HomeMy WebLinkAboutResolution 2018-17 Approving Final Plat and Development for Ravinia 9th AdditionCity of Corcoran County of Hennepin State of Minnesota Motion By: Botterna Seconded By: Keefe February 22., 2018 APPROVING FINAL PLAT AND DEVELOPMENT CONTRACT FOR "RAVINIA 9TH ADDITION" FOR PROPERTY AT GLEASON ROAD AND COUNTY ROAD 101 (CITY FILE 17-042) WHEREAS, The Lennar Corporation ("the applicant") has requested approval of a preliminary plat for 49 single family homes and one outlot on property legally described as: Outlot A, RA VINIA 7TH ADDITION. Except that part of said Outlot A, RA VINIA 7TH ADDITION, described as commencing at the northwest comer of Lot 5, Block 4. said RA VINIA 7TH ADDITION; thence North 70 degrees 31 minutes 28 seconds East along the northwesterly line of said Block 4 a distance of 128.59 feet to an angle point of said Block 4; thence North 55 degrees 25 minutes 36 seconds East a distance of 113.79 feet to an angle point of said Block 4; thence North 04 degrees 55 minutes 33 seconds East a distance of 19.48 feet to the north comer of Lot 1, said Block 4, RA VINIA 7TH ADDITION, being the point of beginning; thence North 04 degrees 55 minutes 33 seconds East a distance of 4.11 feet; thence North 86 degrees 40 minutes 58 seconds East a distance of 156.93 feet; thence South 03 degrees 19 minutes 02 seconds East a distance of 48.58 feet to an angle point in the west right of way line of Primrose Court; thence South 03 degrees 19 minutes 02 seconds East along said west right of way line of Primrose Court a distance of 18.03 feet to the northeast comer of said Lot 1; thence North 71 degrees 39 minutes 36 seconds West along the northeast line of said Lot I a distance of 169.48 feet to the point of beginning. Also., except that part of said Outlot A, RA VINIA 7TH ADDITION, described as commencing at the north comer of Lot 7, Block 2, said RA VINIA 7TH ADDITION; thence South 56 degrees 24 minutes 07 seconds West along the northwest line of said Lot 7 and Lot 8, said Block 2, RA VINIA 7TH ADDITION a distance of 149.69 feet to the northwest comer of said Lot 8, being the point of beginning.- thence South 21 degree 42 minutes 05 seconds West a distance of 66.18 feet; thence South 14 degrees 20 minutes 32 seconds East a distance of 121.78 feet to the northwesterly right of way line of Primrose Lane; thence northeasterly a distance of 17.39 feet along said northwesterly right of way line of Primrose Lane being a curve concave to the northwest, having a radius of 250.00 feet, a central angle of 3 degrees 59 minutes 09 seconds and a chord that bears North 54 degrees 31 minutes 59 seconds East a distance of 17.39 feet to the south comer of Lot 9, Block 2, said RA VINIA 7TH ADDITION; thence North 21 degrees 14 minutes 49 seconds West along the southwest line of said Lot 9 a distance of 99.62 feet to the west comer of said Lot 9; thence North 11 degrees 58 minutes 56 seconds East along the northwest line of said Lot 9 and Lot 8 a distance of 78.24 feet to the point of beginning. For the purpose of this description, the north line of Outlot A, RA VINIA 7TH ADDITION is assumed to bear South 88 degrees 34 minutes 20 seconds East. Page 1 of 3 City of Corcoran County of Hennepin State of Minnesota February 22, 2018 NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORCORAN, MINNESOTA, that the Corcoran City Council approves the request for a final plat; and; FURTHER, that the development contract for said plat shall be completed by city staff and the Mayor and that the City Administrator be authorized to execute the development contract on behalf of the City; and FURTHER, that the approval is granted based on the following findings and conditions: 1. A final plat is approved to allow the creation of 49 single family lots and one outlot in accordance with the application materials and plans received by the City on December 197 2017 and revisions received on January 9, 2018 and February 1, 2018, except as amended by this resolution. 2. Approval is contingent upon City Council approval of the final PUD development plan for Ravinia 9th Addition. The developer shall comply with all conditions of final PUD development plan approval. 3. Development is subject to the Ravinia preliminary approvals and amendments, except as otherwise amended. 4. The developer must submit a final plat for each future phase of development. No final approvals are granted at this time for future phases. 5. The development contract must be executed by the developer and the City and must be filed with the final plat. 6. Park dedication was calculated for the entire development. No park dedication is due with this phase. 7. The applicant shall comply with all requirements of the City Engineer's memo, dated January 22, 2018. 8. The following conditions be met prior to issuance of building permits: a. The applicant must file the final plat at Hennepin County within 2 years of the date of approval or the approval shall expire. b. All drainage and utility easements shall be staked, surveyed and properly recorded prior to beginning any work on site. c. Wetland buffer monument signs must be purchased from the City and installed by the applicant in accordance with the standards in Section 1050.010. d. The applicant must record the approving resolutions and associated documents at Hennepin County and provide proof of recording to the City. e. The applicant shall provide the approved preliminary and final plan drawings to the City in an electronic (AutoCAD) format. Lot corner monuments shall be installed as required by the Subdivision Ordinance. As part of the development contract, a financial guarantee shall be required as part of the development contract to ensure installation per city requirements.
