CITY OF CORCORAN Corcoran Parks and Trails Meeting Minutes February 19, 2019 - 7:00 pm The Corcoran Parks and Trails Commission met on February 19, 2019, at City Hall in Corcoran, MN. Present were Commissioners – Anderson, Christenson, Meister, Nybo, and Strehler. Also present were Councilmember Keefe, City Administrator Martens, and Recreation Coordinator Christensen Buck. Absent were Commissioner Regan and Commissioner Robran. 1. Call to Order / Roll Call Chairperson Anderson called the meeting to order at 7:00 pm. 2. Pledge of Allegiance Chairperson Anderson invited all in attendance to rise and join in the Pledge of Allegiance. 3. Agenda Approval a. Agenda Councilmember Keefe requested the City Council Report be moved from 10a. to after item 6. Motion: Made by Meister, seconded by Nybo, to approve the agenda with the adjustment of 10a. Voting Aye: Anderson, Christenson, Meister, Nybo, and Strehler. (Motion carried 5:0) 4. Minutes a. Minutes – January 15, 2019 Meeting Motion: Made by Meister, seconded by Christenson, to approve the minutes as presented. Voting Aye: Anderson, Christenson, Meister, Nybo, and Strehler. (Motion carried 5:0) 5. Open Forum -None 6. Presentations -None 10. Subcommittee & Miscellaneous Reports a. City Council Report – Councilmember Keefe Councilmember Keefe asked about the meeting between Chair Anderson and Councilmember Bottema with regard to the Tree Inventory /Forest Management Plan. Chair Anderson informed Councilmember Keefe and the Commission that he has a meeting scheduled to discuss the plan. Commissioner Nybo requested an update on the remodel. City Administrator Martens updated the Commission on some of the technological advancements that the new Council Chambers would have including monitors at each seat. Councilmember Keefe and City Administrator Martens informed the Commission that there would be an update at the March 14th City Council meeting. 7. Unfinished Business a. Park Planning Proposal Review City Administrator Martens gave an overview of both the Landform and Wenck Associates proposals for City Park, highlighting the various options and costs associated with each. Staff recommended Wenck Associates due to their lower costs for similar options. Commissioner Christenson asked if the Commission could request one concept at a time from Wenck Associates to avoid paying for additional concepts that may not be necessary. City Administrator Martens recommended getting at least two concepts to be able to compare and decide which parts of each concept are preferred. Motion: Made by Strehler, seconded by Meister, to recommend City Council approve the proposal from Wenck Associates with options 1, 2, and 7. Voting Aye: Anderson, Christenson, Meister, Nybo, and Strehler. (Motion carried 5:0) CITY OF CORCORAN 8. New Business a. Dog Parks Discussion Recreation Coordinator Christensen Buck gave an overview of dog parks, the process for obtaining a dog park, and deciding what the best location for a dog park would be. Commissioner Nybo asked about the property located at 7150 Old Settlers Road in Corcoran and if a dog park could go there. City Administrator Martens mentioned that there may be limited use for that property. 9. Reports /1 nformation a. Active Planning Applications — Informational only Commissioner Nybo asked about the updated animal ordinance and City Administrator Martens informed the Commission that it was regarding bee keeping. Chairperson Anderson asked about Ravinia 11 th addition and what that would mean for the open space park in Ravinia. City Administrator Martens updated the Commission on the Ravinia 11 th addition and informed them that Ravinia 12th addition came in as well. City Administrator Martens informed the Commission that he believes there is one more addition before the Ravinia open space park is acquired by the City. b. Recreation Coordinator Update Recreation Coordinator Christensen Buck updated the Commission on items that she has been working on such as preparing baseball teams, Night to Unite swag purchases, and the ice rinks. c. Bellwether Trail Planning Update Recreation Coordinator Christensen Buck informed the Commission of the trip that she, Chairperson Anderson, and Commissioner Meister took out to the Bellwether property to look at the potential trail placement. City Administrator Martens informed the Commission that developers are required to do a tree inventory for trees over a certain width. The Commission discussed finding a time to go out to the property as a Commission to take a look at where the trail would be going in. 10. Subcommittee & Miscellaneous Reports b. Garden Club Report Chairperson Anderson provided an update to the Commission regarding the tree giveaway stating that there would be volunteers from the Garden Club to help handout the trees. c. Park Dedication Fund City Administrator Martens informed the Commission that with the Ravinia 11 th addition, there would be additional contributions going into the Park Dedication Fund. 11. other Business /Announcements City Administrator Martens reminded the Commission that after this meeting, Commissioner Robran would no longer be on the Commission. City Administrator Martens also informed the Commission that Commissioner Robran had recommended an individual for his position and they had come into City Hall for an application. 12. Commissioner Liaison Calendar City Council Meetings 2/28119 3/14119 3128/19 4/11/19 4/25/19 Strehler Anderson Robran Nybo Regan Commissioners discussed Chairperson Anderson and Commissioner Strehler switching City Council meeting dates. City Administrator Martens also reminded the Commission of the Public Works and Police Department presentations at the March 19th Parks and Trails Meeting. 13. Adjournment Motion: Made by Meister, seconded by Strehler, to adjourn the meeting at 8:08 pm. Voting Aye: Anderson, Christenson, Meister, Nybo, and Strehler.
