if the data is collected in the camera, or if is digitally transferred. Director of Public Safety Gottschalk indicated data is stored on the unit and then transferred to a server at the Police Department. Council and staff discussed the possibility of contributions from the Northwest Area Jaycees or the Lions organizations. Officer Vojacek addressed the Council providing his perspective on officer support in general, of utilizing squad and body cameras. Council and staff discussed data privacy camera recordings and availability of recordings to the general public and redaction of data privacy in the event data recordings are requested. MOTION: made by Dejewski, seconded by Schultz to direct staff to include a funding in the 2020 CIP for the Squad and Body Warn Camera project and proceed with body worn camera policy development. Voting Aye: Thomas, Anderson, Bottema, Dejewski, and Schultz (Motion carried 5:0) c. Parks and Trails Commission Vacancy City Administrator Martens explained the resignation actions needed with the appointment of Mr. Tom Anderson to the vacant Council position on January 23, 2020. City Administrator Martens noted with the appointment to the Council seat, Mr. Anderson would need to resign from the Park s and Trails Commission and the Watershed Commission, however Council would have the option of leaving the two seats open on the respective commissions. Mr. Anderson would maintain the liaison Council position, as Councilor Anderson for the Parks and Trails Commission. Mr. Anderson verbally submitted his resignation. MOTION: made by Schultz, seconded by Thomas to accept Mr. Tom Anderson’s verbal resignation from the Parks and Trails Commission and the Watershed Commission . Council consensus was to leave the two seats on the respective commissions open. Voting Aye: Thomas, Anderson, Dejewski, and Schultz Abstain: Bottema (Motion carried 4:0) 11. Closed Session a. Property Acquisition for Water Treatment and Well Site Mayor Thomas stated: “The City Council is going into a closed session to consider an offer for real estate. Under the authority of Minn. Stat. § 13D.05 Subd. 3(c)(3), the City is permitted to close a meeting to consider offers and counteroffers for the purchase or sale of real or personal property. The City Council is now going into closed session to consider an offer for real estate; the following property is the subject of the closed meeting: 10110 County Road 116.” Mayor Thomas recessed the Council meeting at 8:35 pm. Mayor Thomas reconvened the Council meeting at 8:46 pm. “In closed session, the City Council discussed an offer for real estate; staff was provided direction.” 4 12. Council Meeting: February 27, 2020 Prepared By: Jessica Beise Topic: Finance Agreement Transfer Action Required: Approval Summary: As part of the 2016 Downtown Utility and Street Improvement Project, the City entered into fee agreements with several properties for the payment of the utility connection fees. The Corcoran Bottle Shop is in the process of being sold and has such an agreement. The City has been approached by the seller and buyer to transfer the fee agreement into the buyer’s name. The City Attorney recommended that a new agreement be created to transfer of the contents of the current agreement. Under the current fee agreement, the City would require the fees paid at time of property sale. By allowing the assessment agreement to continue the City would continue to receive payment as it does today. If the City did not have a fee agreement, any assessments would typically be carried onto new owners unless required to be paid as part of the title work during the property sale. A draft of the finance agreement transfer agreement, will be sent separately and will be placed in the house agenda packet. Financial/Budget: The assessed fees paid by fee agreement have a 2.72% interest rate. Council Action: Authorize staff to execute the Assessment and Financing Agreement for 19905 75th Avenue (PID 26-119-23-11-0040). Attachments: None ASSESSMENT AND FINANCING AGREEMENT FOR 19905 75th AVENUE NORTH; PID 26419-2341-0040 This Assessment and Finance Agreement is for the property located at 19905 75th Avenue North, Corcoran, Minnesota; PID # 26-119-23-11-0040; legally described as follows: Lot 2, Block 3, Countryside Plaza 2nd Addition, I�ennepin County, Minnesota, according to the recorded plat thereof ("Subject Property"). WHEREAS, the City of Corcoran has implemented construction of the Downtown Utility and Street Improvement Project ("Project"); and WHEREAS, the City of Corcoran separately assessed the street and trunk utility costs pursuant to Minn. The City completed an EAW (environmental assessment worksheet) and adopted a determination of No Need for EIS on November 13, 2014. The City granted preliminary approvals for 246 homes on 103-acres on December 11, 2014 and these approvals were valid for two years. One-year extensions were approved by the Council on February 23, 2017, January 25, 2018 and February 28, 2019 with a current expiration date of February 28, 2020. 3. Analysis: The applicant is now working with M/I homes to develop the property. Staff notes that there are several changes to be aware of: 1.While the road alignment remains generally the same, other infrastructure improvements (sanitary sewer, water, lift station, etc.) planned for the area have changed. The civil plans will all need to be revised and submitted for city review and approval prior to Council action. 2.The area to be developed is 90 acres, not the whole 103-acres as shown in the original development. The landowner will retain 7.5-acres of land on the west side of the site and St. Thomas The Apostle Church will acquire 5-acres on the east. 3.Townhomes were a highly desired component of the original development proposal for the Council at the time. The new concept increases the number of townhomes from 20 to 75 homes. 4.The total number of units increase from 246 to 257 homes. Sawgrass Extension (city file no. 20-008) 2 February 27, 2020 5. The concept would eliminate the 75-foot wide lots (the drawing submitted by M/I does not yet show this change) and in exchange would increase the side yard setbacks on the 55- and 65-foot wide lots from the approved 5-foot setback to 7.5 feet. 6. As the city and developer work through the process, there may be other changes that could be processed as part of a PUD Amendment along with the PUD final plan and final plat. Policy Issues State statutes and the City Code require submittal of a final plat within one year of the preliminary plat approval unless the Council grants an extension. The reasoning for this timeline is that City standards change and new developments should be required to comply with the current design standards. The City’s discretion in approving a final plat and final PUD plan is limited to whether or not the proposed plat meets the standards outlined in the City’s subdivision and zoning ordinance and the conditions of preliminary plat approval. If it meets these standards, the City must approve the final plat and final PUD plan. Therefore, by extending the preliminary approvals, the Council does limit their discretion in approving the final plat/final PUD plan. The Council should approve the extension only if they believe it is generally consistent with the original 2014 approvals and conditions of approval. The next step would be for the developer to submit an application for a PUD amendment, final PUD plan and final plat. Once the applications are received, the City can work with the applicant to create the development agreement that would be approved with the final plat. Summary If the City Council believes the preliminary plat as approved is in the best interest of the community the Council should approve the extension. If the City Council believes a different type of development would be in the best interest of the community or that the proposed concept varies too much from the original approvals, the Council should deny the extension. 