Both of these positions are for a term of one year. The 2017 Chairperson was Tom Anderson and the Vice-Chairperson was Trish Krueger. Although the City Code states that the commission shall "elect" a chairperson, it does not define how that process happens. Staff recommends the Parks and Trails Commission use the motion, second, and vote process to select both the Cha irperson and Vice-Chairperson. Attachment: N/A CITY OF CORCORAN Item 5a. Parks and Trails Commission Meeting Minutes December 19, 2017 - 7:00pm The Corcoran Parks and Trails Commission met on December 19, 2017, at City Hall in Corcoran, MN. Present were, Commissioners - Anderson, Krueger, Meister, Nybo, and Regan. Commissioner Strehler arrived at 7:02 pm; Commissioner Robran arrived at 7:05 pm. Also present was Councilmember Keefe and City Administrator Martens. 1.Call to Order / Roll Call Chairperson Anderson called the meeting to order at 7:00 pm. 2.Pledge of Allegiance Chairperson Anderson invited all in attendance to rise and join in the Pledge of Allegiance. 3.Agenda Approval a.Agenda Motion: Made by Meister, seconded by Nybo, to approve the agenda with the addition of item 8b. Rockford School District Property Discussion. Voting Aye: Anderson, Krueger, Meister, Nybo, and Regan (Motion carried 5:0) 4.Minutes a.Minutes – October 17, 2017 Motion: Made by Nybo, seconded by Krueger, to approve the minutes as presented. Voting Aye: Anderson, Krueger, Meister, Nybo, Regan, and Strehler (Motion carried 6:0) 5.Open Forum - None 6.Presentations - None 7.Unfinished Business a.Ravinia Neighborhood Park Planning Meeting Recap and RFP City Administrator Martens and Commissioners provided a recap of the October neighborhood meeting related to the proposed Ravinia Neighborhood Park. City Administrator Martens discussed the next steps in the process including the proposed request for proposals. Commissioners discussed the timing of the park improvements, financial considerations, and overall park design. Motion: Made by Robran, seconded by Krueger, to recommend the City Council approve the request for proposal and direct staff to issue the request for proposal. Voting Aye: Anderson, Krueger, Meister, Nybo, Regan, Robran, and Strehler (Motion carried 7:0) 8.New Business a.Corcoran Athletic Association Operations City Administrator Martens and Kevin Dale of the Corcoran Athletic Association provided a background of the association and challenges related to operations, the upcoming registration process including fees, and board oversight. Commissioners discussed roles of the Corcoran Athletic Association and Corcoran Soccer Association as well as a possibility of combining the groups, the need for a full-time recreation employee to manage recreation activities, fees proposed, timing of the part-time recreation coordinator position, and the possibility of the Parks and Trails Commission becoming the Board of Directors for the Corcoran Athletic Association. Motion: Made by Robran, seconded by Regan, to direct Kevin Dale to set the season schedule and fees for 2018. Voting Aye: Anderson, Krueger, Meister, Nybo, Regan, Robran, and Strehler (Motion carried 7:0) CITY OF CORCORAN Item 4a. Commissioners Anderson and Krueger volunteered to be on the Board of Directors for the Corcoran Athletic Association for 2018. b. Rockford School District Property Discussion City Administrator Martens informed the Parks and Trails Commission that the Rockford School District Board of Education had authorized administrative staff to proceed with the possible sale of the 59.95 acre property at 20400 County Road 50. Commissioners discussed the use of Park Dedication funds for a possible purchase and the need to retain sufficient funds to develop parks, the need for future additional athletic space in the future as 60 acres is not enough for all of future Corcoran, the location and cost of the property as compared to Roehlke property, proximity and potential connection to downtown Corcoran, and visual challenges for parents due to the topography of the property. Councilmember Keefe provided background related to City Council discussions on park property in Corcoran. Motion: Made by Robran, seconded by Regan, to recommend the City Council pursue the purchase of the School District property for the purpose of constructing athletic fields for the City of Corcoran at a cost at fair market value; recommend use of bonding/general funds along with park dedication funds to pay off the bonds while conserving sufficient park dedication funds to develop the park. Subcommittee and Miscellaneous Reports a. City Council Report Councilmember Keefe provided an update of City Council activities and answered questions of the Commission. b. Garden Club Report Chair Anderson and Commissioner Meister shared that planning for 2018 activities would begin in the upcoming months. c. Elm Creek Watershed Commission Report – Sharon Meister Commissioner Meister provided a recap of the recent public meeting for the sub-watershed assessment project and a recent wetland violation that took place in Corcoran. d. Park Dedication Fund Commissioners reviewed the report. 