A D O P T E D M A R C H 8 , 2 0 1 8 VALUES STATEMENT A D O P T E D J A N U A R Y 2 4 , 2 0 1 9 ACTION STEPS The City of Corcoran has identified the following action steps for 2019: Develop a master plan, finance plan, and select amenities for City Park. Develop a needs assessment, action plan, and finance plan for fire service. Complete the update to the southeast district and town center plan; complete a stormwater management plan for the town center. Decide on request for contribution to the Dayton Parkway Interchange project. Develop a low cost option to pave gravel roads; establish criteria to select roads for paving; push legislative priorities which includes street funding options. Identify all existing easements/right-of-way the City has obtained for trails, etc. Complete a feasibility study for trails along selected County Roads. Identify preferred snowmobile routes. Evaluate staffing and space needs for public safety. Evaluate the need for a City Planner. Complete studies needed for water system options. Investigate options to reduce the use of salt/chloride; apply for funding to complete an additional sub watershed assessment. Provide an update on the existing crime/drug action plan; create a new plan for next steps. Execute code enforcement plan. Consider updates to the Open Space and Preservation ordinance and other ordinances to establish incentives for protecting/preserving the natural environment through development. Present were Mayor Thomas, Councilor Bottema, Councilor Keefe, and Councilor Schultz. Excused was Councilor Dejewski. Also present were City Administrator Martens, City Planner Lindahl, Administrative Services Director Beise, Public Works Director Mattson, and Director of Public Safety Gottschalk. 1.Call to Order / Roll Call Mayor Thomas called the meeting to order at 7:00 pm. 2.Pledge of Allegiance Mayor Thomas invited all in attendance to rise and join in the Pledge of Allegiance. 3.Agenda Approval MOTION: made by Bottema, seconded by Schultz to approve the agenda as presented. Voting Aye: Thomas, Bottema, Keefe, and Schultz (Motion carried 4:0) 4.Commission Representatives Mayor Thomas noted Planning Commissioner Meredith Wu and Trails Commission Commissioner John Dugan were in attendance and invited them to speak on items related to Commissions. 5.Open Forum Mayor Thomas invited residents to speak. MOTION: made by Schultz, seconded by Keefe to approve the consent agenda consisting of Items 7a., 7b., 7c., 7d., 7e., and 7f. Voting Aye: Thomas, Bottema, Keefe, and Schultz (Motion carried 4:0) Council noted the developments rights program has been a continued point of discussion and has been reviewed and worked on by Councilmembers for the last three years, and Item 7d., is the culmination of this work. Regarding Item 7g., Council requested more clarity of the bench and plaque request and questioned why the bench plaque was brought to Council. City Administrator Martens responded the Parks and Trails Commission reviewed the bench and plaque request and staff also made a recommendation, to adopt an approval process for bench naming, or any item Agenda Item 7a. 2 that is placed in parks and along trails in Corcoran. Council reviewed the bench plaque request and if a policy is needed, or if approval of this request and future benches and plaque naming should be a case by case basis. Council discussed if the bench plaque could include “In Memory” rather than naming the public geographic area on the plaque where the bench is to be located. City Administrator Martens clarified the difference between the Memorial Garden behind City Hall and memorial plaques appearing on objects throughout the City. City Administrator Martens reflected how the request may impact the Parks and Trails system and future bench and plaque donations. Council requested the background information on the current bench request with the plaque wording of Larson Scenic Overlook. Public Works Director Kevin Mattson explained the bench request was brought to Council for review because the bench/memorial component was a commitment made by the builder to the seller of the purchased property and was never presented to the City. City Administrator Martens further clarified the Parks and Trails discussion regarding the bench request and explained Lennar Corporation decided where a bench should go on a City park trail system on their own, paved a bump out for the bench and made decisions without the City’s knowledge or approval. City Administrator Martens also clarified the Parks and Trails Commission did not decline the request for the donated bench and plaque but rather questioned if there should be a policy for future donations and how plaques are worded. MOTION: made by Bottema, seconded by Keefe to approve trail bench with plaque request with wording Larson Scenic Overlook on the plaque. Council discussed plaque naming. Voting Aye: Thomas, Bottema, Keefe, and Schultz (Motion carried 4:0) 8. Planning Business a. PUD Amendment to Modify the Phasing Plan for E+R Investments, LLC* (City File 19-010) City Planner Lindahl presented