HomeMy WebLinkAbout2018-10-16 Parks and Trails Minutes CITY OF CORCORAN Corcoran Parks and Trails Meeting Minutes October 16, 2018 - 7:00 pm The Corcoran Parks and Trails Commission met on October 16, 2018, at City Hall in Corcoran, MN. Present were Commissioners – Anderson, Christenson, Meister, Nybo, Regan, Robran, and Strehler. Also present were City Administrator Martens, Councilmember Keefe, and Recreation Coordinator Christensen Buck. 1. Call to Order / Roll Call Chairperson Anderson called the meeting to order at 7:00 pm. 2. Pledge of Allegiance Chairperson Anderson invited all in attendance to rise and join in the Pledge of Allegiance. 3. Agenda Approval a. Agenda Motion: Made by Nybo, seconded by Meister, to approve the agenda as presented. Voting Aye: Anderson, Christenson, Meister, Nybo, Regan, Robran, and Strehler. (Motion carried 7:0) 4. Minutes a. Minutes – September 18, 2018* Motion: Made by Nybo, seconded by Christenson, to approve the minutes as presented. Voting Aye: Anderson, Christenson, Meister, Nybo, Regan, Robran, and Strehler. (Motion carried 7:0) 5. Open Forum – None 6. Presentations a. Kevin Dale - Snyder Field Press Box Update Corcoran Athletic Association president, Kevin Dale, presented the keys and public address system to the Commission for the completed press box at City Park. Dale informed the Commission of an opportunity to obtain $5,000 towards putting grass in the infield of Snyder Field and would look into raising more money for the project if the Commission was planning to keep the field where it is currently located. The Commissioners discussed the restrictions and processes for obtaining the money and other options to fund the project. Commissioners discussed the amount of work and time Dale has put into the association and press box. Motion: Made by Robran, seconded by Regan, directing staff to bring the item of naming the press box after Kevin Dale to the next Council meeting. Voting Aye: Anderson, Christenson, Meister, Nybo, Regan, Robran, and Strehler. (Motion carried 7:0) 7. Unfinished Business – None 8. New Business – None 9. Reports/Information a. Active Planning Applications – Informational only* City Administrator Martens gave an overview and update on the final phase of the Bellwether development stating that it was approved by Council. The Commission discussed the impact that the development of these lots will have on the Park Dedication Fund. b. Recreation Coordinator Update* Recreation Coordinator Christensen Buck gave an overview of the projects and tasks she has been overseeing such as baseball, soccer, and the neighborhood park in Ravinia. Commissioners discussed the position’s current and future hours and wage. CITY OF CORCORAN c. Projected Upcoming Park Development Projects (Ravinia OSP, etc.)* City Administrator Martens informed the Commission of the upcoming park development projects. Commissioner Robran asked which phase of the Ravinia development the City will take over the open space park. City Administrator Martens informed the Commission that by late 2019 or early 2020 the City would have the land, but has been holding off as there is no plan for the land currently. 10. Subcommittee & Miscellaneous Reports a. City Council Report – Councilmember Keefe* Councilmember Keefe updated the Commission on the most recent City Council meeting at which there was an open space park work session. Councilmember Keefe also informed the Commission that Bellwether’s final plat was approved, the Northeast Trunk Sewer Improvement bid was awarded, and that the City has changed their investment strategy. b. Garden Club Report Chairperson Anderson informed the Commission of a recent event at Heidi’s Growhaus where the garden club put together fall décor pieces. Chairperson Anderson also updated the Commission on an upcoming event in Crow Hassen where the Garden Club will take part in seed picking. c. Elm Creek Watershed Commission Report – Tom Anderson Chairperson Anderson informed the Commission that using water from wetlands to irrigate the lawn in the Bellwether development was approved. City Administrator Martens informed the Commission that Commissioner Meister has resigned from the Watershed Commission and there is a vacancy. d. Park Dedication Fund* City Administrator Martens informed the Commission that the playground in the Ravinia neighborhood will be paid following approval from the Council except for the boulder that will be delivered and paid for in mid-November. Councilmember Keefe asked about how the Rockford School District land was paid for and how the payment will be completed. Commissioners discussed maintaining current and future park projects and the costs associated with that. City Administrator Martens updated the Commission on the City’s capital improvement plan that has money set aside each year to accommodate these improvements. Commissioner Robran confirmed that building the parks comes from the park dedication fund, but maintaining and fixing park amenities cannot. 11. Other Business/Announcements – None 12.
