CITY OF CORCORAN Corcoran Parks and Trails Meeting Minutes October 16, 2018 - 7:00 pm The Corcoran Parks and Trails Commission met on October 16, 2018, at City Hall in Corcoran, MN. Present were Commissioners – Anderson, Christenson, Meister, Nybo, Regan, Robran, and Strehler. Also present were City Administrator Martens, Councilmember Keefe, and Recreation Coordinator Christensen Buck. 1.Call to Order / Roll Call Chairperson Anderson called the meeting to order at 7:00 pm. 2.Pledge of Allegiance Chairperson Anderson invited all in attendance to rise and join in the Pledge of Allegiance. 3.Agenda Approval a.Agenda Motion: Made by Nybo, seconded by Meister, to approve the agenda as presented. Voting Aye: Anderson, Christenson, Meister, Nybo, Regan, Robran, and Strehler. (Motion carried 7:0) 4.Minutes a.Minutes – September 18, 2018* Motion: Made by Nybo, seconded by Christenson, to approve the minutes as presented. Voting Aye: Anderson, Christenson, Meister, Nybo, Regan, Robran, and Strehler. (Motion carried 7:0) 5.Open Forum – None 6.Presentations a.Kevin Dale - Snyder Field Press Box Update Corcoran Athletic Association president, Kevin Dale, presented the keys and public address system to the Commission for the completed press box at City Park. Dale informed the Commission of an opportunity to obtain $5,000 towards putting grass in the infield of Snyder Field and would look into raising more money for the project if the Commission was planning to keep the field where it is currently located. The Commissioners discussed the restrictions and processes for obtaining the money and other options to fund the project. Commissioners discussed the amount of work and time Dale has put into the association and press box. Motion: Made by Robran, seconded by Regan, directing staff to bring the item of naming the press box after Kevin Dale to the next Council meeting. (Motion carried 7:0) 7.Unfinished Business – None 8.New Business – None 9.Reports/Information a.Active Planning Applications – Informational only* City Administrator Martens gave an overview and update on the first phase of the Bellwether development stating that it was approved by Council. The Commission discussed the impact that the development of these lots will have on the Park Dedication Fund. b.Recreation Coordinator Update* Recreation Coordinator Christensen Buck gave an overview of the projects and tasks she has been overseeing such as baseball, soccer, and the neighborhood park in Ravinia. Commissioners discussed the position’s current and future hours and wage. 4a. CITY OF CORCORAN c.Projected Park Development Projects * City Administrator Martens informed the Commission of the upcoming park development projects. Commissioner Robran asked which phase of the Ravinia development the City will take over the open space park. City Administrator Martens informed the Commission that by late 2019 or early 2020 the City would have the land, but has been holding off as there is no plan for the land currently. 10.Subcommittee & Miscellaneous Reports a.City Council Report – Councilmember Keefe* Councilmember Keefe updated the Commission on the most recent City Council meeting at which there was an open space park work session. Councilmember Keefe also informed the Commission that Bellwether’s final plat was approved, the Northeast Trunk Sewer Improvement bid was awarded, and that the City has changed their investment strategy. b.Garden Club Report Chairperson Anderson informed the Commission of a recent event at Heidi’s Growhaus where the garden club put together fall décor pieces. Chairperson Anderson also updated the Commission on an upcoming event in Crow Hassen where the Garden Club will take part in seed picking. c.Elm Creek Watershed Commission Report – Tom Anderson Chairperson Anderson informed the Commission that using water from wetlands to irrigate the lawn in the Bellwether development was approved. City Administrator Martens informed the Commission that Commissioner Meister has resigned from the Watershed Commission and there is a vacancy. d.Park Dedication Fund* City Administrator Martens informed the Commission that the playground in the Ravinia neighborhood will be paid following approval from the Council except for the boulder that will be delivered and paid for in mid-November. Councilmember Keefe asked about how the Rockford School District land was paid for and how the payment will be completed. Commissioners discussed maintaining current and future park projects and the costs associated with that. City Administrator Martens updated the Commission on the City’s capital improvement plan that has money set aside each year to accommodate these improvements. (Motion carried 7:0) Submitted