the requested change in the phase planning regarding the self- storage buildings located in the industrial portion in the northeast portion of the Bass Lake Crossing South. The construction of the office structure in Phase 1 was a factor considered by the Planning Commission and Council in granting flexibility for architecture to allow for the interior buildings to have metal faces, as the office building in the center of the development would be built first to screen the interior buildings. The applicant would like to amend the phasing plan and now build the western two buildings as Phase 1 to immediately identify the self-storage for residents moving into Bass Lake Crossing South and complete landscaping between Phase 1 area and Bass Lake Crossing South homes. The applicant is requesting to amend the phasing plan to allow for the self- storage facility to be constructed in four phases with a temporary change to building one on the northern side to include a temporary office space. Staff has included a condition to provide details for elevations of that structure, and as a temporary office space the applicant will install a door and windows. Construction of the second access point onto County Road 10 will be delayed until a later phase, and access to the self-storage facility will be from Fir Lane Road on the north only. Phase 1 will also include a fence for the self-storage. The amended phasing plan will provide a more immediate buffer for the Bass Lake Crossing South residents from self-storage buildings and Lions Park. Council asked if there is a timetable for the new phasing plan amendment. City Planner Lindahl indicated applicant has approval to build over the next 4 years through 2022. Greg Hayes, Ebert Construction, spoke on behalf of E+R Investments. Council asked applicant if there is a phasing plan timetable available and if phasing plan is switched, how will this affect the project progress. Mr. Hayes, outlined the modification of phasing plan, noting Phase 1 will begin this year to advance the construction of a complete buffer edge along the residential side. Mr. Hayes outlined the additional architecture on the temporary office noting the end of the building looks nicer as well and reiterated the original phasing plan only allowed for buffering on County Road 10. Mr. Hayes 3 also addressed the water that was puddling on the site that isn’t developed right away and explained there is a grading plan in place with Rachel Developments to make the water flow to an existing stormwater pond. Council asked about housing market demand and applicant indicated market demand is increasing which is why applicant has requested the phasing plan amendments discussed. Council asked about amending the current PUD with landscaping changes requested today. City Planner Lindahl indicated yes, a PUD amendment could be completed, and that this phasing request qualifies as a minor change, and only needs to be approved by Council. MOTION: made by Schultz, seconded by Keefe to adopt Resolution 2019-49 approving PUD amendment to modify the phasing plan for E+R Investments, LLC, for Corcoran self-storage. Voting Aye: Thomas, Bottema, Keefe, and Schultz (Motion carried 4:0) 9. Unfinished Business No unfinished business was presented. 10. New Business a. 2020 Budget Assumptions and Timeline City Administrator Martens reviewed the 2020 general budget assumptions and timelines. City Administrator Martens discussed a full-time City Planner position. Council discussion began with a proposed City Planner position encompassing general planning duties. City Administrator Martens indicated this position would be an entry level planner position and would reduce billable hours for contract planning within the General Fund, complete billable hours for development review, and increase customer service. Council discussed and would like to understand what the City Planner hours would encompass and how a City Planner position would be a savings and benefit to the City. Council provided direction for staff move toward or away from the current budget assumptions and timelines for 2020. City Administrator Martens discussed the restructuring of the Code Compliance position. City Administrator Martens explained the position would no longer support any planning tasks, would transition to a Public Works support function and position would continue to oversee the building permit process. Council discussed the recent initiative by Council regarding code violations, and how this position restructuring would tie into that initiative. City Administrator Martens indicated contracted part-time code compliance would remain in place for the 2020 budget. City Administrator Martens discussed transitioning the part-time Recreation Coordinator position into a full-time position. Currently the position is 28 hours per week. City Administrator Martens explained with the increased recreation programming duties, special event duties, additional assistance for Parks and Trails Commission and park planning assistance, policy and procedure development with Parks and Trails, the