4. ATTACHMENT 3: PROJECT UNDERSTANDING AND APPROACH PROJECT UNDERSTANDING & APPROACH 1 Project Components This Project Understanding and Approach describes the necessary tasks, level of effort, and budget to complete 30% and 75% design documents for the purpose of designing the Hackamore Road Project. The following features will make up the design components of the project. A detailed Budget is provided in Attachment 4 to this proposal and Key Project Members and an Organizational Chart is provided in Attachment 5. Road Hackamore Road is the westerly extension of County Road 47 (in Plymouth) and extends west of CSAH 116. The majority of roadway to be reconstructed is within the CR 101 and CSAH 116 boundaries, along with both County intersections, tapers as necessary to align intersection approaches, and potential north/south turn lane design as determined by the County. West of CSAH 116 the project ends at Medina Lake Drive, and east of CR 101 the design would end on CR 47 with taper/intersection alignment. Trail A trail will run parallel to the newly constructed Hackamore Road. The trail will likely be located along the north side of the roadway and require additional ROW or easement. The trail is currently thought to be incorporated with a rural cross section but will be reviewed to determine if a grade separated trail adjacent to the roadway is a beneficial alternative, for selected portions of the trail, or its entirety. Signals Analysis of existing layout, salvageable portions, and up to 75% design of any signal modifications at both County intersections are included in the scope. Traffic Analysis Traffic counts will be made in accordance with the scope, and analyzed along with forecasts for Reserve of Medina for analysis on left turns, right turns and stacking at the intersections of CSAH 116 and CR 101. Comparison will also be made to County requirements and other guidance available. Stormwater Stormwater management is increasing in complexity for linear projects and will affect the project area for required treatment of impervious. The necessary management methods, locations, and areas will be addressed. Exclusions Notable exclusions from this scope include wetland permitting, CH 429 process (if any), City water and sewer, design work beyond 75%, construction administration and management. As noted above only one design is assumed to be advanced beyond the 30% design phase. PROJECT SCOPE 2 TASK 1—30% ROAD AND TRAIL DESIGN SCOPE Wenck’s Project Approach is based on the tasks identified in the RFP with slight modifications as noted. 1.0 Project Meetings Coordination with the several groups including residents, small utilities, Hennepin County, and neighboring communities, etc. are critical to a successful project in this complex location. This task includes group meetings as identified in RFP Task 1, and the order would be as follows: • Kickoff meeting with City staff • Group meeting No. 1 • Small utility meeting As the 30% design is nearly complete the meetings that will be conducted include: • City staff • Group meeting No. 2 • Community engagement open house • Council meetings • Pre-application meeting with the Elm Creek Watershed Other City staff meetings can be held at cities request. However the compressed schedule of being at a 75% design by July (assuming a March award and kickoff) suggests that the meetings identified in the list above would be sufficient. 1.1 Traffic Study Collecting background traffic data will be important to be used in comparing two roadway layouts developed at the 30% stage as well as when reviewing intersection layouts. The following tasks will be conducted as part of the traffic study. • Collect current volume data. We will collect weekday a.m. and p.m. peak period turn movement volumes at the following intersections: • CR 116/Hackamore Road • Hackamore Road/Hunter Road • Hackamore Road/Steeple Chase Lane • CSAH 101/Hackamore Road • Develop traffic forecasts. We will develop weekday a.m. and p.m. peak hour trip generation estimates and traffic volumes to account for future development in the area. • Complete traffic analysis. The traffic analyses will focus on the need for left turn lanes on Hackamore Road. The traffic forecasts will be used in discussions with the Cities for selecting a design at the completion of the 30% phase. PROJECT SCOPE 3 • Prepare technical memo. We will prepare a technical memo that documents the traffic analyses and results. We will share the draft with team members for review and comment. We will update the report as necessary to respond to comments and then submit our report in finished form. 1.2 30% Traffic Signal Design Once the traffic study is completed, Wenck will then be able to develop 30% designs on the traffic signal systems. Included in this work is; • Obtain pertinent background information. Items that we need and will obtain include information for the existing traffic signal components and the proposed intersection layouts in AutoCAD format. • 30% Traffic signal design. This task is to prepare the preliminary layout for the traffic signal. The following specific tasks will be performed: • Review the existing signal plan information • Review proposed intersection layouts • Determine placement locations for new traffic signal equipment • Discuss draft signal layout with City and County staff • Develop preliminary construction cost estimate 1.3 30% Roadway Design The 30% design includes the analysis of a three lane continuous road and a two lane roadway with turn lanes at designated locations. The two lane design has left hand turns at: • Reserve of Medina (future); • Steeple Chase Lane; and • Potential others based on traffic analysis. The purpose of the 30% design and cost estimate is to allow the cities to make a determination on final design prior to entering into a joint city agreement. State Aid geometrics will be reviewed and presented for vertical curves, utility variances, etc. Wenck recognizes that State Aid funds are not being utilized, however State Aid design criteria will be reviewed and used as a guide for the 30% design phase. In summary, the roadway layouts will be reviewed to take into account the current Right of Way, geometric constraints, utility conflicts and wetland impacts. This design set will be prepared for the purpose of developing an accurate set of plans from which issues identified during the 30% phase of the project can be processed. From this, both cities will have a more detailed design to review with their staff’s and council’s and provide any input on before the 75% design phase. Survey information was completed previously for the project however, Wenck has assumed that additional topographic information will be needed to fully complete the scope. Wenck assumes that any ROE’s necessary to perform topographic survey will be coordinated by the city and will be obtained prior to initiating survey so it can be completed in one round. Deliverable No. 1 - Engineering Plans and Cost Estimates The road design effort for the two alternatives will include: • Review of existing information such as Ravinia Feasibility Study and EAW, Wessel area Feasibility Study and EAW, Hackamore preliminary concept plan, wetland delineation, and historical drainage problems along the corridor; PROJECT SCOPE 4 • Topographic survey and utility locates; • Two lane layout with select left turn lanes; • Three lane layout; • Trail on north side; • Traffic counts and analysis; • Signal analysis and 30% layout. Signal design will be discussed in the group meeting and also coordinated directly with the County; and • Cost estimates for the layouts and alternatives as detailed. Deliverable No. 2 - Road Memorandum A joint city project requires additional distribution of information (as compared to a project within a city limits where staff, engineering, residents and Council are within one municipality) along with supporting documents for each municipality to make a decision on the final roadway layout. Therefore the memorandum will present the items listed in the RFP with text to describe the various design decisions, challenges and possible solutions. A draft Table of Contents would consist of: • Background/Introduction • Existing conditions, drainage, utilities, signal conditions, and wetlands • Alternative 1 and Alternative 2 Design summaries • Impact comparisons • State Aid geometric review • Public Input Summary • Neighboring community and Hennepin County summary • Property impacts (draft) • Stormwater needs and impacts (draft) • Traffic analysis and other turn lane guidance • Cost estimate and assumptions • Appendices of supporting information. This deliverable will be significant in detail and allow the two cities to review and move forward towards a final agreement on road layout and cost. Deliverable No. 3 – Trail Memorandum A standalone memorandum for the trail corridor along the north side of Hackamore will be also distributed. The RFP lists the same items as the Road Memorandum except will exclude several items not specific to the trail discussion including State Aid, traffic analysis, signals, public input summary and adjacent City and County comments. As with the Road Memorandum the document will be sufficient in detail to allow the cities to move towards an agreement. PROJECT PAUSE After the 30% deliverable are distributed there will be a slight project pause as the cities review the alternates and move towards an agreement. However with 75% plans required by July, it can be noted that the 75% schedule could be delayed based on city discussions and timelines. PROJECT SCOPE 5 TASK 2 — 75% ROAD AND TRAIL DESIGN WITH STORMWATER Wenck’s Project Approach is based on the tasks identified in the RFP. At this phase of the project, Wenck assumes that the two cities have come to a formalized agreement and selected one of the two roadway approaches (three lane vs two lane with select turn lanes) from which to proceed with 75% drawing documents. 