HomeMy WebLinkAbout2017-12-19 Parks and Trails Minutes CITY OF CORCORAN Parks and Trails Commission Meeting Minutes December 19, 2017 - 7:00pm The Corcoran Parks and Trails Commission met on December 19, 2017, at City Hall in Corcoran, MN. Present were, Commissioners - Anderson, Krueger, Meister, Nybo, and Regan. Commissioner Strehler arrived at 7:02 pm; Commissioner Robran arrived at 7:05 pm. Also present was Councilmember Keefe and City Administrator Martens. 1. Call to Order / Roll Call Chairperson Anderson called the meeting to order at 7:00 pm. 2. Pledge of Allegiance Chairperson Anderson invited all in attendance to rise and join in the Pledge of Allegiance. 3. Agenda Approval a. Agenda Motion: Made by Meister, seconded by Nybo, to approve the agenda with the addition of item 8b. Rockford School District Property Discussion. Voting Aye: Anderson, Krueger, Meister, Nybo, and Regan (Motion carried 5:0) 4. Minutes a. Minutes – October 17, 2017 Motion: Made by Nybo, seconded by Krueger, to approve the minutes as presented. Voting Aye: Anderson, Krueger, Meister, Nybo, Regan, and Strehler (Motion carried 6:0) 5. Open Forum - None 6. Presentations - None 7. Unfinished Business a. Ravinia Neighborhood Park Planning Meeting Recap and RFP City Administrator Martens and Commissioners provided a recap of the October neighborhood meeting related to the proposed Ravinia Neighborhood Park. City Administrator Martens discussed the next steps in the process including the proposed request for proposals. Commissioners discussed the timing of the park improvements, financial considerations, and overall park design. Motion: Made by Robran, seconded by Krueger, to recommend the City Council approve the request for proposal and direct staff to issue the request for proposal. Voting Aye: Anderson, Krueger, Meister, Nybo, Regan, Robran, and Strehler (Motion carried 7:0) 8. New Business a. Corcoran Athletic Association Operations City Administrator Martens and Kevin Dale of the Corcoran Athletic Association provided a background of the association and challenges related to operations, the upcoming registration process including fees, and board oversight. Commissioners discussed roles of the Corcoran Athletic Association and Corcoran Soccer Association as well as a possibility of combining the groups, the need for a full-time recreation employee to manage recreation activities, fees proposed, timing of the part-time recreation coordinator position, and the possibility of the Parks and Trails Commission becoming the Board of Directors for the Corcoran Athletic Association. Motion: Made by Robran, seconded by Regan, to direct Kevin Dale to set the season schedule and fees for 2018. Voting Aye: Anderson, Krueger, Meister, Nybo, Regan, Robran, and Strehler (Motion carried 7:0) CITY OF CORCORAN Commissioners Anderson and Nybo volunteered to be on the Board of Directors for the Corcoran Athletic Association for 2018. b. Rockford School District Property Discussion City Administrator Martens informed the Parks and Trails Commission that the Rockford School District Board of Education had authorized administrative staff to proceed with the possible sale of the 59.95 acre property at 20400 County Road 50. Commissioners discussed the use of Park Dedication funds for a possible purchase and the need to retain sufficient funds to develop parks, the need for future additional athletic space in the future as 60 acres is not enough for all of future Corcoran, the location and cost of the property as compared to Roehlke property, proximity and potential connection to downtown Corcoran, and visual challenges for parents due to the topography of the property. Councilmember Keefe provided background related to City Council discussions on park property in Corcoran. Motion: Made by Robran, seconded by Regan, to recommend the City Council pursue the purchase of the School District property for the purpose of constructing athletic fields for the City of Corcoran at a cost at fair market value; recommend use of bonding/general funds along with park dedication funds to pay off the bonds while conserving sufficient park dedication funds to develop the park. Voting Aye: Anderson, Krueger, Meister, Nybo, Regan, Robran, and Strehler (Motion carried 7:0) 9. Reports/Information a. Active Planning Applications – Informational only, no action taken 10. Subcommittee and Miscellaneous Reports a. City Council Report Councilmember Keefe provided an update of City Council activities and answered questions of the Commission. b. Garden Club Report Chair Anderson and Commissioner Meister shared that planning for 2018 activities would begin in the upcoming months. c. Elm Creek Watershed Commission Report – Sharon Meister Commissioner Meister provided a recap of the recent public meeting for the sub-watershed assessment project and a recent wetland violation that took place in Corcoran. d. Park Dedication Fund Commissioners reviewed the report. 11. Other Business/Announcements City Administrator Martens informed the Commission that grant applications for the Hennepin County Youth Sports program were not funded for 2018. 12. Commissioner Liaison Calendar Commissioner Meister took the liaison role for the December 28th Council meeting. 13. Adjournment Motion: Made by Krueger, seconded by Meister, to adjourn the meeting at 8:49 pm.
