Corcoran Planning Commission Minutes
September 5, 2019 - 7:00 pm
The Corcoran Planning Commission met on September 5, 2019 at City Hall in Corcoran, Minnesota.
Present were: Commissioner Wu, Commissioner Shoulak and Commissioner Vehrenkamp. Absent: Chair
Jacobs and Vice -chair Dickman.
Also present were: Planner Lindahl, Code Compliance Official Pritchard, and Council Liaison Schultz.
1. Call to Order / Roll Call
Commissioner Shoulak called the meeting to order at 7:00pm.
2. Acting Chair Election
Motion made by Wu seconded by Vehrenkamp to nominate Commissioner Shoulak as Acting Chair for
the September 5, 2019 meeting.
Voting Aye: Wu, Shoulak, and Vehrenkamp. (Motion carried 3:0)
3. Pledge of Allegiance
4. Agenda Approval
Motion made by Wu seconded by Vehrenkamp to approve the agenda as amended to include the Acting
Chair Election.
Voting Aye: Wu, Shoulak, and Vehrenkamp. (Motion carried 3:0)
5. Open Forum — None
6. Minutes
a. Minutes — August 1, 2019
Motion made by Wu seconded by Vehrenkamp to approve the minutes as presented.
Voting Aye: Wu, Shoulak, and Vehrenkamp. (Motion carried 3:0)
7. New Business
a. Public Hearing. Preliminary Plat for Rolling Hills Acres at 6730 Rolling Hills Road (PID 33 -119-
23 -22 -0001) (city file 19 -004)
i. Staff Report — Planner Lindahl presented her staff report.
ii. Open Public Hearing — Chair Shoulak opened the public hearing.
Paul Otto, Applicant representative, introduced himself and stated that wetland impact review
was in process, the septic would be ok with minor adjustments, and the missing wetland would
be added to the final plat/plans. Mr. Otto also asked that if the proposed trail was for a horse
trail, if it could be located in the wetland buffer setback area.
iii. Close Hearing
Motion made by Wu seconded by Vehrenkamp to close the public hearing.
Voting Aye: Wu, Shoulak, and Vehrenkamp. (Motion carried 3:0)
iv. Commission Discussion & Recommendation — Staff clarified the proposed trail is a paved off -
road trail and that it must avoid the wetland buffer and floodplain.
The Commission discussed the driveways and wetland impacts.
Staff clarified park dedication requirements.
Motion made by Wu seconded by Vehrenkamp to recommend approval of the resolution as
presented.
Voting Aye: Wu, Shoulak, and Vehrenkamp. (Motion carried 3:0)