position needs additional hours to complete the position tasks. Council inquired about soccer and baseball moving back into club or an athletic association, if the City would still need a full-time position. City Administrator Martens answered the City would no longer have any funds to support the Recreation Coordinator position and would not advocate for the City to move in that direction. City Administrator Martens continued with review of the 2020 budget assumptions and a part-time 20-hour a-week Community Service Officer. Director of Public Safety Matt Gottschalk explained the difference between Community Service Officers and Reserve Officers and the tasks the position would complete. Council asked if this position is a union position and Director of Public Safety Matt Gottschalk answered it is not a union position. Council also inquired about the cost of the positions and how it implicates future tax base revenue. Council referenced keeping our numbers below the tax base but coinciding new positions with how the City grows. Council referenced needing to be well educated with fact-based statistics on the subject so Council can explain the need to the community. City Administrator Martens reviewed the increasing part-time hours for the Police Technician position. Council and staff discussed a question regarding 4 an IT position at the City and when that may be necessary. City Administrator Martens moved into the next section of budget assumptions for the 2020 budget year regarding compensation assumptions including the continuation of contract code enforcement, adjustment to wage schedule at 3%, assume 10% increase to insurance costs with 70% of increase paid by employer. City Administrator Martens outlined additional assumptions including a reduction in contract planning hours due to the proposed City Planner position, maintaining overall 2019 engineering assumptions regarding expenditures, projecting 10% increase in contract fire services, and increases in public works activities due to increased product costs. City Administrator Martens reviewed the assumed increases in streetlight electricity costs due to new development and new stormwater project fund. Police Department assumptions include incremental increases in various line items. Council asked staff to review streetlight costs and how including streetlight costs in water bills would impact the budget. Council discussed eliminating dust control and implications to budget, environment, and community. City Administrator Martens reviewed Parks and Recreation assumptions to continue t- ball/baseball and youth soccer programming and initiating new programs such as adopt-a-spot, bean bag league, and new fee assumptions. City Administrator Martens reviewed City Council and Administration assumptions including incremental changes to specific fees and potential larger changes to water and sewer, building permit revenue assumptions of 75 new home permits, transfers of CIP transfer to increase by $50,000, new transfer to begin paying back water fund for City Hall remodel, and begin a small transfer to a stormwater fund, reviewed other initiatives such as potential for creating a fund to begin paving gravel roads, reduction in billed costs for dust control, and other Council initiatives. City Administrator Martens reviewed the draft 2020 budget timeline. City Administrator Martens reviewed the financial impact regarding the 2020 budget with a goal to continue reduction of overall tax rate. City Administrator Martens asked Council to provide staff direction on proposed adjustments prior to completing the first draft of the 2020 budget. Council discussed moving dust control costs into a fund for paving roads, utilizing MSA funds, and over the course of some years, using funds and bonds to begin paving gravel roads in Corcoran. 11. Staff Reports a. Active Corcoran Planning Applications* Report received and reviewed. 12. 2019 Council Schedule City Administrator Martens reviewed the Council schedule. Council asked City Administrator Martens for a brief update of where the comprehensive plan is at in terms of an approval from the Met Council. City Administrator Martens gave a brief update of the June 5 comprehensive plan meeting with the Met Council. At the meeting, sewer and housing questions were discussed but no resolution was finalized regarding the comprehensive plan. Recently the City received an email to schedule a meeting mid-July to try to finalize the Corcoran 2040 Comprehensive Plan. Council discussed Met Council Land Use Committee and how the state legislation has changed in the last year regarding the approval process for plans. 