Corcoran Parks and Trails Meeting Minutes
September 18, 2018 - 7:00 pm
The Corcoran Parks and Trails Commission met on September 18, 2018, at City Hall in Corcoran, MN.
Present were Commissioners – Anderson, Christenson, Nybo, Regan, and Strehler.
Also present were City Administrator Martens, Councilmember Schultz, and Recreation Coordinator
Christensen Buck.
Commissioner Robran arrived at 7:50 pm.
Absent was Commissioner Meister.
1. Call to Order / Roll Call
Chairperson Anderson called the meeting to order at 7:00 pm.
2. Pledge of Allegiance
Chairperson Anderson invited all in attendance to rise and join in the Pledge of Allegiance.
3. Agenda Approval
a. Agenda
Chairperson Anderson requested the addition of 6a. for an introduction of Phillip Christenson, the
newest Parks and Trails Commissioner.
Motion: Made by Nybo, seconded by Regan, to approve the agenda with the addition of 6a.
Voting Aye: Anderson, Christenson, Nybo, Regan, and Strehler.

4. Minutes
a. Minutes – August 21, 2018*
Motion: Made by Nybo, seconded by Strehler, to approve the minutes as presented.
Voting Aye: Anderson, Christenson, Nybo, Regan, and Strehler.

5. Open Forum - None
6. Presentations
a. Introduction of new Commission member
Chairperson Anderson introduced Commissioner Christenson. Commissioner Christenson provided
the Commission with an overview of himself. Chairperson Anderson also introduced
Councilmember Schultz to the Commission who was recently appointed at the September 13th City
Council meeting.
7. Unfinished Business
a. Park Master Planning Update – Wetland Delineation*
City Administrator Martens updated the Commission on the results from the wetland delineation at
City Park stating that most of the park is in usable condition. City Administrator Martens discussed
the next steps with the Commissioners including holding a work session on October 16th, 2018 at 6
pm to recap prior research and put together a new document to submit to Council.
Motion: Made by Nybo, seconded by Regan, to schedule a work session on October 16th, 2018 at
6 pm.
Voting Aye: Anderson, Christenson, Nybo, Regan, and Strehler.

b. Fusion soccer update
City Administrator Martens updated the Commission of Fusion Soccer Club’s ask regarding City
Park usage, stating that currently it is for too much in terms of space and amount of time they would
need it for. The City and subcommittee declined the current ask, but may consider a 5-10 acre area
for them to use in the future.
8. New Business
a. Park Naming Process*
Recreation Coordinator Christensen Buck provided the Commission with an overview of what other
cities use for park naming processes. The Commissioners discussed possible options for themes
and decided they would like to see themes and examples put together by staff in a survey for the
Commission to vote on.
9. Reports/Information
a. Active Planning Applications – Informational only*
City Administrator Martens informed the Commission that the Bellwether development, which has
an open space park, will be on the October 11th City Council meeting. Chairperson Anderson
mentioned that there is an open space park in Ravinia as well.
b. Recreation Coordinator Update*
Recreation Coordinator Christensen Buck updated the Commission on tasks she has been working
on including fall baseball, ice rinks, and the neighborhood park build in the Ravinia development.
10. Subcommittee & Miscellaneous Reports
a. City Council Report – Councilmember Schultz*
Councilmember Schultz gave an overview of the August 23rd meeting including the Parks and Trails
15 year anniversary. The Commission discussed the City Hall remodel’s finance plan including
borrowing money with interest from the park dedication or sewer funds. Commissioners discussed
the possible options for the remodel including updating, adjusting, and expanding the space in City
Hall.
b. Garden Club Report
Chairperson Anderson updated the Commission on the most recent meeting which took place at
Heidi’s Growhaus where they had a fall planter party attended by approximately 5-6 individuals.
c. Elm Creek Watershed Commission Report – Sharon Meister
City Administrator Martens updated the Commission on the watershed pushing forward a livestock
management policy that will have an impact on Corcoran and the initial review of the Bellwether
development with regard to irrigating using water from the wetland.
d. Park Dedication Fund*
Commissioner Nybo asked if Burke/St. Croix Recreation received payment for the playground in
Ravinia. Chairperson Anderson informed the commission that the Garden Club will be helping with
trimming the trees in the Memorial Garden and Public Works will replace lights and mulch.
11. Other Business/Announcements
Commissioner Robran asked to be updated on the open space park in the Ravinia development in
an effort to start planning for it. Commissioners informed Robran of the work session scheduled for
October 16th, 2018.
12. Commissioner Liaison Calendar
City Council Meetings
City Administrator Martens gave an overview of attending City Council meetings to Commissioner
Christenson and asked if he would be willing to attend the meeting on October 11th, 2018.
Commissioner Christenson stated that he would check his schedule.