11. Other Business/Announcements City Administrator Martens informed the Commission that grant applications for the Hennepin County Youth Sports program were not funded for 2018. 12. Commissioner Liaison Calendar Commissioner Meister took the liaison role for the December 28th Council meeting. 13. TO: Corcoran Parks and Trails Commission FROM: Kendra Lindahl and Danyelle Pierquet, Landform D ATE: January 11, 2018 for the January 16, 2018 Parks and Trails Commission Meeting RE: PUD Amendment for Ravinia 9th Addition (City File 17-042) 120-DAY REVIEW: March 10, 2018 1.Application Request The Parks and Trails Commission should review and make a recommendation on the requested PUD amendment regarding landscaping. 2.Context The City Council approved the Ravinia rezoning to PUD (Planned Unit Development), Preliminary PUD Development Plan and Preliminary Plat on December 23, 2013. The Final PUD Development Plan and Final Plat for Phase I was approved by City Council on April 24, 2014. There have been eight phases of Ravinia granted final approval and several PUD amendments since the 2014 approval. 3.Analysis of Request The applicant has submitted a request for final PUD development plan and final plat approval for Ravinia 9th Addition. As part of that request, they have requested a PUD amendment to modify the approved landscape plan and standards. Staff have been working with Lennar to correct several landscaping issues. We met with Lennar to review the required corrections and notified them that the corrections must be completed in spring/summer of 2018. The City will also require that Lennar’s Project Landscape Architect of Record certify that all landscaping is installed per plan. As part of that discussion, the Lennar’s team asked that the planting standards be modified. They have submitted this PUD amendment with those requests and staff felt that it would be appropriate for the Parks and Trails Commission to provide a recommendation on their requests. The Lennar request is in italics below followed by the staff recommendation: Agenda Item: 9a. Ravinia 9th (city file 17-042) 2 January 16, 2018 1. We would like to remove gingkoes and sugar maples varieties from the approved planting list. We are requesting to substitute elm varieties for ginkgoes and red maple varieties for sugar maples. This is due to the fact that gingkoes in the required size are in limited supply and the recent sugar maple harvests have not produced high quality specimens. Red maples are out performing the sugar maples. Our landscape installers are also suggesting Patriot Elms and Red Pointe Maples as substitutions. Staff supports Approval of this item with the condition that tree diversity within the project must still meet diversity standards per City Code. Section 1060.070 of the Zoning Ordinance simply states, “No more than 33 percent of the required number of trees shall be of one species.” 2. We are also asking consideration to modify the planting details. Our landscape architect and installers feel that some of the standard notes, although common practice in 2013, are not necessary any longer and there is no need to have them on the plans. It has been proven that trees can be planted and survive well without adhering to the following: a. Removed reference to tree wrap. It is no longer a standard practice. Staff supports Approval of this item with Conditions. University of Minnesota Extension continues to recommend tree wrap for, “young trees, newly planted trees, and thin-barked trees… in order to prevent sub scald”. Tree wrap may be implemented at the discretion of the Owner’s Project Landscape Architect of Record with the caution that trees suffering sun scald at the end of the warranty period will be subject to replacement or additional mitigation measures to correct the damage. City approval of mitigation measures will be required if any are proposed. b. Changed staking to an option at contractor discretion. Tree staking is not necessary. Staff supports Approval of this item with Conditions. Tree staking is not required unless necessary to maintain trees in a plumb condition where vandalism, soil or wind conditions are a problem. Tree staking shall be maintained during warranty period and removed after one year. Out of plumb trees shall be corrected in a timely manner such that damage to the tree or public safety is avoided. Lack of attention to this issue by the Owner or their representative in a timely manner will not release them from correction of the issue