by Jessica Christensen Buck, Recreation Coordinator CITY OF CORCORAN Parks and Trails Commission Work Session Minutes October 16, 2018 – 6:00pm The Corcoran Parks and Trails Commission met on October 16, 2018 in work session, at City Hall in Corcoran, Minnesota. Present were Chair Anderson, Commissioner Christenson, Commissioner Meister, Commissioner Nybo, Commissioner Regan, and Commissioner Strehler. Commissioner Robran arrived at 6:03 pm. Also present were City Administrator Martens, Councilmember Keefe, and Recreation Coordinator Christensen Buck. 1.Call to Order / Roll Call Chair Anderson called the work session to order at 6:01 pm. 2.Park Master Planning City Administrator Martens gave an overview of previous planning for City Park and the goals of the work session. Commissioners discussed what they would like to see at City Park in the future. At 6:55 pm the work session was recessed for the regularly scheduled Parks and Trails Commission meeting at 6:55 pm. The Commission reconvened at 7:55 pm for the work session. The Commission directed staff to draft a request for proposals for design assistance for further review at the November meeting. 3.Unscheduled Items No unscheduled items were discussed. 4.Adjournment MOTION: made by Regan, seconded by Strehler to adjourn. Attached is the RFP for City Park (20200 County Road 50, Corcoran, MN 55340). Included in the RFP are 2 phases – Phase 1: The company will be reviewing the conditions of the land, acquiring various plans for the land, and presenting a proposal to the City. Phase 2: The City will present the proposals to the Parks and Trails Commission for adjustments. The revised proposals will then be presented to the City Council for approval. Parks and Trails Commission action: Consider a motion to recommend the City Council move forward with the request for proposals. Attachments: Park Master Planning RFP City Park – Request for Proposal Phase 1:  Review adjacent grading plans for public streets (including future right-of-way) and wetlands/stream impacts  Review existing conditions of site including existing vegetation  Review wetland delineation survey of the property  Provide for natural stormwater conveyance where possible  Develop draft grading plan to include the following amenities o Two smaller sized play structures spread out in the park o Multiple baseball/softball fields o Multi-purpose fields o Ample amount of parking for the amenities provided o Trails connecting the amenities o Building for concessions o Restrooms with running water o Sports dome  Locate potential access locations on County Road 10 and County Road 50  Incorporate the cost of turn lanes at access locations  Develop landscape plan to allow as many trees in the northwest corner as possible to remain where they are  Develop line item budget for above items Phase 2:  City will present plans to Parks and Trails commission for review; adjust plans based upon feedback  Parks and Trails Commission will recommend revised plans to City Council for approval Please respond to this proposal with the following information:  Statement confirming ability to develop grading plan, landscape plan, and construction budget as outlined  List of staff to be working on project  Anticipated schedule and cost to complete phase 1  Hourly rate for phase 2 work  Description of work product to be delivered to the City o Narrative, maps, images, etc. 7b. 8200 County Road 116  Corcoran, MN 55340 763-420-2288  www.ci.corcoran.mn.us MEMO Meeting Date: November 20, 2018 To: Parks and Trails Commission From: Jessica Christensen Buck, Recreation Coordinator Re: Park Naming Process ______________________________________________________________________ Following the Parks and Trails meeting on September 18th, Recreation Coordinator Christensen Buck put together 3 themes for park names and examples for each theme. The results are below: Majority of the Commission chose the “Minnesota Wildlife and Natural Resources” theme as their first choice. Second choice was close with “Location Based Names” having one more vote than “Playground Theme Names”. Following the survey, Chairperson Anderson requested some names from “the early days of Corcoran” – the first mayor, postmaster, veterans from Corcoran who served in WWI, WWII, Korea, Vietnam, etc. These require a vetting process to ensure that they are appropriate and the names are not tarnished. With these additional names, the idea of having a story and/or picture of that person at the park was also suggested. This idea could also be used for the “Minnesota Wildlife and Natural Resources” theme. Attachments: None 8a. 8200 County Road 116  Corcoran, MN 55340 763-420-2288  www.ci.corcoran.mn.us MEMO