There were 145 medical calls and 303 calls for Fire/P.I. Accidents/Calls for service. Fire Contract: The 2019 Rogers Fire Department service contract rate for the City of Corcoran will remain the same as the current contract on file from 1994. The contract amount is calculated by multiplying the 2018 Market Value times .00044. Based on the current rate, the 2019 Fire Contract for the City of Corcoran will be $116,319. Training: In 2018, Rogers Firefighters participated in approximately 1600 hours of training activities. Fire Apparatus/Equipment: Rogers Fire apparatus consists of three 1250 GPM pumpers, a 1000 GPM pumper, rescue vehicle with a mobile air cascade system and incident command center, 3000-gallon water tanker, 100’ ladder truck, Life Safety Trailer for Rehab, two rescue vehicles, a grass rig, inspector vehicle and a Fire Chief vehicle. Specialized equipment includes automatic defibrillators, three sets of Jaws of Life, water/ice rescue equipment, confined space equipment, and hazmat supplies. New Hires: In October of 2018, three firefighters were hired, which brought the Fire Department to a staffing level of 41 active firefighters. After completing the hiring requirements, the three firefighters will begin their firefighter I, II, Hazmat Operations, FAO, and First Responder training. The new firefighters have two years to complete the required training. Active Shooter Equipment: In February 2019, our community raised enough funds from donors to purchase tactical equipment for each police officer, and three sets for the Rogers Fire Department. The equipment includes a vest with riddle plates, ballistic helmet, and triage bags. The active shooter equipment was purchase from Shield 616 which is a nonprofit organization out of Colorado Springs, Colora do dedicated to outfitting cops and firefighters with active shooter gear. New APX6000 Radios: Over the last couple of years, Hennepin County Staff has been notifying Motorola XTS2500/XTL5000 users that the county and Motorola will no longer support the existing radios and no additional purchases will be accepted. In 2017 & 2018, 33 New APX6000 radios, three mobile units, add encryption to all radios and mobile units, and radio supplies (charging units, antennas, etc.) were purchase to replace the existing radios in our fire vehicles and for fire officers. The total cost of the project was approximately $172,000. New Tanker in service: In November of 2018, the new Pierce Peterbuilt Tanker was delvered to the Rogers Fire Department. The new tanker is equipped with an auxiliary pump & booster reel with 15 0 feet of one inch diameter hose, scene lights, highway safety chevron, seat belt alarms, vehicle data recorder, one electrically controlled rear discharge, side discharges that extend and retract automatically with a pneumatic control system, hose bed that will store approximately 200 feet of 2 ½” hose, four compartments with roll-up doors for storage of loose equipment, and 3000 gallon water tank. Tanker project cost was $391,231. Feist Fire Chief/Fire Marshal/Emergency Manager CITY OF ROGERS CITY OF CORCORAN City Council Meeting Minutes April 25, 2019 - 7:00 pm The Corcoran City Council met on April 25, 2019 at City Hall in Corcoran, Minnesota. Present were Mayor Thomas, Councilor Bottema, Councilor Dejewski, Councilor Keefe, and Councilor Schultz. Also present were City Administrator Martens, City Planner Lindahl, Administrative Services Director Beise, Public Works Director Mattson, and Director of Public Safety Gottschalk. 1.Call to Order / Roll Call Mayor Thomas called the meeting to order at 7:00 pm. 2.Pledge of Allegiance Mayor Thomas invited all in attendance to rise and join in the Pledge of Allegiance. 3.Agenda Approval City Administrator Martens noted the addition of Item 11f. Resignation – Maintenance Operator. MOTION: made by Bottema, seconded by Schultz to approve the agenda as amended. Voting Aye: Thomas, Bottema, Dejewski, Keefe, and Schultz (Motion carried 5:0) 4.Commission Representatives Mayor Thomas noted Planning Commission Chair Jacobs and the Parks and Trails Commissioner Christenson were present and Mayor Thomas invited them to speak on items related to their commission. 5.Open Forum Greg Hoglund, 19220 Hackamore Road, addressed the Council on a pilot program for exterior enhancements of signle family homes. Mr. Hoglund provided the Council copies of a recent article highlighting the Coon Rapids program and asked that the City consider starting a program in Corcoran. Bonnie Maue, North Hennepin Pioneer Society, addressed the Council noting the Burschville School was now listed as a historical site and was recently recognized in Washington DC with other historical sites from Minnesota. 