if the tree becomes established in an out of plumb condition. c. Removed notes requiring inspection of root ball, but maintained note requiring tree to be planted at the correct height, regardless of installation method used. Staff supports Approval of this item with Conditions. Trees must continue to meet industry standards for quality. ANSI A300 standards are the generally accepted industry standards for tree care practices. American Standard for Nursery Stock (ANSI Z60.1-2004) provides guidance related to terminology and measurements of Ravinia 9th (city file 17-042) 3 January 16, 2018 nursery stock. Both are suitable reference standards in serving to define quality for the purposes of this request. d. Added notes allowing for contractor discretion in leaving twine and burlap in place if biodegradable (must be followed up after 1 year to verify degradation has occurred). We do use biodegradable burlap and twine and prefer not to have to remove it prior to planting or on trees that have already been planted until 1 year has passed. Staff recommends Denial of this request. The means and methods detailed on the approved plans and specifications should remain. Rope, twine, burlap and wire baskets must be removed per the approved plans and specifications. This is also consistent with the City of Corcoran detail plates. 3. Modify original PUD Sub-Monument to smaller triangular “Modified PUD Sub-Monument. Staff supports Approval of this item. Landscaping is an important part of a healthy neighborhood and community and serves as the City’s “green infrastructure”. Ensuring quality plantings and installation helps ensure long term survivability of the trees and reducing long term maintenance costs. The Commission recommendations will be shared with the City Council. 4. Recommendation Move to recommend the approval of the staff recommendations. Attachments a. Phasing Map b. Staff has drafted a memo to the Council from the commission on accomplishments from 2017. It is requested the commission discuss the priorities for 2018 to be included in the memo. This year-long process was kicked off with a joint City Council/Commission work session on March 16th followed by a community open house on April 17th and several commission meetings and Council work sessions. The next Council work session is scheduled for January 18th. The next public event is an open house tentatively scheduled for January 29, 2018. 2.Sign Ordinance Update (city file 17-033). The Council asked staff to bring back options for increasing the amount of dynamic message boards allowed in the City. At the October 26th meeting, the Council directed staff to schedule this item for a public hearing at the Planning Commission to increase the allowed area of dynamic sign to 60% and reduce the message change limit from 12 to 6 seconds. This item is scheduled for a public hearing at the January 4th Planning Commission meeting and the January 25th Council meeting. 3.Pheasant Acres Golf Club at 10705 County Road 116 (city file 17-035). Pheasant Acres has applied for a site plan amendment and variance to allow the replacement and expansion of two accessory buildings. The item is scheduled for Planning Commission review on January 4th and City Council action on January 25th. 4.Bass Lake Estates Final PUD Development Plan and Final Plat at 19235 and 19219 CR 10 (PID 2511923440002 and 2511923440003) (City file 17-036). The Final PUD Development Plan is scheduled for review at the January 4th Planning Commission meeting. The Final Plat, Development Agreement and Final PUD Development Plan will be reviewed by the Council on January 25th. The City will review a request from the applicant on a waiver from the City’s financial guarantee policy at the December 28th meeting. 5.Dog Kennel Ordinance Update (City file 17-037). The Council directed the Planning Commission to review the Kennel standards in the ordinance and make a recommendation about whether any changes are needed. The Commission discussed the item at their October 5th meeting and asked that it be placed on a future meeting agenda for more discussion. Staff will place this on the January meeting 4th Planning Commission meeting for additional discussion. 6.Animal Ordinance (city file 17-038). The City has received questions about allowing animals in commercial areas, specifically bees and chickens. Staff will prepare a memo for the January 25th meeting to discuss the issues and get Council direction on possible ordinance amendments. Agenda Item 10a. MEMORANDUM 2 7. Small Cell and DAS Ordinance Amendment (City file 17-039). Minnesota’s telecommunications right-of-way user state law (SF1456), regarding small wireless facilities, was signed into law on May 30, 2017. It grants wireless service providers access to the public right-of-way to construct, maintain and operate small wireless facilities and wireless support structures. Various sections of the city and zoning code need to be amended to be consistent with state law. Staff will prepare a memo for January 25th Council meeting to outline the issues. This could be schedule for a Public Hearing at the Planning Commission and Council action in March/April. 