2.0 Project Meetings Coordination for the project is more “internal” within the cities and between the cities at this portion of the project. The design has been selected, and the councils will be updated and other agencies will be kept up-to-date on the project during a pre- application meeting. The following meetings are included in this scope of work: • City meetings • Project team meetings (assumed 3 team meetings with representatives of each city present) • One meeting with relevant agencies for permitting and approvals. 2.1 Signal Design This task is to prepare draft plan sheets for the traffic signal. The following specific tasks will be performed: • Review the City and County comments on the preliminary layout • Update the layout • Initiate draft signal design plan sheets • Discuss updated signal layout with City and County staff • Develop updated construction cost estimate 2.2 Roadway Design Wenck will develop a stormwater design which meets applicable regulatory requirements for the project. This design will address runoff from the roadway, including trails and intersections. Included in this work will be review of any wetland impacts associated with project layout. Stormwater calculations will be completed to a stage that is sufficient for watershed and WCA permitting. Specifically, our services will include the completion of both the 30% and 75% design for the Hackamore Road Street Improvement Project as described in the RFP. WSB has the staff and experience to complete all of the proposed services inhouse. The following letter proposal represents our entire understanding of the project scope and level of engineering services requested. WSB’s experience working for the City of Medina and our history of working with project stakeholders along similar project corridors in the area makes WSB the ideal candidate to complete the Hackamore Road Improvement Project. WSB has successfully assisted the City of Medina in implementing public infrastructure projects for many years and project team members have led multiple projects that have required coordination with the City of Plymouth, MnDOT, and Hennepin County. We will support Medina and Corcoran in their efforts to coordinate project completion at all levels. PROJECT UNDERSTANDING The City of Corcoran and the City of Medina agree that Hackamore Road reconstruction is warranted and requires detailed design/engineering services. The Cities are requesting engineering design services that include both 30% and 75% levels of completion. The project will include the development of two design alternatives for the roadway, trail, and intersection control up to 30% at which time the Cities will decide to proceed with one of the alternatives for the 75% design which will include stormwater management elements, and refined road/trail design. Based on the information provided, the Cities are currently planning to phase construction with the easterly half proceeding first. The proposed project consists of reconstructing Hackamore Road generally from CSAH 101 to CSAH 116 including both county intersections, approaches in each direction, and the following: • The easterly extent will include that portion of CR 47 as it enters the City of Plymouth for turn lane or other approach modifications. • The project will also extend west of CSAH 116 to the intersection of Medina Lake Drive and Hackamore Road. This portion will include the relocation of the trail if the roadway is expanded in this location. • The proposed trail location is on the north side of Hackamore Road and extends beyond street right-of-way in some locations. • No watermain or sanitary sewer reconstruction or extension will be included with this scope of work. City of Corcoran & City of Medina – Hackamore Road Improvement Project – Proposal for 30% & 75% Engineering Design Services February 10, 2020 Page 2 • The decision to assess property owners will be made after the 75% design is complete and so a feasibility study is not included with this scope of work. The proposed geometric layout and design should include the following: • Rural roadway section. • Two geometric alternatives designed to a 30% level for both a three-lane design with a dedicated middle right/left turn lane and a two-lane design with dedicated left turns at a minimum of two intersections. • Include an evaluation of State Aid geometric standards, solve the vertical curve issue on the east end of the project limits, and identify geometric variances due to existing utilities or other impacts. • Consider the need for left and right turn lanes on Hackamore Road at CSAH 116 and CR 101 as well as impacts to Hackamore Road if Hennepin County constructs the north/south turn lanes off CR 116 and 101. • Evaluate the ideal road footprint based on the existing right of way and utility relocation costs. • The proposed trail on the north side of Hackamore Road will be 8-feet in width and utilize ditch drainage. To the greatest extent possible the trail alignment should avoid utilities, wetlands, and minimize property impacts. Work Items Completed to Date Based on the information provided in the RFP, WSB understands the following items have been completed and will be provided upon authorization to proceed: • Soil borings and a geotechnical evaluation. • A wetland delineation and report. • A partial topographic survey and AutoCAD base-mapping for the areas that include data for the areas in between CR 116 and CR 101, but generally limited to the existing ROW. The survey also does not include the intersections of Hackamore/101, Hackamore/116, and the road corridor west of CR 116. • The preliminary 3-lane layout and linework in AutoCAD format. As requested in the RFP, the proposed scope of engineering services detailed in this proposal will include the following in summary: 30% Design • 30% level of design and cost estimating for the road, trail, and intersection control at both County signal locations. • Traffic analysis with roadway configuration recommendations. • Topographic survey for remaining areas and base-map updates in an AutoCAD format. • Public involvement including one community engagement activity and one City Council meeting with each of the cities (total of two meetings). • Project meetings with the staff of both Cities (simultaneous) including one for a kick-off and one every other week (total of six meetings). • Two large stakeholder meetings that include Hennepin County, Plymouth, Medina, and Corcoran. • Pre-application meeting with the watershed. • Utility coordination meeting and on-site meeting, if necessary. • Road/trail design and stormwater management memoranda. 75% Design • 75% level of design and cost estimating for the road, trail, stormwater management, and both County signal locations. • Provide a set of 75% level plans. • One City Council meeting with each of the cities (total of two meetings) City of Corcoran & City of Medina – Hackamore Road Improvement Project – Proposal for 30% & 75% Engineering Design Services February 10, 2020 Page 3 • Project meetings with the staff of both Cities (simultaneous) every other week (total of four meetings). • Additional pre-application meetings with relevant agencies, if needed. • Road and trail memoranda. SCOPE OF SERVICES FOR TASK 1 (30% DESIGN) The following is a list of deliverables needed to complete the engineering and design components of the project at a 30% level of design. Upon authorization of the proposal, we will begin immediately by gathering private utility data, conducting a topographic survey, reviewing public/private utility record drawings, and other available information. The information gathered will be used as a basis for the design efforts detailed in this proposal. Project management is a key component included in each task as proposed. Within each task and deliverable, project coordination and communication with the cities, residents, other project stakeholders, and the project team will be critical for success. Active project management and utilization of project controls will allow for open lines of communication and routine updates on project issues, as well as keeping the project on schedule and within budget. Deliverable No. 1 (Engineering Plans & Cost Estimate) 30% Geometric Layout & Plan Development This task includes a 30% geometric layout and design based upon staff input and general engineering judgment. The preliminary layout in CAD format will be a representation of preliminary horizontal alignments with potential construction limits shown along with possible construction conflicts of the proposed improvements. We will work together with City staff members during the preliminary design task to determine the most cost-effective means and methods of designing and constructing the proposed street, trail, and storm sewer improvements. Team communication is essential during this phase to develop a clear understanding and expectations of the scope of work the ensure the final design phase can be completed efficiently and effectively. Our team includes staff with industry leading experience in roadway geometrics and State Aid design criteria. Their expertise will be utilized to develop the roadway and trial layouts. Based on