Meeting Date: November 20, 2018 To: Parks and Trails Commission From: Brad Martens, City Administrator Re: County Road Trail Corridor Feasibility Study ______________________________________________________________________ Staff recently became aware of an opportunity to share costs for a feasibility study for trails along County Roads. Costs would be split 50/50 with a maximum county contribution of $20,000. Staff recommends the Commission consider recommending the City initiate a study of the following trail corridors:  County Road 101 between Hackamore Road and County Road 10  County Road 10 between County Road 10 and County Road 116  County Road 116 between Hackamore Road and City Hall Park Dedication funds would be utilized to support the City’s cost share of the feasibility study. If supported by the Council, staff would obtain a proposal to complete the work and then seek support from Hennepin County. Parks and Trails Commission action: Consider a motion to recommend the City Council request a feasibility study be completed for the above trails corridors using park dedication funds for the City contribution. This year-long process was kicked off with a joint City Council/Commission work session on March 16th followed by three community open houses/events and several commission meetings and Council work sessions. The Parks and Trails Commission reviewed at their March 20th meeting, the Planning Commission held a public hearing on April 5th and on April 26th the City Council approved the 2040 Comprehensive Plan for distribution to adjacent jurisdictions for comment. The adjacent jurisdictions have six months to review and comment and then Corcoran will send to the Metropolitan Council to review for compliance with regional systems. 2.Animal Ordinance (city file 17-038). The City has received questions about allowing animals in commercial areas, specifically bees and chickens. The Council considered this item at their January 25th meeting and established a subcommittee to review the issues and bring back a recommendation to the City Council. Staff has the subcommittee recommendation on bees and is awaiting feedback on chickens. Upon receipt, we will present the subcommittee recommendation to the City Council for direction. 3.Southeast District Master Plan and Design Guidelines update (city file 18-012). The draft 2040 Comprehensive Plan anticipates significant changes to the transportation network that make it necessary to update this plan, which is adopted as Appendix B of the Zoning Ordinance. At the April 26th meeting, the Council authorized staff to begin this work . Staff met with Hennepin County and is now drafting road alignments for incorporation into updated plan options. This item is scheduled for review at the November 8th Council Work Session. 4.Nuisance Ordinance ordinance/process update (city file 18-013). The Council has directed staff to be more proactive in the Code Enforcement efforts. Review of the ordinance and policies suggests that updates are needed in several areas. Staff presented the City Council with a work plan and schedule at the May 24th meeting. Staff and the City attorney brought questions to the July 26th Council meeting for direction. A public hearing was held on October 4th and City Council action is expected on October 25th. 5.Development Rights and OS&P ordinance updates (city file 18-014). One of the implementation strategies from the Draft 2040 Comprehensive Plan was to consider amendments to the OS&P ordinance to better reflect City goals. The Council is also considering changes to the development rights program. Staff presented the City Council with a work plan and schedule at the May 24th meeting. The Council discussed at the October 11th Work Session and continued it to a future work session. Agenda Item 9a. MEMORANDUM 2 6. Final Plat for “Rush Creek Run” at 7320 Rolling Hills Road (PID 28-119-23-22-0003) (city file 18- 026). A request for final plat approval has been submitted but is currently incomplete. The preliminary plat for this project was approved on April 26th. This item is scheduled for the October 25th Council meeting. 7. Preliminary Plat, Preliminary PUD and Rezoning for “Pheasant Ridge Second Addition”. (PID 0311923310003, 0311923430005, 0311923410002) (City File 18-029). The Council has reviewed and provided feedback to the applicant on a PUD sketch plan. This formal application for an OS&P subdivision is currently incomplete. Upon receipt of the missing items, staff will schedule this request for Council action. 