HomeMy WebLinkAbout2019-03-19 Parks and Trails MinutesA �1 .r �� .J. � ���• `tit�ky CITY OF CORCORAN Corcoran Parks and Trails Meeting Minutes March 19, 2019 - 7:00 pm The Corcoran Parks and Trails Commission met on March 19, 2019, at City Hall in Corcoran, MN. Present were Commissioners — Anderson, Christenson, Dugan, Meister, Nybo, and Strehler. Also present were Councilmember Schultz, Director of Public Safety Gottschalk, Public Works Director Mattson, and Recreation Coordinator Christensen Buck. Absent was Commissioner Regan. 1. Call to Order/ Roll Call Chairperson Anderson called the meeting to order at 7:00 pm. 2. Pledge of Allegiance Chairperson Anderson invited all in attendance to rise and join in the Pledge of Allegiance. 3. Commissioner Introduction — John Dugan Commissioner Dugan gave an overview of himself and his family. The other commissioners introduced themselves to Commissioner Dugan. 4. Agenda Approval Motion: Made by Meister, seconded by Christenson, to approve the agenda as presented. Voting Aye: Anderson, Christenson, Dugan, Meister, Nybo, and Strehler. (Motion carried 6:0) 5. Minutes a. Minutes — February 19, 2019 Meeting Chairperson Anderson asked that item 9a. have a sentence structure adjustment. Motion: Made by Nybo, seconded by Strehler, to approve the minutes as presented with the adjustment to 9a. Voting Aye: Anderson, Christenson, Dugan, Meister, Nybo, and Strehler. (Motion carried 6:0) 6. Open Forum —None 7. Presentations a. Police Department Update — Matt Gottschalk, Director of Public Safety Director of Public Safety Gottschalk gave an update regarding parks and trails including signs, lighting, pedestrian access, and emergency vehicle access. Chairperson Anderson asked about the process when making detail adjustments to items such as trail locations. Director of Public Safety Gottschalk informed the commission that the Police Department is more concerned with the safety aspects of the trails and less about re- routing them. b. Public Works Update — Kevin Mattson, Public Works Director Public Works Director Mattson gave an overview of the projects that took place in 2018 such as the Meister Field irrigation and booster pump project and master planning City Park. Public Works Director Mattson also gave an update on 2019 projects that are on the agenda such as the playground updates, potentially irrigating Wildflower Park, and the upcoming trails from recent developments. Chairperson Anderson asked about the changes with the watershed district to which Public Works Director Mattson informed the Commission of the responsibilities that have now shifted to the City of Corcoran. 8. Unfinished Business — None 9. New Business a. Trail Maintenance Discussion f CITY OF CORCORAN Recreation Coordinator Christensen Buck updated the Commission on the conversation that herself, City Administrator Martens, and Public Works staff had to discuss trail maintenance. Public Works Director Mattson informed the Commission that they do not have any trail maintenance specific equipment. Commissioners discussed the various trails and maintenance such as Lake Independence Trail and trails in the Ravinia development. Public Works Director Mattson informed the Commission that the developers are still responsible for the trails. Chairperson Anderson asked if the developments would be able to maintain the trails in the beginning stages of the trails being open for use to which Public Works Director Mattson informed the Commission that it could be an option. Commissioner Nybo discusses that residents still have the option to use sidewalks during the winter months as those would be consistently cleared. Commissioners recommended that staff look into paying the homeowners association to maintain the trails for a year and determine if that is a good option. b. Parks and Trails Commission Meeting Schedule Recreation Coordinator Christensen Buck provided an overview of City Administrator Martens' request to change the meeting date to the 3rd Thursday of the month, rather than the 3rd Tuesday of the month. Commissioners Nybo and Strehler stated that they would likely miss the August meeting if the meeting day changed. Commissioners agreed that it would work with their schedules overall. Motion: Made by Christenson, seconded by Meister, to change the Parks and Trails Commission meeting date to the 3rd Thursday of the month. Voting Aye: Anderson, Christenson, Dugan, Meister, Nybo, and Strehler. (Motion carried 6:0) 10. Reports /Information a. Active Planning Applications — Informational only Commissioner Nybo asked if the Animal Ordinance on the Active Planning Applications document was the bee ordinance discussed at the February Parks and Trails Commission meeting. Recreation Coordinator Christensen Buck and Councilmember Schultz confirmed that it was the same ordinance. b. Recreation Coordinator Update Recreation Coordinator Christensen Buck updated the Commission on items that she has been working on such as preparing baseball teams, Night to Unite, Corcoran Newsletter articles, and closing the ice rinks. 11. Subcommittee & Miscellaneous Reports a. City Council Report — Councilmember Schultz Councilmember Schultz updated the Commission on some items that had been discussed at the last couple council meetings such as a bee ordinance, new LGU responsibilities, and Parks and Trails Commission appointments. b. Garden Club Report Chairperson Anderson updated the Commission that there are 112 trees left for the tree giveaway that should be taking place at the end of April. c. Park Dedication Fund — None 12. other Business /Announcements — None 13. Adjournment Motion: Made by Strehler, seconded by Christenson, to adjourn the meeting at 8:14 pm. Voting Aye: Anderson, Christenson, Dugan, Meister, Nybo, and Strehler.