6.Presentations/Recognitions a. Highway 55 Coalition Andy Mielke, SRF, addressed the /council on behalf of the Highway 55 Coalition, noting Independence’s Mayor Marvin Johnson was unable to attend. Mr. Mielke outlined the mission of the organization and asked the City if they would be willing to participate in the Highway 55 Coalition. Council inquired about participation in the Coalition. Mr. Mielke noted other cities participate with a nominal fee, attendance, or other support. City Administrator Martens noted himself or Public Works Director Mattson will be attending future Coalition meetings. Council discussed reaching out to the legislature for support of the coalition. Council inquired about the improvements along Highway 55. Mr. Mielke noted the Coalitions’ priority project from County Road 116 to 19. Mr. Mielke discussed the Coalitions’ work with MNDOT and communities work on improvement projects. b. Oath of Office – Police Reserves Administrative Services Director Beise administered oaths to Police Reserves: John Kieffer, Steve Emerson, Ted Schmidt, Scott VanHorrick, Melissa Burns, Najid Ahmed, Corey Cracknell, and Clayton Decker. c.Police Reserve Update 7a. Police Officer Vojacek, Reserve Unit Coordinator, addressed the Council outlining the history of the program and thanking the reserve officers for their work. Council discussed number of hours worked per year. Officer Vojacek noted in 2018 it was approximately 4,000 which would be two full- time equivalents. Reserves assist with traffic control and other duties allowing full-time officers to respond to other calls for service. Council discussed the chaplain program. Council inquired about the length of time in service for reserve officers. Police Officer Vojacek noted it varies as some are long serving members and some are interested in a career in law enforcement. Lt. Kieffer thanked the Council for their support. Council discussed working with Administrative Services Director Beise on proposed changes. Administrative Services Director Beise noted the City’s moving funds in accordance with the outlined investment strategy to receive additional interest earnings. Final Plat, Final PUD and Wetland Delineation Waiver for “Bellwether 2nd Addition” (PID 01- 119-23-41-001, 01119-23-43-0002 and 01-119-23-44-0001) (City File 19-001) City Planner Lindahl presented the report noting the proposal is unique as the PUD approval would be granted for the whole site, while the site would be broken into two plats for the work along Stieg Road. City Planner Lindahl noted the development agreement had a minor revision removing the sewer TLAC and associated fee as Pulte had constructed the trunk sewer line. Council inquired about the park development. City Administrator Martens noted the open space park would be developed with phases one, four, and five and the neighborhood park would be developed with phase three. City Planner Lindahl noted the neighborhood park would need additional park land dedicated as part of future development. Final Plat and PUD Amendment for U.S. Home Corporation (dba Lennar) for Ravinia 12th Addition (City File 19-002) City Planner Lindahl presented the report noting the PUD request for 65 foot lots was related to market demand, pond location, and issues with the Tabor driveway easement. City Planner Lindahl noted discussion at the Planning Commission meeting revolved around unit type and lot width. City Planner Lindahl noted a memo on the history of changes to the Ravinia PUD was placed at the dais and provided to Council. City Planner noted per the planning commission recommendation, the resolution was adopted. Council inquired about the dates of the Stieg Road improvement project. City Planner Lindahl noted the project would begin in summer of 2019. Council discussed the housing styles and if the garages should be flush with the house. City Planner Lindahl noted a PUD does not have approval or denial requirements such as a variance. Council inquired from the applicant the reason for the PUD request. Paul Tabone, Lennar Homes, noted Lennar was seeking diversification in product and noted the Landmark and Discovery series are selling. Mr. Tabone noted the request for PUD amendment was similar to the approved request in the Ravinia 9th Addition. Mr. Tabone noted the starting price point of the Discovery homes is approximately $20,000 less than the Landmark home series. Council