8. SAC Wireless Administrative Permit for new Antenna on the existing tower at 23400 County Road 10 (PID 07-119-23-43-0004) (city file no. 17-040). The applicant is currently incomplete. The permit can be administratively approved. Also, there are several projects that have been approved, but are still not filed and closed out: 1. Corcoran Business Park (City file 06-005). The City Council granted a one-year extension to the final plat approval, which expired on April 12, 2011. Staff has spoken to the applicant and is still working to close out this project. Staff has spoken to the applicant and will schedule a meeting when more information is available on the Loretto sewer project. 2. Hope Ministries Conditional Use Permit for Cemetery and Vacation of Drainage & Utility Easement at 19951 Oswald Farm Road (City file 12-002). Hope Ministries submitted a request for a conditional use permit to allow a cemetery west of the existing church. The application was approved by the City Council on March 22nd and site work had begun. The letter of credit for site improvements has been released, but we are holding the escrow pending completion of the approved landscaping. The applicant has indicated that they are considering a site plan amendment application to modify the approved plans. Staff met again with Pastor Brian Lother in July 2017 to discuss the outstanding issues and future expansion plans on the property. 3. Sawgrass Preliminary Plat, Preliminary PUD Development Plan and Rezoning for on Schendel property at 20400 County Road 10 (City file 14-027). The City Council approved the request on December 11, 2014 and granted the applicant 2 years to apply for the final plat and final PUD development plan. Peachtree Partners did not buy the property, but a different developer could still proceed with the approved plan. On December 9, 2016, the applicant submitted a written request to extend the approvals for an additional year. Staff recommended that this request be reviewed by the City Council, but adequate time was not provided to place this on a Council agenda prior to expiration. Staff administratively approved an extension until February 28, 2017 so that this request for extension could be considered at the February 23, 2017 Council meeting. At that meeting, the City Council approved a one year extension. 4. Commercial Door Addition at 7670 Commerce Street (City file 15-010) The City received an application for approval of a building addition, which required a conditional use permit, interim use permit, variance and site plan approval. The project was reviewed at a public hearing at the June 4th Planning Commission meeting and was approved by the City Council on June 25th. The required landscaping will be finalized and constructed after the downtown infrastructure project is completed. The City will release the remaining escrow when the planting is completed. 5. Private Drive Ordinance Amendment (City file 16-003). The City Council approved an ordinance amendment allowing private drives in the Rural Residential district, subject to certain conditions. However, after adoption the City Council directed staff to revisit this issue and consider an ordinance amendment to eliminate the requirement that private drives off paved roads must be paved. The City Council approved the amendment on May 26th. The Council also identified additional issues that should be reviewed and discussed at a future date. 6. *Hennepin County weather station on Rush Creek Meadows City Park east of Cain Road (PID 11-119-23-22-0003) (City file 17-024). City staff has been discussing a possible County weather station on this property. The application has been approved administratively as an administrative permit for essential services. MEMORANDUM 3 7. *Bass Lake Estates Comprehensive Plan Amendment, Rezoning, Preliminary PUD Development Plan and Preliminary Plat at 19235 and 19219 CR 10 (PID 2511923440002 and 2511923440003) (City file 17-026). The applicant is requesting approval for a mixed-use development with self-storage building on the northeast 5 acres and single family homes on the remainder of the site. The item was reviewed by the Parks Commission on September 19th. The public hearing was held at the October 5th Planning Commission meeting and the Commission recommended approval. The City Council approved the request on October 26th. 8. Pulte Homes of Minnesota LLC request for sketch plan review of “Encore” at 9975 CR 101 (PID 12-119-23-12-0001) (city file 17-029). Pulte has submitted a sketch plan review for a residential development on this property. The item was reviewed by the City Council at the September 28th meeting. 