Corcoran Parks and Trails Meeting Minutes
June 20, 2019 - 7:00 pm
The Corcoran Parks and Trails Commission met on June 20, 2019, at City Hall in Corcoran, MN.
Present were Commissioners — Anderson, Christenson, Nybo, Regan, and Strehler.
Also present were City Administrator Martens, Councilmember Keefe, and Recreation Coordinator
Christensen Buck.
Absent were Commissioner Dugan and Commissioner Meister.
1. Call to Order / Roll Call
Chairperson Anderson called the meeting to order at 7:00 pm.
2. Pledge of Allegiance
Chairperson Anderson invited all in attendance to rise and join in the Pledge of Allegiance.
3. Agenda Approval
City Administrator Martens and Chairperson Anderson discussed adding a conversation about a
potential rain garden project following item 10b.
Motion: Made by Nybo, seconded by Christenson, to approve the agenda with the addition of the
rain garden discussion.
Voting Aye: Anderson, Christenson, Nybo, Regan, and Strehler.
(Motion carried 5:0)
4. Minutes
a. Minutes — May 16, 2019 Meeting
Chairperson Anderson requested adjustments to the wording on item 8 and item 10b.
Motion: Made by Christenson, seconded by Nybo, to approve the minutes with the adjustments to
item 8 and item 10b.
Voting Aye: Anderson, Christenson, Nybo, Regan, and Strehler.
(Motion carried 5:0)
b. Minutes — May 16, 2019 Work Session Meeting
Motion: Made by Christenson, seconded by Nybo, to approve the work session minutes as
presented.
Voting Aye: Anderson, Christenson, Nybo, Regan, and Strehler.

7. Unfinished Business
a. Park Planning
Recreation Coordinator Christensen Buck provided an update on the park planning process
following the adjustments made by Wenck. Commissioners discussed the archery range, ponds,
and creeks shown on the plans. City Administrator Martens updated the Commissioners on the next
steps which included getting a grading plan and budget back from Wenck that would go to City
Council. City Administrator Martens and Commissioners discussed funding for the park partially
coming from the Park Dedication Fund and potentially a Twins Grant.
8. New Business
a. Boardwalk Design Review
Recreation Coordinator Christensen Buck and City Administrator Martens provided an overview of
previous boardwalk design discussions that had occurred. City Administrator Martens provided the
most recent specifications for the boardwalk including elevations. Commissioners discussed their
desire for using composite materials and having a railing along the side of the boardwalk.

b. 2020 Budget and Fee Schedule
Recreation Coordinator Christensen Buck provided an overview of future fees for soccer, baseball,
and park rental fees for 2020.
c. Ravinia Proposed Scenic Overlook
Recreation Coordinator Christensen Buck provided an overview of the scenic overlook proposed by
Lennar which included a bench with a dedicated plaque. Commissioners agreed to the placement
and style of bench, but not the plaque.
9. Reports /Information
a. Active Planning Applications — Informational only
Commissioners wanted more information on item 7 of the active projects regarding the Tabor
Initiation of Expiration of Agricultural Preserve at 19450 Gleason Road. City Administrator Martens
updated the Commission on this process and informed them it would be going to the June 27 City
Council meeting.
b. Recreation Coordinator Update
Recreation Coordinator Christensen Buck provided an updated to the Commission on items that
she has been working on such as finishing up the baseball season, Night to Unite meetings,
registration software training, and preparing for the soccer season.
10. Subcommittee & Miscellaneous Reports
a. City Council Report — Councilmember Keefe
Councilmember Keefe provided an update from the most recent City Council meetings including
items such as low -cost paving options, Commissioner and employee recognitions, and dust control.
Commissioners requested additional information on the self -tour of residential developments. City
Administrator Martens provided an overview of the process City Council is taking to determine the
right distance for setbacks, lot sizes, and garage coverage.
b. Garden Club Report
Chairperson Anderson updated the Commission on the most recent Garden Club events such as
grooming the Memorial Garden and the Bioblitz event. Chairperson Anderson informed the
Commission on the conversation he had with the Public Works Director and Superintendent
regarding future mowing in wetland areas.
c. Rain Garden Discussion
Chairperson Anderson provided the Commission with an overview of a potential rain garden in the
memorial garden to help with some of the water build up. City Administrator Martens updated the
Commission on the most recent conversations including the desire to get the project on the CIP for
the Watershed to help cover some of the costs.
d. Park Dedication Fund
City Administrator Martens gave an update on the interest allocation.

Commissioners discussed cancelling the July Parks and Trails Commission meeting. City
Administrator Martens told the Commission that he will look at upcoming agenda items, consult with
Chairperson Anderson, and determine if a July Parks and Trails Commission meeting is necessary.
13. Adjournment
Motion: Made by Nybo, seconded by Strehler, to adjourn the meeting at 8:31 pm.
