Parks and Trails Commission Meeting Minutes
January 16, 2018 - 7:00pm
The Corcoran Parks and Trails Commission met on January 16, 2018, at City Hall in Corcoran, MN.
Present were, Commissioners - Anderson, Krueger, Nybo, and Strehler.
Commissioner Robran arrived at 7:03 pm.
Also present was City Administrator Martens.
1. Call to Order / Roll Call
Chairperson Anderson called the meeting to order at 7:00 pm.
2. Pledge of Allegiance
Chairperson Anderson invited all in attendance to rise and join in the Pledge of Allegiance.
3. Chairperson and Vice-Chairperson Election
City Administrator Martens provided an overview of the process for electing a Chairperson and
Vice-Chairperson for the Commission.
Motion: Made by Nybo, seconded by Strehler, to appoint Tom Anderson as Chairperson for 2018
Voting Aye: Anderson, Krueger, Nybo, and Strehler
(Motion carried 4:0)
Motion: Made by Nybo, seconded by Strehler, to appoint Trish Krueger as Vice-Chairperson for
2018
Voting Aye: Anderson, Krueger, Nybo, and Strehler
(Motion carried 4:0)
4. Agenda Approval
a. Agenda
Motion: Made by Nybo, seconded by Krueger, to approve the agenda as presented.
Voting Aye: Anderson, Krueger, Nybo, Robran, and Strehler

5. Minutes
a. Minutes – December 19, 2017
Commissioner Krueger noted that the minutes should be updated to reflect Commissioner Nybo on
the board of the Corcoran Athletic Association.
Motion: Made by Krueger, seconded by Nybo, to approve the minutes as modified.

8. Unfinished Business - None
9. New Business
a. PUD Amendment for Ravinia 9th Addition
City Administrator Martens provided a brief overview of the request. Danyelle Pierquet of Landform
presented each request specifically and provided further information from conversations she has
had with experts. Commissioners discussed tree species, the need for tree diversity, property
planting techniques, warranty terms, and overall responsibilities.
Motion: Made by Robran, seconded by Krueger, to recommend action on the request as presented
by staff.
Voting Aye: Anderson, Krueger, Nybo, Robran, and Strehler

CITY OF CORCORAN
a. Annual Report and 2018 Priorities
City Administrator Martens presented the draft memo from the Parks and Trails Commission to the
City Council. Commissioners discussed priorities for 2018 and the level of detail to include in the
memo. Chair Anderson suggested adding a priority to support the transition from athletic
association programming to City staff programming.
Motion: Made by Robran, seconded by Krueger, to direct staff to draft the memo with the
recommended addition. Commissioners discussed Chair Anderson’s role in his presentation to the
Council.

10. Reports/Information
a. Active Planning Applications
City Administrator Martens answered questions from Commissioners related to the report.
b. Commissioner Term Update
City Administrator Martens updated the Commission on upcoming expiring terms. Commissioners
discussed the importance of the work completed by the Commission and the strong support of the
City Council for their recommendations.
11. Subcommittee and Miscellaneous Reports
a. City Council Report
City Administrator Martens answered questions from Commissioners related to the report.
b. Garden Club Report
Chair Anderson informed the Commission that the group would be meeting soon to plan 2018
activities. Commissioners discussed the upcoming 2018 tree giveaway noted in the recent City
newsletter.
c. Elm Creek Watershed Commission Report
City Administrator Martens informed the Commission that Public Works Director Kevin Mattson was
attending the meetings alongside Commissioner Sharon Meister.
d. Park Dedication Fund
Commissioners reviewed the report.
12. Other Business/Announcements
Commissioner Robran discussed the City gambling fund and its availability and use for parks
related activities. Commissioner Robran informed the Commission that 2018 Country Daze
planning is beginning with meetings taking place the third Wednesday of each month.
13. Commissioner Liaison Calendar
Commissioner Strehler took the liaison role for the January 25th Council meeting.

Motion: Made by Krueger, seconded by Nybo, to adjourn the meeting at 8:16 pm.
