HomeMy WebLinkAbout2018-06-19 Parks and Trails Minutes CITY OF CORCORAN Parks and Trails Commission Meeting Minutes June 19, 2018 - 7:00 pm The Corcoran Parks and Trails Commission met on June 19th, 2018, at City Park, 20200 County Road 50 in Corcoran, MN. Present were Commissioners - Anderson, Meister, Regan, and Robran. Also present were City Administrator Martens. Absent were Commissioners Krueger, Nybo, and Strehler. 1. Call to Order / Roll Call Chairperson Anderson called the meeting to order at 7:20 pm. 2. Pledge of Allegiance Chairperson Anderson invited all in attendance to rise and join in the Pledge of Allegiance. 3. Agenda Approval a. Agenda City Administrator Martens requested the addition of 8b. Memorial Garden Maintenance. Motion: Made by Robran, seconded by Meister, to approve the agenda as amended. Voting Aye: Anderson, Meister, Regan, and Robran. (Motion carried 4:0) 4. Minutes a. Minutes – May 29, 2018 Motion: Made by Robran, seconded by Regan, to approve the minutes as presented. Voting Aye: Anderson, Meister, Regan, and Robran. (Motion carried 4:0) 5. Open Forum - None 6. Presentations – None 7. Unfinished Business a. Boardwalk Trail Discussion City Administrator Martens presented information from a report created by Jessica Christensen Buck, Recreation Coordinator related to preferred boardwalk style for the proposed Encore development. Commissioners discussed boardwalk width, materials, various designs from different projects, and opportunities for a bump out overlook. Commissioners directed staff to request an 8’ wide boardwalk to match other trail widths with a railing similar to the Jidana example or with cable railings and to use composite materials. Commissioners also requested a bump out overlook somewhere over the wetland. 8. New Business a. Shared Use of Park at 20400 County Road 50 City Administrator Martens informed the Commission of an opportunity to lease a portion of the newly acquired athletic space to a soccer group. Commissioners discussed possible revenue, available space, priorities for use, cost of construction of facilities, and possible length of an agreement. Staff was directed to receive additional information for consideration. b. Memorial Garden Maintenance The Parks and Trails Commission discussed hiring someone to provide design services for the Memorial Garden to develop a plan. Chair Anderson shared he had spoken to Roz Milbrandt who supported the idea. Commissioners directed staff to proceed with hiring Heidi’s Grow Haus to assist with design services for the Memorial Garden CITY OF CORCORAN 9. Reports/Information a. Active Planning Applications Commissioners discussed upcoming planning items and their impact on the parks system. b. Recreation Coordinator Update Commissioners were updated on recreation programming activities completed by Jessica Christensen Buck. Commissioners discussed the possibility of increasing hours for the position in 2019. c. Resignation Notice – Trish Krueger Commissioners were informed that long-time Commissioner Trish Krueger is resigning from the Parks and Trails Commission. 10. Subcommittee & Miscellaneous Reports a. City Council Report City Administrator Martens updated the Commission on City Council activities. b. Garden Club Report Chair Anderson provided an update on the activities of the Garden Club which included a recent plant exchange. c. Elm Creek Watershed Commission Report – Sharon Meister Commissioner Meister provided an update on a recently completed sub-watershed assessment. d. Park Dedication Fund Commissioners reviewed the fund. 11. Other Business/Announcements - None 12.