the results of the traffic analysis, WSB will prepare a preliminary intersection control/signal design plan. This will include preparation of a preliminary geometric layout of each intersection showing the existing conditions and proposed changes to the intersection components. These layouts will be used to determine the estimated improvement costs, utility conflicts and relocations, and will be the basis for the final design plans. WSB understands that no sanitary sewer is planned within Hackamore Road, and that the City of Corcoran will consider constructing watermain along the north side of Hackamore Road but is not included with this scope of work. 30% Cost Estimating WSB will prepare preliminary project cost estimates (both alternatives) for the proposed street, trail, intersection control (signal) improvements, stormwater management components, and associated overhead allotments. Project financing will come from both the City of Corcoran and the City of Medina, but at this time no decision has been made as to whether State Aid funding will be utilized. City of Corcoran & City of Medina – Hackamore Road Improvement Project – Proposal for 30% & 75% Engineering Design Services February 10, 2020 Page 4 Miscellaneous Tasks Included with Deliverable No. 1 Private Utility & GSOC Coordination This task will include the coordination of utility markings for the topographic survey, a separate Gopher State One Call request for utility maps, and coordination with specific utility companies that may have conflicts with the proposed street and storm sewer installations. If potholing in the field is necessary to determine the elevation of specific utility lines, WSB will coordinate this effort, but the City will be responsible for contracting with a company or providing staff that can complete this work. WSB will hold a formal utility coordination meeting with the affected utility providers and any necessary meetings in the field to discuss specific impacts, if needed. Topographic Survey & Base-Mapping Updates A design level topographic survey will be completed for the remaining project areas detailed in the RFP to identify surficial information/landmarks, existing grades, property corners/lines, and public/private utility locations. It is our understanding that an extensive topographic survey was completed in 2019 up to and including the road right of way, which will be provided to WSB upon authorization to proceed (not provided with RFP). We are assuming that the topography files have sufficient control; a review of the survey control and quality of data in the AutoCAD drawing will be completed to determine what additional topographic survey needs may be required beyond the scope of work described in this proposal and information provided in the RFP. The final AutoCAD base-mapping information will not constitute an official boundary survey, but a high-quality survey grade right-of-way/parcel map will be created using available plat maps and existing field survey shots that can be used for easement acquisition. The cost of document fees for official plats or easement has not been included with this proposal. The overall task will include obtaining record plan information from the Cities on the location and potential conflicts with other utilities, finalizing an AutoCAD base map for the purposes of preliminary/final design, notification of private utility companies within the project corridor, and any other related information for the area that may impact design or future construction. The scope of surveying services does not include the preparation of temporary/permanent easement parcel sketches, legal descriptions, or field staking of easements for the properties where the proposed improvements may be located. Right of way or easement acquisition services have also not been included with this scope of work. Preliminary Stormwater Management Design WSB will design the storm sewer system and required stormwater best management practices (BMPs) for the proposed Hackamore Road improvements in accordance with both city and Elm Creek Watershed Management Commission’s (ECWMC’s) design requirements. The services within this task include preliminary stormwater modelling, preliminary stormwater BMP design, and coordination with the appropriate governing authorities as needed. The proposed BMP’s will require permitting through the Elm Creek Watershed Management Commission. One pre- application meeting with ECWMC has been included with the scope of work. Environmental Review A review of the environmental components of the project will also be performed to determine the extent of anticipated impacts with respect to wetlands and floodplains, if applicable. WSB will initiate discussion with the ECWMC to discuss permitting requirements for these impacts. Our team has extensive experience working with the various regulatory agencies on linear projects and this experience will streamline the permitting process. Traffic Analysis To assist the Cities in the decision-making process, a traffic analysis will be completed within the Hackamore corridor and adjacent roadways as necessary. The work will include the following: City of Corcoran & City of Medina – Hackamore Road Improvement Project – Proposal for 30% & 75% Engineering Design Services February 10, 2020 Page 5 Background Data / Existing Conditions: Available traffic data will be collected from the City of Medina, City of Corcoran, Hennepin County and other impacted agencies. This data will include, but is not limited to: • Existing and historic traffic volume data. • Current crash history. • Proposed and anticipated area development plans. • Other available studies. It is assumed that existing traffic volume data will be used as the baseline to conduct the traffic analysis, and that no additional traffic counts would be required. The existing turning movement counts will be developed based on the available data or estimated traffic based on the current development in the area. Traffic Forecasts: Projected 2040 ADT and turning movement counts will be developed based on the current City (Medina and Corcoran) and Hennepin County Transportation Plans. The projected traffic at each specific intersection will be based on traffic generation for the proposed development and/or anticipated land use in the area, the historical traffic count trends for the area, or other assumptions that can be assembled from available data. Traffic Operations Analysis: A traffic analysis will be completed, evaluating the existing and projected traffic operations for the Hackamore Road corridor, including the five primary intersections of CSAH 116 (Pinto Drive), Hackamore Circle, Hunter Road, Bergamot Drive/Steeple Chase Road and CSAH 101. The traffic operations will be evaluated using Synchro/SimTraffic software for the signal and stop sign analysis. Output from Synchro is transferred to SimTraffic, a micro-simulation computer modeling software that simulates each individual vehicle’s characteristics and driver behavior in response to traffic volumes, intersection configuration, and signal operations. The model simulates drivers’ behaviors and responses to surrounding traffic flow as well as different vehicle types and speeds. Its outputs estimated vehicle delay and queue lengths at each intersection being analyzed. The capacity and level of service analysis will be conducted for the existing 2020 and projected 2040 traffic conditions. The analysis will document the corridor level of service, intersection level of service, any operational deficiencies, and recommendations for intersection control and lane configuration improvements (addition of left and/or right turn lanes) at each intersection. The results of the Traffic Analysis will be included in the project memorandum prepared for the 30% design phase. The preparation of an official intersection control evaluation (ICE) report and/or roundabout justification analyses for the intersection(s) has not been included. Public Engagement & Stakeholder Involvement WSB will hold project meetings with the Cities and other stakeholders throughout the design process to ensure the final product meets the intended need. The meetings will include one kick-off meeting with both City staff members upon authorization of the proposal, six progress/design meetings with both Cities (simultaneously) approximately every two weeks, two City Council meetings (one with each city), one community engagement activity with affected residents or other stakeholders, and two stakeholder meetings that include Hennepin County, the City of Plymouth, as well as the Cities of Medina and Corcoran. WSB will provide the necessary graphics, maps, and presentation materials to be used at the public engagement activity and project meetings. We will work with the City staff members to develop and mail the required notices for project meetings, and prepare any necessary resolutions for City Council meetings, if needed. WSB can provide a formatted notice to be sent to property owners or other stakeholders, but the City