13. Background The Bellwether development is moving forward with construction , thus triggering a need for improvements on Stieg Road. The area was replatted as the 2nd Addition of the Bellwether development. This plat included a realignment of Stieg Road. Stieg Road is considered a Municipal State Aid Street on Corcoran’s Minnesota State Aid Street Map. The plans will be authorized by State Aid prior to opening bids. This project is one of two separate projects related to Stieg Road. The development in this area has triggered turn lane improvements at the intersection of Stieg Road and County Road 101. The turn lanes will be completed under a separate project , and separate Council action will be taken at a later date for the turn lane project. Improvements Improvements include realigning Stieg Road, installing curb and gutter and paving, and construction of a trail along Stieg Road. Cost, Funding and Schedule The project is developer funded and estimated at approximately $1,050,000 (Table 1). Adequate escrow remains to complete the bidding. Prior to award, the developer will contribute cash escrow to cover all project costs including construction, engineering, administration, utilities, easements, etc. A cost summary is included as an attachment. July •July 11th – Council Accepts Plans and Authorize to Bid August •August 13th – Bid Open •August 22nd – Council approval (contract can be awarded contingent upon receipt of cash escrow) Substantial completion is targeted for November 1st, which coincides with the developers input on schedule. Council Meeting: July 11, 2019 Prepared By: Kevin Mattson Topic: Water Supply Planning Report – Test Well Approval Action Required: Approval Summary: On January 24th, the Council directed staff to move forward with a feasibility study related to water supply planning in NE Corcoran aligning with one of Council’s 2019 Actions Steps. The planning, staffing, financing, and construction of a water supply is multi-year effort. Wenck Associates presented a technical summary on August 9, 2018 related to groundwater availability and the preliminary results were positive. Staff developed a work plan in January 2019. The water supply in the northeast is of interest since the current water agreement with Maple Grove is limited to the Bellwether development. Attached is a report containing additional information related to the water supply feasibility study. Along with the report, staff is requesting that Council consider approval of a test well. The test well provides the next step in the implementation process and would likely function as the initial water supply source. The authorization of the test well includes: • Begin land owner discussions and site acquisition process • Update DNR W ater Supply Plan • Preliminary Well Head Protection Plan • Test Well Plans and Specifications • Test Well Quotes • Test Well Installation (requires further Council action) Additionally, the results of the test well will provide important design and cost data such as the confirmation of source availability, potential system capacities, and completion of water quality analysis to understand treatment requirements. Initial technical study began in late summer of 2018 and resulted in Council interest in moving forward in 2019 (an outcome of the January goal setting effort). A recent amendment to the water contract with Maple Grove has triggered a need for Corcoran to begin planning its own municipal supply system. The Trunk Water System and Sewer Staging Plan are given in Attachment A. The NE Quadrant (study area) also follows the sewer staging plan, with the addition of parcels west of CR 116 at the CR 30 intersection. 1.0 Background Information The prior memos had summarized that Corcoran is well positioned to obtain groundwater supply with key findings including: • The Franconia-Ironton-Galesville (FIG) aquifer, more recently being referred to as the Tunnel City-Wonewoc is readily available “beneath” Corcoran. Figure 1 shows an overlying Jordan aquifer present, but well logs show it has a low capacity and the FIG is more reliable/probable source. Since the map is two dimensional of a 3D system it is important to recognize the Jordan is typically thin or eroded and not as productive as the FIG. • Adjacent City wells and geological information show that an expected well yield for a fully-penetrating FIG well with at least 14-inch diameter should be on the order of 400 gpm (0.6 MGD) to 800 gpm (1.15 MGD). A summary of adjacent city wells show: o Dayton 2 FIG wells o Rogers 6 FIG wells o Greenfield 1 FIG well o Loretto 1 FIG well o Medina 1 FIG, 2 Jordan, 1 Mount Simon, and 4 sand & gravel wells o Maple Grove 10 sand & gravel wells • Dayton recently opened a bid for a 3rd FIG well and that information was utilized in cost estimating for Corcoran. Page 2 of 5 • Within Corcoran, there are five private wells that have been completed in the FIG with high enough water usage rates to require an MDNR water appropriation permit: two water supply wells (Maple Hill Estates), two golf course irrigation wells (Pheasant Run and Shamrock), and one agricultural irrigation (20520 Meister Rd). 