8. Lot Line Adjustment and Variance for Allen James Pouliot located at 6626 Pioneer Trail (PID 31- 119-23-11-0004) (city file no. 18-030). The applicant is proposing to adjust a lot line between two properties and a variance is required to accommodate the request. The application is currently incomplete. Upon receipt of the missing items, staff will schedule this request for Council action. 9. Lot Combination and Easement Vacation for Tony Maghrak located at 21580 Sicora Lane (PID 09-119-23-11-0003) (city file no. 18-031). The applicant is proposing consolidate two properties and an easement vacation is required along the eliminated lot line. The item is scheduled for Council action on November 19th. 10. Kottke Development Rights Appeal for 22901 Oakdale Drive (PID 05-119-23-31-0001) (city file no. 18-032). The applicant is appealing the number of development rights on the Development Rights Map. The item is scheduled for Council action on October 25th. 11. Ravinia 10th Addition Final PUD Development Plan and Final Plat (PID 3611923430040 and 3611923430041) (city file no. 18-034). The application had been scheduled for Planning Commission review on November 1st and City Council action on November 19th. Also, there are several projects that have been approved, but are still not filed and closed out: 1. Corcoran Business Park (City file 06-005). The City Council granted a one-year extension to the final plat approval, which expired on April 12, 2011. Staff has spoken to the applicant and is still working to close out this project. Staff has spoken to the applicant and will schedule a meeting when more information is available on the Loretto sewer project. 2. Hope Ministries Conditional Use Permit for Cemetery and Vacation of Drainage & Utility Easement at 19951 Oswald Farm Road (City file 12-002). Hope Ministries submitted a request for a conditional use permit to allow a cemetery west of the existing church. The application was approved by the City Council on March 22nd and site work had begun. The letter of credit for site improvements has been released, but we are holding the escrow pending completion of the approved landscaping. The applicant has indicated that they are considering a site plan amendment application to modify the approved plans. Staff met again with Pastor Brian Lother in July 2017 to discuss the outstanding issues and future expansion plans on the property. 3. Sawgrass Preliminary Plat, Preliminary PUD Development Plan and Rezoning for Schendel property at 20400 County Road 10 (City file 14-027). The City Council approved the request on December 11, 2014 and granted the applicant 2 years to apply for the final plat and final PUD development plan. Peachtree Partners did not buy the property, but a different developer could still proceed with the approved plan. On December 9, 2016, the applicant submitted a written request to extend the approvals for an additional year. Staff recommended that this request be reviewed by the City Council, but adequate time was not provided to place this on a Council agenda prior to expiration. Staff administratively approved an extension until February 28, 2017 so that this request for extension could be considered at the February 23, 2017 Council meeting. At that meeting, the City Council approved a one year extension. The City Council approved another one year extension at the January 25, 2018 meeting. MEMORANDUM 3 4. Commercial Door Addition at 7670 Commerce Street (City file 15-010) The City received an application for approval of a building addition, which required a conditional use permit, interim use permit, variance and site plan approval. The project was reviewed at a public hearing at the June 4th Planning Commission meeting and was approved by the City Council on June 25th. The required landscaping will be finalized and constructed after the downtown infrastructure project is completed. The City will release the remaining escrow when the planting is completed. 5. Private Drive Ordinance Amendment (City file 16-003). The City Council approved an ordinance amendment allowing private drives in the Rural Residential district, subject to certain conditions. However, after adoption the City Council directed staff to revisit this issue and consider an ordinance amendment to eliminate the requirement that private drives off paved roads must be paved. The City Council approved the amendment on May 26th. The Council also identified additional issues that should be reviewed and discussed at a future date. 6. *Right-of-Way, Small Cell and DAS Ordinance Amendment (City file 17-039). Minnesota’s telecommunications right-of-way user state law (SF1456), regarding small wireless facilities, was signed into law on May 30, 2017. It grants wireless service providers access to the public right-of-way to construct, maintain and operate small wireless facilities and wireless support structures. Various sections of the city and zoning code need to be amended to be consistent with state law. At their January 25th meeting, Council directed staff to prepare a draft ordinance and schedule for a Public Hearing at the Planning Commission and Council action. Staff presented a draft at the June 28th Council meeting. A public hearing was held at the August 2nd Planning Commission and the Council approved at the August 23rd City Council meeting. The summary ordinance was approved at the September 13th Council meeting. 