inquired about the rational for 65-foot lots and the wider lot widths. Mr. Tabone noted the classes have not sold as well and the lot size request makes the most efficient use of land; Council inquired about classic home type locations and the building timeline. Mr. Tabone noted the locations of the classic house type in the different additions. Council discussed the approved preliminary plat and what was approved in 2013. Planning Commissioner Jacobs, addressed the Council on lot sizes, type of housing product, and changes to the development. Council discussed market changes, density concerns, and additional storage with the three-car garage discovery units. Council discussed monetary benefits of the PUD changes to the developer, concerns with the explanation of the change to the PUD, and concerns with future developments having smaller lots. Council discussed additional spacing and placing smaller homes on larger lots. Mr. Tabone noted placing smaller homes on larger lots is less efficient. Council discussed the ordinance standards. Mr. Tabone discussed the different home products and the materials specific to the City’s requirements. Council discussed the market and concerns with the Discovery product line and consistency in the neighborhood. Mr. Tabone noted 65 foot lots have become standard in other communities and Lennar doesn’t intermingle products on different sized lots. Council discussed concerns of Lennar seeking additional revenue, concerns with additional requests of the City and small lot sizes. City Planner Lindahl reviewed the PUD amendment request noting the number of each type of lot, the size of the lots, and the request to allow three-car garage Discovery models. Council discussed if it was possible to keep the number of homes at the original number of 88. City Planner Lindahl noted the plat could be approved separate from the PUD amendment. MOTION: made by Schultz, seconded by Keefe to adopt Resolution 2019-34 Approving Final Plat and Development Contract for “Ravinia 12th Addition” for Lennar Corporation (PID 36-119-23-24- 0002) (City File 19-002). MOTION AMENDMENT: made by Schultz, seconded by Dejewski to amend Resolution 2019-34 Approving Final Plat and Development Contract for “Ravinia 12th Addition” for Lennar Corporation (PID 36-119-23-24-0002) (City File 19-002) to correct a typical error in condition 7 which should read Hunter Road. Mr. Tabone discussed the rational of allowing up to nine feet in front of the home. Council discussed the Discovery housing styles. City Planner Lindahl noted the City may want to amend the motion to have size requirements should other models be proposed. PUD Sketch Plan for Cook Lake Corcoran (PID 25-119-23-14-0003) City Planner Lindahl presented the report noting proposed product type is a senior cooperative. City Planner Lindahl provided an overiview of the current proposal and the changes that had been made since the last sketch plan. Beth Hustad, Trek Development, addressed the Council outlining the site elements including a view of Cook Lake from the fourth story of the senior cooperative. Council addressed concerns of a fourth story along County Road 10. Ms. Hustad noted an email sent to staff outlined options for additional mixed use on their property and the Ebert parcel including an apartment building and a day care facility. Alex Hall, United Properties, addressed the Council outlining the plans for the senior cooperative. Mr. Hall outlined the financial structure of a cooperative which includes a master mortgage backed by the United States Department of Housing and Urban Development (HUD). Mr. Hall outlined the demographic trends and the need for diverse housing options noting the community feel of a cooperative with common areas. Council discussed the density and how the parcel is the gateway to Corcoran. Council discussed a monument sign and the market for senior housing. Mr. Hall noted a strong market for their product and he could arrange tours. Council inquired about parking. Mr. Hall noted each unit comes with one underground parking space and additional outside parking available. Council inquired about a park requirement and the connection to Cook Lake. City Administrator Martens noted there would be on- road trails with a buffer and they would work with the County. City Planner Lindahl noted the parcel does touch Cook Lake with the adjacent wetlands. Mr. Hall noted the importance of connecting to a trail system. Council discussed trails. Council discussed the fire study and inquired about fire coverage for a four-story building. Director