HomeMy WebLinkAbout2019-11-21 Parks and Trails MinutesCITY OF CORCORAN Corcoran Parks and Trails Meeting Minutes November 21, 2019 - 7:00 pm The Corcoran Parks and Trails Commission met on November 21, 2019, at City Hal l in Corcoran, MN. Present were Commissioners —Anderson, Christenson, Dugan, Meister, Nybo, and Strehler. Also present were Councilmember Keefe, City Administrator Martens, and Recreation Coordinator Christensen Buck. 1. Call to Order/ Roll Call Chairperson Anderson called the meeting to order at 7:00 pm. 2. Pledge of Allegiance Chairperson Anderson invited all in attendance to rise and join in the Pledge of Allegiance. 3. Agenda Approval Motion: Made by Christenson, seconded by Meister, to approve the agenda as presented. Voting Aye: Anderson, Christenson, Dugan, Meister, Nybo, and Strehler. New Business a. 2019 Wrap -Up & 2020 Workplan Recreation Coordinator Christensen Buck gave an overview of the meeting that took place in October between staff and Chairperson Anderson regarding 2020 priorities. City Administrator Martens updated the Commission on the financial contribution for the boardwalk at the open space park in Bellwether and the projected timeline on the project. City Administrator Martens also informed the Commission of an upcoming development west of County Road 116 and Hackamore. Commissioner Meister requested more information regarding the trail feasibility study that was discussed at the November 20, 2018 Parks and Trails Commission meeting. City Administrator Martens informed the Commission that he would gather more information about it. b. Rules of Decorum City Administrator Martens informed the Commission of the updated rules of decorum that were adopted by City Council at the September 26, 2019 Council Meeting c. December Meeting Update Recreation Coordinator Christensen Buck reminded the Commission that the December 19, 2019 meeting had been cancelled and the second Council will take its place instead. Chairperson Anderson requested the date for the Three Rivers Park District Commissioner presentation. City Administrator Martens informed the Commission that he believed it was December 19, 2019 but would confirm and inform the Commission. 9. Reports/Information a. Active Planning Applications — Informational only City Administrator Martens provided a brief overview of the potential Wessel property development located west of County Road 116 and Hackamore with a proposed 551 homes. City Administrator Martens informed the Commission of the closed meeting taking place on November 25, 2019 regarding the sale of City property for the St. Therese campus. CITY OF CORCORAN b. Recreation Coordinator Update Recreation Coordinator Christensen Buck updated the Commission on items that she has been working on such as wrapping up fall baseball, Night to Unite, preparing 2020 youth athletic registrations, and submitting a grant application to the Hennepin County Youth Sports Grant board. Chairperson Anderson requested more information on park shelter, field, and community room reservation numbers. Recreation Coordinator Christensen Buck provided estimates on the number of reservations and ways to increase those numbers in 2020. 10. Subcommittee & Miscellaneous Reports a. City Council Report — Councilmember Keefe Councilmember Keefe provided updates on the Wessel property, the liquor ordinance, the water supply plan, low cost paving options, and Town Square Park. Councilmember Keefe informed the Commission that the November Parks and Trails meeting would be the final meeting he would attend. Commissioner Nybo requested more information regarding future fire services. City Administrator Martens updated the Commission on the Fire Service Subcommittee that Councilmember Bottema and Councilmember Dejewski are a part of and stated that there would be a presentation at the December 12, 2019 City Council meeting. City Administrator Martens informed the Commission of a potential 2020 or 2021 City campus planning effort. Chairperson Anderson updated the Commission of the Eagle Scout project that took place at the future open space park near Ole Sturbridge Road. Chairperson Anderson informed them that they removed buckthorn, a washer, and painted the stems of the buckthorn that were removed. Commissioners discussed another Eagle Scout project that will take place consisting of a bench installation on City Hall property. Commissioner Nybo requested an update on a potential map with all the parks and trails shown. b. Garden Club Report — None c. Park Dedication Fund City Administrator Martens informed the Commission that if the Wessel/Lennar proposed development goes through there would be an increase in funds to the Park Dedication Funds. d. Commissioner Vacancy Update Recreation Coordinator Christensen Buck updated the Commission that there was an individual that applied for the vacant Parks and Trails Commissioner position. City Administrator Martens informed the Commission that Mayor Thomas and Chairperson Anderson would be meeting her within the following couple of weeks. 11. Other Business/Announcements - None 12.