will mail the notices using City stationary. Deliverable No. 2 (Road Memorandum) WSB will prepare a memorandum that incorporates the design alternatives, a discussion of project challenges, quantities/costs, and various figures that describe the following: • Alignment modifications and justifications. • Road wetland impact plan. • Potential changes for traffic signals or other intersection control, if necessary. • Road stormwater management concept footprints. • Utility locations and potential relocations needs. • State Aid design compliance and those items that may not be compliant. • Identify deficiencies such as private utility locations, clear zones, and other critical geometric elements (i.e. vertical curves) that may affect the design or construction of the project. • Road “parcel impact plan” for wetlands, stormwater, utility relocates, showing each individual parcel impacted. • Traffic analysis findings. Deliverable No. 3 (Trail Memorandum) WSB will prepare a memorandum for the proposed trail improvements, with similar components as the Road Memorandum in Deliverable No. 2 but will exclude any State Aid design compliance. The final version of both reports will incorporate any comments received from City staff members and include a presentation of the report to the appropriate City Councils. SCOPE OF SERVICES FOR TASK 2 (75% DESIGN) The following is a list of deliverables needed to complete the engineering and design components of the project at a 75% level of design. As noted in Task 1, project management is a key component included in each task as proposed. Final plans and specifications will be prepared for the project. Specific work included with this task will be development of final project documents, stormwater management and permitting, construction plans, and specifications/contacts for bidding. Deliverable No. 1 (Engineering Plans & Cost Estimate) 75% Geometric Layout & Plan Development We will work together with City staff during the final design task to determine any further cost saving means and methods of designing and constructing the proposed street, trail, and storm sewer. The final design and plans will detail the improvements of the one final alternative, including the pavement section, centerline elevations for curb replacement, removals and restoration, erosion/sediment control, plan/profiles for storm sewer improvements, signing/striping plans, cross sections at each 0+50 station interval, and a SWPPP narrative. WSB will also refine signal design plans as needed with the 75% plan development. This will include preparation of a preliminary geometric layout of each intersection showing the existing conditions and proposed changes to the location of poles and mast arms, vehicle detection systems, pedestrian pushbutton and indications, pedestrian curb ramps and landings, source of power locations, and City of Corcoran & City of Medina – Hackamore Road Improvement Project – Proposal for 30% & 75% Engineering Design Services February 10, 2020 Page 7 interconnect system locations. These layouts will be used to determine the estimated improvement costs, utility conflicts and relocations, and will be the basis for the final design plans. The 75% plans will not be prepared to strict State Aid standards but will be prepared in a way that accommodates a relatively smooth conversion, if needed, during final design. Temporary traffic control, standard details, lighting, landscaping, or preparation of other plans not listed have not been included with the scope of services. The preparation of technical specifications or other contract documents are not included with this scope of work. 75% Cost Estimating WSB will prepare project cost estimates for the one final alternative including the proposed street, trail, intersection control (signal) improvements, stormwater management components, and associated overhead allotments. Stormwater Management Design & Permitting WSB will provide design services for the storm sewer system and BMPs for the proposed Hackamore Road improvements in accordance with the City and ECWMC’s design requirements. The services within this task include stormwater modelling, stormwater BMP design, and coordination with the appropriate governing authorities as needed. The proposed pond design and location will be determined, and the appropriate permitting documents will be prepared for submittal to the Elm Creek Watershed Management Commission. ECWMC Stormwater Management Requirements for the project are as follows: • A stormwater management plan is required for any land development that disturbs more than one acre of land. • Linear projects that create one acre or more of new impervious must meet all commission requirements for the net new impervious surface. • Runoff rates for proposed conditions must not increase from existing conditions for the 2- year, 10-year and 100-year critical storm events. • Stormwater runoff volume must be infiltrated in the amount equivalent to 1.1” of runoff from new impervious surface. It is assumed that infiltration will not be feasible based on prevalence of clay soils within Medina. Biofiltration Volume credit towards compliance may be achieved by various options outlined in the ECWMC rules and standards. • No net increase in total phosphorus (TP) or total suspended solids (TSS). This task does include the preparation of the erosion/sediment control plan sheets but does not include the written narrative of a Stormwater Pollution Prevention Plan (SWPPP). This is typically incorporated into the plans after 75% plans are developed. Miscellaneous Tasks Included with Deliverable No. 1 Stakeholder Involvement WSB will hold project meetings with the Cities and other stakeholders throughout the design process to ensure the final product meets the intended need. The meetings will include four progress/design meetings with both Cities (simultaneously) approximately every two weeks and two city council meetings (one with each city). We will work with the city staff members to develop and mail the required notices for project meetings, and prepare any necessary resolutions for City Council meetings, if needed. WSB can provide a formatted notice to be sent to property owners or other stakeholders, but the City will mail the notices using City stationary. City of Corcoran & City of Medina – Hackamore Road Improvement Project – Proposal for 30% & 75% Engineering Design Services February 10, 2020 Page 8 WSB has excellent working relationships with the regulatory agencies and plans early and frequent communication in order to keep the permitting process on schedule. At least one in-person meeting with the affected agencies (ECWMC and USACE) will be held to review the project and impact applications. Coordination of wetland mitigation and related permit preparation/submittals is not included with this scope of work. Deliverable No. 2 (Memorandums) Road/Trail Memorandum WSB will prepare a final memorandum that incorporates the 75% design alternative, a discussion of project challenges, quantities/costs, and any necessary figures, similar to the information in Task 2. An analysis of potential assessments for the project has not been included with this scope of services, but the report could be used as the basis for a feasibility study if either City decides to proceed with the MN Chapter 429 special assessment process at a later date. Stormwater Management Memorandum WSB will prepare a memorandum for the proposed stormwater management improvements, incorporating the elements needed for permitting with the ECWMC (approximately 75% level of design). The ECWMC permit application will also be completed, but any associated fees for submittal are not included with this scope of work. It is assumed that preparation of the hydraulic report for submittal to State Aid will be completed during the final design phase of this project (pending the decision to complete the project to State Aid Standards) therefore, this service has not been included with this scope of work. The final version of both reports will incorporate any comments received from City staff members and include a presentation of the report to the appropriate City Councils. Quality Control Within all tasks of this project, WSB will implement plan review and quality assurance/quality control procedures and protocols for the proposed design and plans. This will provide the client with a high level of plan/document quality and future constructability. City of Corcoran & City of Medina – Hackamore Road Improvement Project – Proposal for 30% & 75% Engineering Design Services February 10, 2020 Page 9 OPTIONAL SERVICES NOT INCLUDED Additional Traffic Counts In order to provide a more accurate traffic analysis, updated traffic volume data would be collected for the Hackamore Road corridor including directional average daily traffic (ADT) counts and peak hour turning movement counts at the intersections of: • Hackamore Rd at CSAH 116 (Pinto Dr) • Hackamore Rd at Hackamore Cir • Hackamore Rd at Hunter Rd • Hackamore Rd at Bergamot Dr/Steeple