of Public Safety Gottschalk noted Rogers does have a ladder truck and Maple Grove would provide auto-aid assistance if needed and they have ladder trucks. Council discussed the senior housing types. Council discussed informing buyers about the Lions Park events. Mr. Hall noted residents would be informed of the events. Council inquired about funds for repairs and maintenance of the senior cooperative. Mr. Hall noted HUD has requirements for reserves for maintenance and repairs. Mayor Thomas recessed the meeting at 9:31pm. Mayor Thomas reconvened the meeting at 9:37pm. d. City-Initiated Update to Appendix of B of the Zoning Ordinance (Southeast District Plan and Design Guidelines) (City File 18-012) City Planner Lindahl presented the report noting the many meetings on the plan and the change to bikeway streets. Council discussed the ordinance update process. MOTION: made by Keefe, seconded by Bottema to adopt Ordinance 2019-391 Amending the Text of Chapter 10 (The Zoning Ordinance) of the Corcoran City Code (City File 18-014). Voting Aye: Thomas, Bottema, Dejewski, Keefe, and Schultz (Motion carried 5:0) MOTION: made by Schultz, seconded by Bottema to adopt Resolution 2019-35 Approving Findings of Fact for an Ordinance Amending the Text of Chapter 10 (The Zoning Ordinance) of the Corcoran City Code (City File 18-014). Voting Aye: Thomas, Bottema, Dejewski, Keefe, and Schultz (Motion carried 5:0) MOTION: made by Keefe, seconded by Dejewski to adopt Ordinance 2019-392 Summary Ordinance of 2019-391. City- Initiated Development Rights Program and Open Space & Preservation Ordinance Amendment (City File 18-014) Dorothy Theis, 9530 Cain Road, addressed the Council on concerns addressing policy and ability to ask questions. Ms. Theis addressed concern with community septic language being included in the ordinance and traffic concerns on developed gravel roads. Ms. Theis discussed clustering and concerns with language related to future assessments. Council discussed the language related to assessments is for future needs to assess if roads leading to the development need maintenance or are paved. City Administrator Martens noted he invited Ms. Theis to reach out to members of the Council and have discussion prior to meetings as business is conducted at the meeting. City Administrator Martens noted the role of the planning commission is to review the materials presented. Council discussed the purpose of the meetings. City Planner Lindahl presented the report on Development Rights noting the proposed map created winners and losers and staff will be reviewing on a parcel by parcel basis. City Planner Lindahl noted the recommendation to approve the map to allow those who would like to develop to proceed. Council discussed the math, the ordinance, and provided examples of parcels to review. City Planner Lindahl noted land owners are waiting for the updated map but did not want to proceed with only a text amendment. MOTION: made by Thomas, seconded by Keefe to table the approval of Ordinances 2019-393, 2019-394, and 2019-395 and Resolutions 2019-36 and 2019-37 to a future meeting in June. Voting Aye: Thomas, Bottema, Dejewski, Keefe, and Schultz (Motion carried 5:0) Council thanked Ms. Theis for her comments and advice. Council encouraged Ms. Theis to ask questions and contact them. City Planner Lindahl presented the report on the Open Space and Preservation Ordinance. City Planner Lindahl noted no density bonuses were given for community septic systems but due to the City’s soils the language and conditions required for centralized wastewater treatment remained in the ordinance. Council inquired about the management plan specifically the repair and replacement of community waste water treatment. City Planner Lindahl noted a management plan would need to address the responsible party and address maintenance and repair of a centralized wastewater treatment facility. Council discussed Chapter 940.050 Sub. 1. B.5. related to the transfer of development rights. City Planner Lindahl provided an example of how a transfer worked and noted it would be a policy decision to retain that language. Council discussed changing the language of that section to note contiguous versus adjacent and if transferring of development rights should be allowed. Council inquired about paving of roads and assessments. City Planner Lindahl noted the language does not require roads to be paved to the site being developed but does allow for the City to assess if a future road project be completed. 9. Unfinished Business No unfinished business was presented. 