7. Natural Resource Protection Ordinance (city file 18-010). The Council directed staff to look at options to preserve trees and natural resources to maintain the rural character of the community in both rural and urban areas. Staff presented for Council review at the May 24th meeting and the Council tabled this item. 8. Sketch Plan for “Edgewater of Corcoran” at 19220 County Road 10 (PID 25-119-23-14-0003 and 25-119-23-14-0002) (City file 18-018). Trek Development, Inc. has submitted a sketch plan for a residential development with a senior living continuum of care complex, apartment and single family homes. The Council reviewed the sketch plan at the May 24th meeting and indicated support. 9. *Shoulak Ordinance Amendment (city file 18-020)/Lindblad Ordinance Amendment (city file 18- 024). James Shoulak and Marie Lindblad applied separately for ordinance amendments to allow a type of event center in residential areas. While the individual requests are slightly different, the concept of event centers is similar and staff has notified both applicants that we will process the requests concurrently. A public hearing was held at the August 2nd Planning Commission and the Council approved at the August 23rd City Council meeting. The summary ordinance was approved at the September 13th Council meeting. 10. *Ordinance Amendment for Financial Guarantees (city file 18-025). At the May 24th meeting, the City Council directed staff to revert to the previous policy regarding financial guarantees and to amend the ordinance to reduce the required amount from 125% to 100% of the cost of improvements. A public hearing was held at the August 2nd Planning Commission. The Council reviewed this at the August 23rd City Council meeting requested additional revisions to clarify our policy and it was adopted on September 13th. 11. *Final Plat and Final PUD Development Plan for “Encore” at 9975 County Road 101 (PID 1211923120001) (city file 18-027). The preliminary plans were approved by the City Council in June. A request for final plat approval has been submitted and staff is reviewing for completeness. This application is for Phase 1, which will plat the Newman property and create 79 lots (78 home lots plus the activity center). This item was reviewed by the Planning Commission on October 4th and the City Council approved it on October 11th. MEMORANDUM 4 12. *Final Plat and Final PUD Development Plan for “Final Plat and Final PUD for the Refuge at Rush Creek (PID 03-119-23-13-0002) (City File 18-028). This project was formerly known as “Fehn Meadows 2nd Addition” and was approved by the City Council in June. The item was reviewed by Planning Commission review on September 6th and approved by the City Council on September 27th. 13. *Certificate of Compliance for Jeff Schalo at 21105 Co Rd 10 (PID 15-119-23-34-0007) (city file 18-033) The Certificate of Compliance for the grain bin was administratively approved. 9b. 8200 County Road 116  Corcoran, MN 55340 763-420-2288  www.ci.corcoran.mn.us MEMO Meeting Date: November 20, 2018 To: Parks and Trails Commission From: Jessica Christensen Buck, Recreation Coordinator Re: Recreation Coordinator Update ______________________________________________________________________ The following is a summary of what Recreation Coordinator Christensen Buck has been overseeing since the last meeting.  Baseball: Met with the Rockford and Hanover Associations to discuss the plans for the 2019 season including having the teams play each oth er and a potential tournament. Additionally, put together an inventory of the baseball equipment.  Night to Unite: Continued working on a timeline for 2019 planning.  Corcoran Soccer Association: Met with the Corcoran Soccer Association to discuss their thoughts on how the 2018 season went and improvements that they recommended for 2019 with the City beginning to oversee it. Put together an inventory of the soccer equipment.  Other: Sent out information to the local high schools regarding the ice rink attendant position, continued updating the 2019 shelter and fields application, began looking at youth athletics photo bids, and prepared materials for the Parks and Trails meeting.