1.1 Regulatory Process This information was presented in prior memo, but is summarized for a consideration of timeline as the project moves into latter part of 2019. The lead agency is the DNR, with additional review/approval agencies being the MDH and Met Council. The DNR issues a water appropriation permit for groundwater equal to or a total of 1 million gallons per year. Corcoran would first obtain preliminary DNR approval prior to constructing the test well and the process is as follows: • Preliminary DNR review of location, aquifer, annual expected volumes, etc. • Approval granted by DNR • Pump test specifications identified by DNR • Test well installed • Review by DNR (and MDH), then • Municipal Well Construction Corcoran would need to update its Water Supply Plan as a task in this process. MDH The Minnesota Department of Health is a review agency, and reviews the well construction plans for potential contamination sources, well materials, setbacks, etc. The City will be enrolled in the Wellhead Protection Plan program which identifies the “capture zone” for the municipal supply and the WHPA has associated regulatory land use controls if the aquifer is sensitive to surface waters. The process begins at the DNR review stage with a preliminary MDH wellhead protection area review. A figure of adjacent well head protection areas are shown on Figure 2. No conflicts exist, and for clarity there are hatched areas identified as Priority Area A and B on Figure 2 that are a result of Corcoran being in a surface water watershed that are sources for Minneapolis and St. Paul. Since Corcoran drains to the Mississippi River, it is included in the area. 2.0 System Demand and Schematic Demand and system sizing are a mix of observed data, literature or typical values, and fire flow requirements. These “per acre” demands were multiplied by “buildable acres” in the study area bordered by CR 30, CR 116, CR 101 and CR 117 (NE Quadrant or study area). See Figure 3 for Land Use in the study area. The demand analysis used three reference points of data for analysis. Table 1 shows the buildable acres in the NE Quadrant, and these areas assume that the water system would be operational after Bellwether is fully built out. Page 3 of 5 2.1 Master Water Supply Plan The 2040 Master Water Supply Plan was modeled using Maple Grove demands which include: Low Density Residential 500 GPD/Acre Mixed use 800 GPD/Acre Business Park 1,500 GPD/Acre Light Industrial 1,500 GPD/Acre Commercial 1,500 GPD/Acre Peaking factor of 2.0 2.2 Trunk Sewer/Collection System The 2040 Master Sewer Plan is based on typical metro wastewater generation with values on a per acre basis of: Low Density Residential 685 GPD/Acre Mixed use 800 GPD/Acre Business Park 800 GPD/Acre Light Industrial 800 GPD/Acre Commercial 800 GPD/Acre Peaking factor of 3.0. 2.3 Ravinia Water Use Ravinia water use for a residential unit was about 170 GPD average in the first few phases. Therefore, to check local data for a comparison to the residential value above; Low Density Residential – Ravinia 425 GPD/Acre (at 2.5 units an acre) 2.4 Fire Flow A fire flow of 3,000 gpm for 3 hours is used, which is a storage requirement (540,000 gallons) and is the dominant factor in the water tower size for start up systems. Demand Conclusions In summary there is some variance in the input values to use in system planning, however as the analysis is completed in Table 1, the results converge to allow reasonable selection in the system’s facility sizes and production. Table 1 (attached) shows that using the available buildable acres the demand (which is converted to GPM) are summarized below: Average Use Peak Use Peak Factor Bellwether (Ravinia 170 GPD) 50 GPM 250 GPM 5.0 = Small system Master Water Supply 333 GPM 666 GPM 2.0 = Larger system Wastewater Generation 257 GPM 770 GPM 3.0 = Typical value Page 4 of 5 As noted previously, the demand values show that on Day 1 (Bellwether only) a 250 GPM would be minimum and at buildout of the NE Quadrant a system between 650 GPM and 770 GPM is justified. Water systems are designed for redundancy for maintenance, therefore a 500 GPM system needs two, 500 GPM filters for an overall capacity of 1,000 GPM. A design schematic for a system is shown in Figure 3. 3.0 Potential Locations The system components are a supply well, treatment and storage (tower or underground tank). It is standard practice to separate some components (for example the tower from the treatment) in case of unforeseen conditions. The initial water supply well can be located adjacent to the treatment plant to lower the cost of piping. Tower A tower is constructed on the “high ground” of a service area, for less vertical construction cost and ensuring all areas are serviced from that tower. There are many situations where a tower is too low and boosters are needed for low pressure neighborhoods however the NE Quadrant can be serviced by one tower location. Well As discussed previously a FIG well is feasible within the NE Quadrant. A test well is needed to determine the depth, aquifer water quality, production and estimated final well cost. It can be assumed at this point that the well is viable at various locations within the NE Quadrant and a few locations are shown on Figure 4. Treatment Treatment is located near the well(s) to lower the cost of raw water piping and the FIG horizontal separation is reasonable (i.e. a thousand feet to avoid influence). Corcoran has an advantage at this point of development to somewhat select a location for treatment, which would allow for test well drilling to locate the treatment facility. Facility search locations are shown on Figure 4. 