9. *Roiling Hills Tree Farm Certificate of Compliance at 6855 Rolling Hills Road (PID 32-119-23-11- 0003) (City File 17-030). A certificate of compliance was required for an agricultural building. This request was administratively approved. 10. Encroachment Agreement for 21729 County Road 10 (PID 16-119-23-31-0003) (City file 17-031). Randy Olsen has requested approval of an encroachment agreement to construct a private driveway in the unimproved right-of-way of King Ben Road. This request was administratively approved. 11. *Scherer – Jordan Plat at 6513 and 6603 Horseshoe Bend Road (PID 32-119-23-41-0020 and 32- 119-23-14-0023) (City file 17-032). The applicant has submitted a request approval of the preliminary plat and final plat to adjust the lot line between the two properties. A variance is required because neither property meets the minimum lot size standards in the UR zoning district. A vacation is required for the drainage and utility easements along the existing lot line to be moved. The applicant has withdrawn the request and escrow is being refunded. 12. Park Place Storage Phase 2 (City file 17-034). The Master Plan for Park Place Storage was approved in 2016. The Council approved the entire project but noted that each phase would need to submit for site plan approval. This was primarily a condition to ensure that all engineering issues were adequately addressed for each phase. Phase I is under construction and the applicant has submitted an application for administrative site plan approval for Phase 2 (to the south of Phase 1). The application was administratively approved. 10b. The following is a recap of some of the items discussed at City Council meetings since that time. A full recap can be found by reviewing the approved City Council minutes on the website December 28, 2017 Council Meeting  Resolution 2017-80 Accepting Donations from the Northwest Area Jaycees o Mayor Thomas read the resolution accepting a total of $21,200 from the Jaycees  Resolution 2017-81 Accepting Donations for the City of Corcoran Canine Program o Mayor Thomas read the resolution accepting the donations; a total of $34,000 has been received towards the program  2017 Year in Review o Staff presented an overview of some of the activity from 2017; it has been a very busy year  2040 Comprehensive Plan – 2018 Schedule o Approved the draft schedule for the update to the 2040 Comprehensive Plan as presented  Requested Modification to Financial Guarantee Policy – Bass Lake Estates o Council requested additional information; Mayor Thomas to meet with staff to discuss  2018-2019 Labor Agreement o Authorized the Mayor and Council to execute the agreement  Recycling Agreement Extension 11a. o Authorized the Mayor and Council to execute the recycling agreement extending the contract through the end of 2018  Rockford School District Property – 20400 County Road 50 o Directed the Mayor and City Administrator to work with school district administration to draft terms for a potential purchase agreement  Ravinia Neighborhood Park Request for Proposals o Directed staff to issue the RFP for playground equipment for the Ravinia neighborhood park  CodeRED Agreement and Implementation o Authorized staff to enter into a service agreement for CodeRed  City Administrator Performance Evaluation o Held the annual performance evaluation January 11, 2018 Council Meeting  Requested Modification to Financial Guarantee Policy – Bass Lake Estates o Approved a change to the financial guarantee policy for Bass Lake Estates to allow a performance bond and cash in lieu of a letter of credit; staff to update the development contract as needed  Police Canine Program o Approved appointment process and related items as presented  Police Detective Position o Approved the hiring process and related items as presented  Local Surface Water Management Plan – 2018 Update o Directed staff continue with the compliance level policy for stormwater management  Annual Appointments o Approved annual appointments as presented  2018 Legislative Priorities o Directed staff on priorities for the upcoming legislative session  Roadway Jurisdictional Transfers – Hennepin County o Directed staff to submit the letter to Hennepin County as presented  City Hall Remodel o Authorized the City Administrator to engage an architect for review of existing conditions, needs analysis, preliminary plans, and draft budget  2018 City Council Calendar o Approved the City Council calendar as presented  Comprehensive Plan Schedule o Rescheduled a work session for the Comprehensive plan from January 18th to February 15th Attachments: None 11d.
