HomeMy WebLinkAbout2017-07-20 Council Work Session MinutesM1 _ CITY OF CORCORAN Council Work Session Minutes July 20, 2017 - 7:00pm The Corcoran City Council met on July 20, 2017 in work session, at City Hall in Corcoran, Minnesota. Present were: Mayor Thomas, Councilor Dejewski, and Councilor Keefe. Councilor LaFave and Councilor Bottema arrived at 7:03pm. Also present were City Administrator Martens, City Clerk/Administrative Services Coordinator Beise, City Planner Lindahl, City Engineer Torve, Public Works Superintendent Meister, and Code Compliance Official Pritchard. Mayor Thomas called the work session to order at 7:00pm on Thursday, July 20, 2017. Agenda Items i and 2 were rearranged. 1. Transportation Plan City Planner Lindahl and City Administrator Martens made a brief presentation and shared new information regarding County Road realignment. Administrator Martens shared that the County Road 50/10 realignment project would cost between $12 -16 million and that the County would not fund the project. Staff stated that without the realignment, the Downtown Mixed Use and Southeast district plans would have to be amended /revised. The Council discussed options for funding, intersection safety, and the County's stance as well as options moving forward. The Council discussed other intersections in the City, including Co Rd 10 and Co Rd 116, Co Rd 19 and Co Rd 30, and Co Rd 10 and Larkin Rd, as well as options for changes. The Council directed staff to research and provide options and add another work session. The Council discussed regional traffic changes as well as traffic counts and change in growth projections. The Council took comments regarding the Transportation plan: John Dahl, 6330 Willow Drive, addressed the Council regarding the Willow /Larkin paving project and referencing a previous petition against the paving project, stated that he and others do not want the project to move forward. Mayor Thomas stated that there would be future meetings on this project, but that the work session was not addressing specific local street projects. Dorothy Theis, 9530 Cain Rd, shared that the City already has a policy in place to provide ROW for future road extensions. Mrs. Theis also referenced an article regarding asphalt and gravel roads. Peter Waldorf, 20117 Larkin Rd, commented on the Willow /Larkin paving and shared his opposition for the project. Jim Wawra, 21301 Larkin Rd, requested information about the City /County meeting and asked questions related to County ROW as well as a Co Rd 50 connection to Co Rd 10. Jeff Dickman, 7203 Old Settlers Rd, asked questions and made statements regarding traffic assumptions, population triggers, multiple school districts, and walkable community. Phil Bongaarts, 19949 Larkin Rd, inquired as to whom the contacts would be at the County and Met Council and if this information could be shared. The Commission briefly discussed other realignment options, such as terminating Larkin Rd between Co Rd 10 and Co Rd 116 and creating a parkway. 2. Discussion of Proposed Amendments to Park and Trail Plan City Planner Lindahl made her presentation. The Council discussed cost of trails, design in the rural area vs. other areas, equestrian trails and multi -use trails as well as the regional trails system. Also discussed was utilizing looped trails for equestrian use and horse trail design. The Commission discussed an athletic complex and a community park with multiple uses, such as play fields and open space, splash pads, etc. The Council discussed expanding search areas for parks /athletic complex as to not limit the location. The Council discussed a trail /bicycling network and on road vs. off road as well as a need to add trails to all collector roads and create interconnectivity. The Council discussed snowmobile trails. The Council added that safety is the number one priority for trails. The Council took comments regarding the Parks and Trails plan: Jeff Dickman, 7203 Old Settlers Rd, made comments regarding the athletic search area and stated that a lot of options exist, including negotiating use rates with surrounding areas and existing facilities. He also commented on the possibility of Shamrock Golf Course becoming a public park. He questions whether or not horse trails were needed and stated that bikes and horses could co- exist. Dorothy Theis, 9530 Cain Rd, stated that horses just needed a clear path, not a trail and that nature parks could be utilized. She also stated that development would drive horses and snowmobiles out. Mrs. Theis stated that trails are hard to get without a development and that the trails should connect to Three Rivers system. Lilian Wawra, 21301 Larkin Rd, stated that the Crow Hassan horse trail serves north Corcoran and that just trails in the south are needed. Jim Wawra, 21301 Larkin Rd, stated that people do use bikes for commuting, but that policies for "Downtown" do not apply here. 3. Next Steps City Planner Lindahl reviewed the schedule and next steps. The Council directed Staff to schedule a work session to further discuss transportation and related items on August 10, 2017. 4. Adjourn MOTION: made by Dejewski, seconded by Keefe to adjourn.