10. New Business a. Job Offer – Administrative Assistant Administrative Services Director Beise presented the report providing an overview of the preferred candidate and an offer has been discussed at the starting pay step. MOTION: made by Schultz, seconded by Dejewski to authorize the Mayor and the City Administrator to finalize a conditional offer to Shawna Zuther. The text of Chapter 51.020: UTILITY CONNECTION, PERMISSIVE OR MANDATORY of the Corcoran City Code is hereby amended by deleting the stricken material and adding the underlined material as follows: 1.1 As defined in Chapter 51.010 Subdivision 1.2, all new residential and non-residential commercial construction to which utility service is available shall connect to the line at the time of construction. 1.2 When a trunk or lateral water or sewer line is available to an existing non-residential commercial property (with a structure), as defined in Chapter 51.010 Subdivision 1.2, all such non-residential commercial properties shall connect to the line upon the earlier of (i) reconstruction (other than overlay or maintenance) of an adjacent roadway under which the line lies, or (ii) within one year following availability. 1.3 Limited Exception: For the purpose of determining the mandated time of connection to a trunk or lateral made available as a part of the Downtown Utility and Street Improvement Project (approved by the City in 2016), existing non-residential properties mandated to connect to such lines shall do so within two years following availability. This limited exception shall only apply to existing non-residential properties to which lines were made available as a part of the Downtown Utility and Street Improvement Project, and shall only apply to connections mandated by the City as a direct result of the same. Council Meeting: May 9, 2019 Prepared By: Brad Martens, Topic: City Hall Remodel – Design, Finance Plan, and Contractor Action Required: Design Direction; Contractor Approval Summary: Staff continues to work on the City Hall remodel project to accommodate the needs of the City. An updated schematic design and cost estimate was presented at the April 11th meeting in which the Council favored design “A” but did not support the cost of that design. Staff was directed to work with Wold Architects to find ways to decrease project costs. Attached to this report is a new option “A1” in which a portion of the remodel is delayed and the information technology budget has been reduced by approximately $100,000. The result of this design is achieving a significant portion of design “A” while achieving estimated pricing extremely close to option “B”. Staff believes that this option is a good step at working towards the goals of the Council. It is requested that Council direct staff to continue working towards a version of option A1. Additionally, staff held contractor interviews on April 23rd for project management of the remodel. Interviewed were Kraus-Anderson, Nor-Son Construction, and L.S. Black Constructors. While all three were qualified to complete the project, staff recommends proceedig with Kraus Anderson. The two main reasons for the recommendation is their significant experience on similar projects and the fact that the same three individuals overseeing different parts of the project would be on board from start to finish as opposed to passing the project along to different parties. Staff requests approval to proceed witih Kraus Anderson for project management. Financial/Budget: The original needs analysis showed an anticipated project cost of $1,116,541 based upon big picture estimates. Option A1 as attached to this report has a median estimate of $1,353,000 which is approximately $236,000 higher and based upon a more detailed design. If this cost is accurate, additional cuts would need to be made or the City could allocate additional funds towards the project from the Long Range Planning Fund. If Kraus-Anderson is selected as the project manager they would complete an accurate cost estimate using the Sourcewell pricing so Council and staff would be able to know the actual value of the project and develop a more refined finance plan. No direct costs would take place unless the project proceeds forward. Page 2 Options: 1. Direct staff to proceed with designing the City Hall remodel based upon option A1; authorize staff to engage Kraus Anderson for the City Hall remodel project. 