HomeMy WebLinkAbout2019-04-18 Parks and Trails MinutesCITY OF CORCORAN Corcoran Parks and Trails Meeting Minutes April 18, 2019 - 7:00 pm The Corcoran Parks and Trails Commission met on April 18, 2019, at City Hall in Corcoran, MN. Present were Commissioners — Anderson, Christenson, Dugan, Meister, and Nybo. Also present was Recreation Coordinator Christensen Buck. Absent were Commissioner Regan and Commissioner Strehler. 1. Call to Order/ Roll Call Chairperson Anderson called the meeting to order at 7:01 pm. 2. Pledge of Allegiance Chairperson Anderson invited all in attendance to rise and join in the Pledge of Allegiance. 3. Agenda Approval Motion: Made by Christenson, seconded by Meister, to approve the agenda as presented. Voting Aye: Anderson, Christenson, Meister, Nybo, and Dugan. (Motion carried 5:0) 4. Minutes a. Minutes — March 19, 2019 Meeting* Motion: Made by Nybo, seconded by Christenson, to approve the minutes as presented. Voting Aye: Anderson, Christenson, Dugan, Meister, and Nybo. (Motion carried 5:0) 5. Open Forum — None 6. Presentations — None 7. Unfinished Business — None 0 New Business a. Park Signage Discussion Recreation Coordinator Christensen Buck gave an overview of the park signage discussion expectations. Commissioners discussed what they would like to see on the signs such as the Corcoran logo, park hours, and address of the parks. Commissioner Dugan asked about having the history of the park on the signage. Commissioners directed staff to put together the park rules and potential sign designs. b. Wildflower Park Irrigation Discussion Recreation Coordinator Christensen Buck provided background information on installing an irrigation system at Wildflower Park and the pros and cons associated with it. Commissioners discussed what precedent this sets for future parks, the cost of the water, and who would be paying for it. Motion: Made by Christenson, seconded by Meister, to recommend to Council the approval of installing an irrigation system at Wildflower Park. Voting Aye: Anderson, Christenson, Dugan, Meister, and Nybo. (Motion carried 5:0) c. City Park "Footprint Plans" Work Session Recreation Coordinator Christensen Buck gave an update on the footprint plans from Wenck. She informed the Commission that there has been an internal review and the plans will then go to the Development Review Committee. Recreation Coordinator Christensen Buck then requested the Commission consider having a work session to review and discuss the plans. Commissioners agreed to meeting on May 16, 2019 at 5:30 pm prior to the Parks and Trails Commission Meeting. Chairperson Anderson called the work session for 5:30 pm on May 16, 2019. PA ,r CITY OF CORCORAN 9. Reports /Information a. Active Planning Applications — Informational only Commissioners looked over the changes since the last meeting with no comments. b. Recreation Coordinator Update Recreation Coordinator Christensen Buck updated the Commission on items that she has been working on such as preparing for the start of baseball, the start of soccer registration, Night to Unite meetings, Corcoran Country Daze bean bag tournament planning, and potentially running a BioBlitz event in an effort to win $1,000 for the pollinator garden at City Hall. 10. Subcommittee & Miscellaneous Reports a. City Council Report — Councilmember Keefe Commissioners reviewed the City Council Report and noted that Ken Guenthner is the new Elm Creek Watershed Management Commissioner. b. Garden Club Report Chairperson Anderson informed the Commission that the Garden Club worked on the pollinator garden at City Hall. c. Park Dedication Fund Chairperson Anderson provided an overview of how the park dedication fund gains money and what the money can be spent on. 11. Other Business /Announcements — None 12.