4.0 Cost Analysis A cost estimate is provided in Table 2 with line item cost for each component and at this point recognize that different phasing or buildout scenarios are plausible. At a minimum Phase 1 would consist of: • Land and Tower—650,000 gallons • One supply well (Maple Grove is backup) and raw water piping • Land and treatment building, chemical rooms, controls and piping o Initial filter sizes can be flexible • Sewer connection for backwash disposal A future phase would add another well and filter and associated piping retrofits. Page 5 of 5 4.1 Cost Estimating and Phasing Corcoran is in a position of being limited with additional development beyond Bellwether through a contract amendment with Maple Grove. Therefore, the timing is important and yet a market downturn is an economic risk. The buildable acres in Table 1 shows 395 remaining acres for development with 272 in the mixed use/business park/industrial commercial category. Timing is an important consideration to capture area charges to pay the capital costs. A more detailed financial plan and additional engineering options of phasing may be the preferred Council approach. For the next step Council could consider options in a more in depth financial analysis such as: • Build the ultimate system • Two phase system as shown (80% now, 20% as demand requires) • Three phase system (50% now, 25% Phase 2 and 25% Phase 3) Maple Grove coordination will be a component of any selection since the connection to Maple Grove will serve as a backup supply, or possibly a supplemental supply to a multiple phased system. 5.0 Summary of Findings for NE Water Supply Interim Report A summary of the above findings includes: • Corcoran is currently contractually limited for additional development in NE Quadrant through its agreement with Maple Grove. • It is appropriate timing for Corcoran to investigate and locate facilities (tower, well and treatment) before more development occurs. • Some startup costs are fixed (land, tower, treatment building) and some are flexible (number of wells, distance to treatment plant, number of filters and capacities). • Facility search locations were identified by high ground (tower), centrally located (treatment) and available land (wells). o Centrally located facilities are preferred instead of being near a municipal boundary (like CR 101) since the boundary restricts well expansions and could eventually have groundwater interference conflicts. Council Meeting: July 11, 2019 Prepared By: Brad Martens Topic: Compost Site Options Action Required: Direction Summary: The adopted 2019 action steps include reviewing compost site options for the City. Staff has discussed the issue internally and offers the following options for consideration: • Enter into a contract with the Maple Grove Yardwaste Site o Eight cities contract with the Maple Grove Yardwaste Site which then allows their residents to use the site without a fee (the City essentially picks up the bill). The City of Dayton’s cost for 2019 is anticipated to be $25,000 which would likely be similar for Corcoran. o The City of Rogers offers an annual permit to purchase for $25 which then allows those individuals to use the site for no additional costs. This does not cover the entire costs for those users, however it does provide some revenue to the City to offset those costs. • Establish a City compost site o Compost sites are labor intensive and require constant monitoring in order to curb illegal dumping. A site would likely need to be large enough to stockpile materials so as to mobilize as few times per year as possible. o If the City Council wants to look into this further staff would put together an operations plan for review. The Council should expect a significant initial investment as well as annual operating costs including staffing. • Continue with no action o In speaking with staff the City receives a dozen or so questions a year about compost options which is a relatively small number. o Currently residents of Corcoran can use the site in Maple Grove per the fees listed on their website (grass $14/cubic yard, leaves/brush $9/cubic yard). o While there is no compost site in Corcoran, the City does allow burn permits. The City Council should discuss the above options and direct staff whether any action should take place. Financial/Budget: Each of the options above has varying levels of costs and would need to be developed based upon the direction of the Council. Options: 1. Direct staff on any action related to compost options for the City. Recommendation At this point due to the small number of questions we receive about composting, staff recommends no action. Residents are able to bring items to the Maple Grove site as they wish for a fee. It should be noted that if any changes take place regarding the ability to burn this topic would need to be considered at that time.