Chase Rd • Hackamore Rd at CSAH 101 The updated volumes will be used as the baseline for the existing and projected 2040 traffic analysis. The additional cost to perform this work is $2,994. Wetland Impact Permitting WSB will prepare permit applications and obtain permits from the following agencies, as needed: • Elm Creek Watershed Management Commission • Wetland Conservation Act (City of Medina and City of Corcoran) • US Army Corps of Engineers • Board of Water and Soil Resources (for Local Road Wetland Replacement Program, if applicable) WSB reviewed the DNR Public Waters Inventory maps and no DNR Public Waters or Watercourses are located within the project corridor. No DNR Public Waters permits are anticipated for this project. Permits will be needed for construction dewatering, if applicable, but will be the responsibility of the construction contractor to obtain. To prepare the applications, WSB will develop a purpose and need, evaluate project alternatives, and create impact exhibits. If the project qualifies for the BWSR Local Road Wetland Replacement Program, WSB will develop the information for that approval as well. If the project impacts do not qualify, WSB will identify wetland banks that meet the siting criteria for WCA and the USACE Section 404 permit. Upon approval of permits, WSB will review permit conditions and inform the city of any conditions prior to construction. The additional cost to perform this work is $4,908. Right-Of-Way Acquisition/Coordination Our right of way group has extensive experience acquiring right of way for cities, counties, MnDOT and outstate DOT’s as well. These acquisitions were completed on a variety of types of properties including residential, commercial, industrial, agricultural and recreational land. We can also assist both Cities with the preparation of temporary/permanent easement parcel sketches, legal descriptions, or field staking of easements for the properties where the proposed improvements may be located. Our approach on all our projects is to treat the owners respectfully, listen to their concerns and work to address them, if possible, without compromising the needs and integrity of the project schedule. A determination of the scope of this work can be determined once the affected parcels are identified. He has significant experience working cooperatively with multiple public agencies on projects involving highways and streets, storm sewers, water distribution and sanitary sewer systems, park improvements, and large redevelopment projects. Additionally, Lee has been involved in downtown and corridor redevelopment projects which included significant public participation. SERVICE GROUP: Municipal REGISTRATION: Professional Engineer MN #18443 EDUCATION: BS Civil Engineering, University of Minnesota, 1983 TH 169 / Bren Road Interchange | Minnetonka, MN CLIENT: CITY OF MINNETONKA PROJECT DURATION: JAN 2010 - JUN 2012 While serving as Minnetonka’s Engineering Director, Lee oversaw the TH 169/ Bren Road interchange project – designed to provide increased interchange capacity to support and enhance job growth in the area. The project also presented an opportunity to improve regional and local multimodal transportation routes, as well as provide enhancements that help improve the quality of life for local residents. The project included the expansion of the sidewalk system connecting local restaurants, coffee shops, and business to a high- density regional business park. The expanded walk and trail system provides needed connections for regional transit bus stops and local trail systems within the business park itself, thereby encouraging recreation and exercise during the business day. Grays Bay Marina | Minnetonka, MN CLIENT: CITY OF MINNETONKA PROJECT DURATION: MAY 2002 - JUN 2003 Lee administered all phases of constructing a new regional public boat launch on the largest lake in the Twin Cities area – Lake Minnetonka. The project was constructed while Lee served as Minnetonka’s Engineering Director and involved coordinating changes on three separate sites on Grays Bay: the closure of a small boat launch in an isolated neighborhood, the acquisition of a large private marina, and the subsequent conversion of the property to regional boat launch. The entire project required gaining approvals from a large lake association task force, city officials, and state, county and watershed district agencies. This extremely complex project took years to get all the affected parties to agree on the purchase and operations of the new boat launch. Jim Stremel, PE SENIOR PROJECT MANAGER Jim has over 18 years of experience in civil engineering, client development, and project management. He encourages collaboration and utilizes team members based on their expertise to produce the ideal product within budget and on schedule for the client. His municipal project knowledge includes all phases of the design and construction process from feasibility reporting, Chapter 429 assessment applications, planning, permitting, design documents, bidding process, and construction administration. PAUL PARK PROJECT DURATION: JUN 2018 - NOV 2019 Jim acted as project manager for both the 2019 City/State-Aid funded street and utility improvement projects totaling over $2.9 million. The project scope encompassed the full reconstruction of deteriorating streets, utilities, and storm sewer including a half mile section along 9thAvenue, which is a critical east-west collector through the City and one of the few crossings at the adjacent railroad corridor. The project area has significant bedrock and significant rock excavation was necessary to install the utilities. Two new utility crossings were also constructed under the railroad crossing utilizing separate casing sections through the bedrock. Planning for the project was conducted under the strict MN Statutes Chapter 429 special assessment process and plans were completed to MnDOT State Aid standards. West Shadow Lake Drive Area Street & Utility Improvements | Lino Lakes, MN CLIENT: CITY OF LINO LAKES PROJECT DURATION: AUG 2017 - NOV 2019 Jim and his team recently completed the construction of a large street and utility improvement project in the City of Lino Lakes totaling more than $6.3 million. The project area spanned two miles and included both rural and urban street improvements, watermain, sanitary sewer, and storm sewer installations. The project area was located in close proximity to Reshanau Lake and included flood control installations and other critical storm water management techniques to treat runoff prior to discharge into the lake. The neighborhood also had no public utilities prior to the new sewer and watermain installations. The extensive changes to the neighborhood within the project area required extensive coordination with the City, residents, and governing agencies. Nic Hentges, PE GEOMETRICS QUALITY MANAGER Nic is a Quality Manager with 17 years of experience. He is involved in both preliminary and final design projects where his responsibilities have included project management, quality management, final design, utility coordination, agency coordination, public involvement, and construction management. Nic’s recent experience includes final design projects in Blaine, Hopkins, Minnetonka, as well as augmenting MnDOT Central Office staff performing plan reviews. TH 22 Victory Drive Memorial | Mapleton to Beauford, MN CLIENT: MNDOT DISTRICT 7 Nic served as Quality Manager for the construction documents. This project consisted of reconstructing 12 miles of TH 22, including one bridge replacement. WSB’s role was to produce the environmental documentation, public involvement, traffic engineering, streetscape design, utility coordination, hydraulic design, and final design plans. TH 371 Four Lane Expansion | Nisswa to Jenkins, MN CLIENT: MATHIOWETZ CONSTRUCTION/ MNDOT DISTRICT 3 Nic served as Quality Manager for all design documents including design calculations. This project consisted of expanding nine miles of Hwy 371 from a two-lane highway to a four-lane highway. The project scope included an interchange, a signal, two roundabouts, two reduce conflict intersections, ADA design, and extensive utility coordination. I-35W Lake Street Project | Minneapolis, MN CLIENT: MNDOT METRO Nic supported the I-35W Lake Street Project team by performing the independent technical review of multiple sections of the construction plan set. The project included multiple interchange reconfigurations, modifications to access points, and many complex bridge structures. The ITR Design review was completed from late December 2016 through January 18, 2017. Lydia Ener, PE PROJECT ENGINEER Lydia has over five years of experience in Municipal Engineering. She has worked on projects in many of the metro cities, as well as private development and school district projects. Her experience includes preparation of proposals, feasibility reports, utility design work, drafting, community engagement, and construction observation. The project included the expansion of a bus parking