2. Council Meeting: May 9, 2019 Prepared By: Brad Martens Topic: 2019 Dust Control Program Action Required: Approval Summary: At the April 11, 2019 meeting, staff presented an overview of the 2019 dust control program including financing and timeline. The next step in the process is to hold the public hearing and consider approving the project. Below is a recap of the project. The gravel road maintenance program for the City of Corcoran includes the application of a chloride product on certain gravel roads (27 miles of our 34 miles of gravel road) for dust control. The cost of the project is estimated at $90,266 or $0.60 per linear foot which is subsidized by the City based up on different type of roads:  Collector roads and neighborhood roads connecting to Collector roads: Subsidized to $0.22 per linear foot  Neighborhood roads accessing paved roads: Subsidized to $0.48 per linear foot It is proposed to bill properties for the application as in years past with unpaid fees to be assessed later in the year if necessary. The percentage of the project to be assessed has been reduced overtime with incremental budget adjustments. The City received favorable bids from Norther Salt Incorporated (NSI) of $0.92/gallon for both 2018 and 2019 as compared to $0.939 for 2017. The City anticipates the following costs for the program in 2019 which will result in slightly smaller amounts due from property owners: Neighborhood Road Assessment Collector/Adjacent Road Assessment Other Assessment City Share Total 2019 $8,232 $29,024 $1,260 $51,750 $90,266 The next step in the process is to call a public hearing through approving the attached resolution. After the public hearing, the Council could then approve the project which is anticipated to be completed in June. After project completion, properties would be billed based upon the actual project costs. One letter was received which is attached to this report. NOW, THEREFORE, BE IT RESOLVED by the Corcoran City Council: 1. The Corcoran City Council determined the improvement of the application dust control treatments necessary, cost-effective, and feasible. 2. Such improvements are hereby ordered as proposed in Exhibit A. Council Meeting: May 9, 2019 Prepared By: Kevin Mattson/Pat Meister Topic: Wildflower Park Irrigation Plan Action Required: Approval Summary: Staff is requesting that the Council approve irrigation improvements at the newly constructed Wildflower Park. The irrigation system and associated booster pump will assist in the establishment and on-going maintenance of the park grounds. The irrigation work is anticipated to be completed in May with final site restoration to immediately follow. The use of recycled water for irrigation purposes is not feasible for this site, but will be considered in future park planning efforts. The Parks and Trails Commission recommended approval of the irrigation improvements at the April 18th commission meeting. Financial/Budget: The estimated cost of the irrigation system and associated booster pump is $9,700 which will be allocated from the Park Dedication fund. Other incidental work for electrical power supply and the water connection will be completed separately by the City. Options: 1. Approve the irrigation improvements and award the quote to Advanced Irrigation for Wildflower Park. 2. Decline to approve the irrigation improvements for Wildflower Park. Since that time staff has been working on a process to fill the vacancy. Due to the last search being fairly recent, staff looked at applicants from that proces s and found additional candidates to bring in and interview. Of the six interviewed, staff found three that will receive a second round interview prior to the May 9 th meeting. If a candidate is recommended for hire, staff will request approval for the Mayor and City Administrator to make a job offer for the individual. Approximately 25 residents attended the event and had the opportunity to ask staff questions, provide feedback, and review information related to the following projects.  Stieg Road Improvements and associated road closure  Bellwether Development  2040 Comprehensive Plan updates for sewer and water planning  Dayton Parkway Interchange and associated I-94 projects  Concept plan for future CR-117 connection between CR-116 and CSAH-101 In general, staff received positive feedback and residents were appreciative of the information that was shared. Staff plans to move forward with a road closure of Stieg Road for the duration of construction related to Bellwether 2nd Addition. The closure is expected remain in place from now until November as site grading, utility infrastructure, and street realignment and turn lane improvements are substantially completed.
