APPROVING FEASIBILITY REPORT FOR THE WILLOW DRIVE AND LARKIN ROAD
IMPROVEMENT PROJECT AND CALLING FOR IMPROVEMENT HEARING
WHEREAS, on June 8, 2017 the City Council ordered a feasibility report for the paving of Willow
Drive and Larkin Road from the City of Medina border to County Road 116; and
WHEREAS, the City Council reviewed draft feasibility studies on August 10, 2017 and October
12,2017,and;
WHEREAS, the City Council directed staff to finalize a feasibility report for the Willow Drive and
Larkin Road improvement project which was presented to the City Council on October 26, 20177
and;
WHEREAS, the report provides information regarding whether the proposed improvement is
necessary, cost-effective, and feasible; whether it should best be made as proposed or in
connection with some other improvement; the estimated cost of the improvement as
recommended; and a description of the methodology used to calculate individual assessments
for affected parcels.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CORCORAN, MINNESOTA,
hereby does resolve as follows:
1. The feasibility report is approved as presented at the October 26, 2017 City Council
meeting.
2. The City Council will consider the improvement in accordance with the report and the
assessment of property for a portion of the cost of the improvement pursuant to
Minnesota Statutes, Chapter 429 at an estimated total cost of the improvement of
$571007000.00.
3. The proposed project as outlined in the feasibility report is cost effective, feasible, and
necessary.
4. The proposed project as outlined in the feasibility report shows proposed amounts to be
assessed as well as the availability of funds to pay for the City's share of the project
cost.
5. A public hearing shall be held on such proposed improvement on the 14th day of
December, 2017, in the Council Chambers at City Hall at 7:00 pm and the City Clerk
shall give mailed and published notice of such hearing and improvement as required by
law.