lot, removal of existing aggregate surface, paving, drainage improvements, and significant subgrade corrections. Heather Nelson, PE STORMWATER QUALITY MANAGER Heather is a Project Manager in the WSB Water Resources Group with 19 years of civil engineering experience. She has managed and designed many types of water resource projects, including modeling, permitting, construction, planning, design, and maintenance programs. SERVICE GROUP: Water Resources REGISTRATION: Professional Engineer MN #45801 EDUCATION: Bachelor of Geological Engineering, University of North Dakota, 2001 Water Resource Management Plan Update | Monticello, MN CLIENT: CITY OF MONTICELLO PROJECT DURATION: MAY 2019 - JAN 2020 Heather was the key engineer involved in updating City of Monticello’s Water Resource Management Plan and City-wide HydroCAD model. The Water Resource Management Plan was updated to include revised maps, updated land use and water resource inventory data, as well as updated goals and policies. The model update was initiated to apply Atlas 14 rainfall intensities. The updated model will assist the City in comprehensive planning. This revision provided information on potential flood prone areas and was the basis for development of a capital improvement plan for the city’s storm sewer system. Silver Lake Water Quality Pond Reconstruction | Columbia Heights, MN CLIENT: CITY OF COLUMBIA HEIGHTS PROJECT DURATION: APR 2019 - NOV 2019 Heather was the design engineer for the reconstruction of a water quality pond adjacent to Silver Lake in Columbia Heights. The pond was reconstrued to include a wet sedimentation basin that feeds to an Iron Enhanced Sand Filtration basin. Water quality benefits provided by this pond are consistent with the TMDL for Silver Lake. This project was funded through grants from Rice Creek Watershed District and PSIG. Construction was completed in 2019. Storm and Sanitary Sewer Rehabilitation Project | Plymouth, MN CLIENT: CITY OF PLYMOUTH PROJECT DURATION: JUL 2018 - NOV 2019 Heather was the Project Engineer responsible for finalizing the design and construction plans for a sewer rehabilitation project to correct a failing storm sewer in the City of Plymouth. The pipe route includes crossing UP Railroad, a regional trail, and Hwy 55 right of way. The project involved slip lining existing pipes, pipe bursting an existing pipe under Hwy 55, and jacking a new 48” storm pipe under Hwy 55. Chuck Rickart, PE, PTOE SENIOR TRAFFIC ENGINEER Chuck is a Principal and Senior Project Manager in WSB’s Transportation Engineering Group. He is a registered Professional Engineer, as well as a registered Professional Traffic Operations Engineer with more than 35 years of experience in traffic and transportation engineering. His exceptional depth of engineering knowledge assures clients they get the right answers to their issues. SERVICE GROUP: Transportation REGISTRATION: Professional Engineer – Minnesota #26082 Professional Traffic Operations Engineer #796 EDUCATION: Bachelor of Science in Transportation Engineering, North Dakota State University, 1983 Chippewa Road and Arrowhead Drive Visioning Study | Medina, MN CLIENT: CITY OF MEDINA PROJECT DURATION: JUL 2019 - NOV 2019 Chuck served as the traffic engineering lead for the Chippewa Rd and Arrowhead Dr Visioning Study. The study was initiated to develop a cohesive plan to guide the transportation needs, right-of-way, public utilities, and other parameters within these corridors, while meeting the needs of the property owners, developers, and other stakeholders. The Chippewa Rd and Arrowhead Dr area was most recently identified in the City’s 2040 Comprehensive Plan in conjunction with the capacity and operations needs for TH 55. The final concept plan and alternatives analysis was based upon input from City Council, City staff, MnDOT staff, comments made at the open house, and the City’s engineering team, representing the City’s vision for this corridor. The scope of work included: preparing traffic forecasts based on existing and anticipated area land use; identifying alternative roadway alignments and intersection control; conducting an existing and future traffic analysis for the area roadways and intersections, and; providing conclusions and recommendations for the future vision of the area. Birch Bluff Road/Pleasant Avenue Traffic Study | Tonka Bay, MN CLIENT: CITY OF TONKA BAY PROJECT DURATION: JUL 2017 - JAN 2018 Chuck was the project manager for the Birch Bluff/Pleasant Ave Traffic Study. Tonka Bay residents along Birch Bluff Rd and Pleasant Ave had raised concerns with the speed, volume of traffic and safety on these roadways. The Tonka Bay City Council requested a Traffic Study to evaluate the existing traffic conditions and recommend possible low impact, low cost improvements for the area. WSB collected updated traffic data and identified and evaluated alternative traffic improvements/measures to improve the safety and operation on the area streets. The scope of work included: documenting that a problem existed such as excessive speeds or crashes; determine the frequency or recurring nature of the problem and that it is not a random or isolated event, and; identifying potential measures that would improve or eliminate the issue. This included intersection controls and/or addressing other conditions at the problem locations. Project Controls - Schedule and Budget Management We understand that staff and Council rely on their engineer to provide not only prompt responses to inquiries, but also accurate and reliable information for developing project budgets. At WSB, we use RT Vision and OneOffice software solutions to track project information. This software allows the analysis of bid information on all of our construction projects. Using this information, we are able to develop accurate estimates, especially regarding complex projects. City of Corcoran February 27, 2020 County of Hennepin State of Minnesota RESOLUTION NO. 2020-15 Page 1 of 2 Motion By: Seconded By: RESOLUTION SUPPORTING INFRASTRUCTURE ACCOUNTABILITY WHEREAS, populations in Minnesota cities, including Corcoran are growing statewide; and WHEREAS, the development and construction associated with that growth are driving the need for road improvements, street oversizing, street redesign, and street reconstruction; and WHEREAS, municipal statutory authority appropriately exists for fees to support added need for parks, sewer, and water; and WHEREAS, this municipal authority does not exist for infrastructure development fees; and WHEREAS, city streets are one of the four major types of infrastructure local government is responsible to provide to protect public safety and health, and city streets represent a separate but integral piece of the network of roads supporting movement of people and goods; and WHEREAS, existing funding mechanisms, such as Municipal State Aid (MSA), property taxes, and special assessments have limited applications, leaving ci ties under-equipped to address growing needs; and WHEREAS, neighborhood streets are constructed according to city standards by developers; and WHEREAS, funding sources for larger streets and intersections to support new developments have historically come from infrastructure development fees; and WHEREAS, the Minnesota Supreme Court found in Harstad v. City of Woodbury that no statutory authority existed for these infrastructure development fees; and WHEREAS, cities should not be forced to make current residents and businesses pay for costs of growth through local taxes but rather by those that are responsible for the growth ; and WHEREAS, cities are finding it difficult to develop adequate funding systems to support needed infrastructure development related to growth while complying with existing state statutes; and WHEREAS, cities need flexible policies and greater resources in order to meet growing demands for street improvements. Gene Kissner is requesting approval of a Preliminary Plat, Final Plat and Variance to subdivide the 3.76-acre St. Jane Chantel parcel owned by Church of St. Thomas the Apostle. The portion north of County Road 50 contains the cemetery and will be retained by the church and Kissners will purchase the portion south of County Road 50. The Planning Commission will hold a public hearing on March 5th and Council is expected to take action on March 26th. 2.Bellwether 4th Final Plat and Final PUD (city file no.20-002). Pulte Homes of Minnesota, LLC (applicant) has submitted a request for approval of a Final Plat and Final PUD plan application for “Bellwether 4th Addition”, a residential development of 74 new single-family homes and one outlot on 45.49 acres of property. The Planning Commission will review the request on March 5th and the Council is expected to act on March 26th. 3.Zoning Map Changes (city file no. 20-003). Minnesota statues require cities to update their zoning map to bring it into compliance with the comprehensive plan within 9 months of adoption. The 2040 Comprehensive Plan was adopted in November and these map amendments will ensure consistency. The Planning Commission will hold a public hearing on March 5th and the Council is expected to act on March 26th. 4.Park Dedication Ordinance Update (city file no. 20-004). The park dedication fees are based on the comprehensive plan. The 2040 Comprehensive Plan was adopted in November and included some changes that require us to reevaluate our park dedication fee formula and make some minor edits to the ordinance. Staff is working to complete this work and is expected to provide an update to the Parks and Trails Commission on March 19th. The Planning Commission is expected to hold a public hearing on April 2nd for Council action on April 23rd. 5.Annual Ordinance Codification (city file no. 20-005). Staff prepares and annual codification to incorporate all of the previous year’s ordinance amendments into the City Code. The new PDF of the Code is expected to be completed and posted online in February. 6.Tessmer Topo/Wetland Waiver (PID 07-119-23-21-0002) (city file no.20-007). The applicant is requesting a waiver of the topography and wetland delineation requirements for this parcel. This parcel will be platted with the property to the west for a small division, but no development is proposed for this parcel. The application is currently incomplete. Agenda Item 11a. MEMORANDUM 2 7. Sawgrass Preliminary Plat, Preliminary PUD Development Plan and Rezoning Extension and Concept Plan(city file no. 20-008). The landowner is requesting another extension to the preliminary plat approval, which was previously granted extensions that expire in February. M/I Homes is proposing to take over the project with a few amendments to the proposed plan. Council is expected to review the request at the February 27th meeting. 8. Corcoran self storage PUD Amendment (city file no. 20-009). The applicant is requesting an amendment to the phasing plan for the project. Staff is currently reviewing the application for completeness, but it appears that the request may be administratively approved. Also, there are several projects that have been approved, but are still not filed and closed out: 1. Corcoran Business Park (City file 06-005). The City Council granted a one-year extension to the final plat approval, which expired on April 12, 2011. Staff has spoken to the applicant and is still working to close out this project. Staff has spoken to the applicant and will schedule a meeting when more information is available on the Loretto sewer project. 2. Hope Ministries Conditional Use Permit for Cemetery and Vacation of Drainage & Utility Easement at 19951 Oswald Farm Road (City file 12-002). Hope Ministries submitted a request for a conditional use permit to allow a cemetery west of the existing church. The application was approved by the City Council on March 22nd and site work had begun. The letter of credit for site improvements has been released, but we are holding the escrow pending completion of the approved landscaping. The applicant has indicated that they are considering a site plan amendment application to modify the approved plans. Staff met again with Pastor Brian Lother in July 2017 to discuss the outstanding issues and future expansion plans on the property. 3. Sawgrass Preliminary Plat, Preliminary PUD Development Plan and Rezoning for Schendel property at 20400 County Road 10 (City file 14-027). The City Council approved the request on December 11, 2014 and granted the applicant 2 years to apply for the final plat and final PUD development plan. Peachtree Partners did not buy the property, but a different developer could still proceed with the approved plan. On December 9, 2016, the applicant submitted a written request to extend the approvals for an additional year. Staff recommended that this request be reviewed by the City Council, but adequate time was not provided to place this on a Council agenda prior to expiration. Staff administratively approved an extension until February 28, 2017 so that this request for extension could be considered at the February 23, 2017 Council meeting. At that meeting, the City Council approved a one year extension. The City Council approved another one year extension at the January 25, 2018 meeting. The applicant was granted another extension at the February 28, 2019 Council meeting. 4. Commercial Door Addition at 7670 Commerce Street (City file 15-010) The City received an application for approval of a building addition, which required a conditional use permit, interim use permit, variance and site plan approval. The project was reviewed at a public hearing at the June 4th Planning Commission meeting and was approved by the City Council on June 25th. The required landscaping will be finalized and constructed after the downtown infrastructure project is completed. The City will release the remaining escrow when the planting is completed. Staff is working with the landowner to complete the outstanding items. 5. 2040 Corcoran Comprehensive Plan (City file 17-001). This year-long process was kicked off with a joint City Council/Commission work session on March 16th followed by three community open houses/events and several commission meetings and Council work sessions. The Parks and Trails Commission reviewed at their March 20th meeting, the Planning Commission held a public hearing on April 5th and on April 26th the City Council approved the 2040 Comprehensive Plan for distribution to adjacent jurisdictions for comment. The adjacent jurisdictions have six months to review and comment and then Corcoran will send to the Metropolitan Council to review for compliance with regional systems. The final draft was approved at the March 14th meeting and submitted to the Metropolitan Council. Staff received an incomplete letter from the Metropolitan Council and met with staff and representatives to resolve the outstanding issues. The Metropolitan Council reviewed and found the plan to be consistent with regional systems on November 13th. The City Council adopted the 2040 Comprehensive Plan on November 25th. MEMORANDUM 3 6. Comlink Midwest Site Plan, CUP, Variance and Rezoning at 23405 CR 10 (City file 19-011). The request is to allow construction of a contractor’s yard in the Rural Commercial (CR) district over 3-5 years. Phase 1 is for the 20,000 square foot Utility Construction building. This item was reviewed at a public hearing at the July 9th Planning Commission and Council approved on July 25th meeting. The approval included changes to the building architecture were approved by the Council at the August 22nd meeting. 7. Bellwether 3rd Addition Final Plat and Easement Vacation (City File 19-017). This final plat is for 29 lots north of the new Stieg Road. The PUD final plat for this area we approved as part of city file 19-002, but this plat approval was deferred until the Stieg Road alignment is completed. The application was approved by the City Council September 26th. 8. Wessel Property Transportation Plan for 22020 Hackamore Road (PID 35-119-23-43-0001, 35- 119-23-44-0001, 35-119-23-11-0001 and 35-119-23-12-0002) (City File 19-018). The applicant has requested Council review of the transportation plan for this site as the 2040 Comprehensive Plan shows a collector street through the site. This item was reviewed by Council at the August 22nd meeting. 9. Wessel Property PUD Sketch Plan and EAW for 22020 Hackamore Road (PID 35-119-23-43-0001, 35-119-23-44-0001, 35-119-23-11-0001 and 35-119-23-12-0002) (City File 19-018). The sketch plan was reviewed by the Council on September 26th and staff was directed to begin the Environmental Assessment Worksheet. The EAW was acted on by the Council in January 2020. 10. Savoie Minor Subdivision at 21801 Homestead Trail (City file 19-021). This two-lot subdivision is was approved by the Council on October 24th. The council had previously approved this subdivision, but the applicant let it expire and an extension was approved. 11. *Wessel Property EAW for 22020 Hackamore Road (PID 35-119-23-43-0001, 35-119-23-44-0001, 35-119-23-11-0001 and 35-119-23-12-0002) (City File 19-018). The EAW was published in the December 2nd EQB Monitor, which started the 30-day public comment period. Although not required by EQB environmental rules, the City hosted an EAW open house on December 5th. The Council acted on a notice of decision finding No Need for EIS at the January 23rd Council meeting. 12. *Ravinia 14th Final Plat and Final PUD (City file 19-022). Lennar submitted a request for approval of a final plat and final PUD development plan for “Ravinia 14th Addition” to allow 33 single-family detached home lots and four outlots. The item was postponed from the December 5th Planning Commission review to January 2nd due to lack of quorum. The Planning Commission recommended approval on January 2nd and Council approved the item on January 23rd. 13. *Sketch Plan for “Nelson International” at 10409 County Road 101 (city file 19-023). The applicant submitted a sketch plan for an approximately 33,000-sq. ft. truck sales/repair operation. The Council reviewed this item on January 23rd.
