(CITY FILE 17-026)
WHEREAS, E & R Investments, LLC ("the applicant") has requested a land use guide plan
amendment to reguide the north approximately 20-acres from Mixed Use Residential to Low
Density Residential and Light Industrial on property legally described as follows:
Parcel 1:
That part of the West Half of the East Half of the Southeast Quarter of Section 25,
Township 119, Range 23, lying South of the centerline of County Road 10, except the
West 300 feet thereof.
Parcel 2:

10.
WHEREAS, the Planning Commission has reviewed the requested amendments at a duly called
Public Hearing and recommends approval;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORCORAN, MINNESOTA, that it should and hereby does approve the request for a
Comprehensive Plan Amendment for the above referenced parcel, based on the following
findings:
1. The property is located within the urban service area where municipal sewer and water
are available.
2. The change in land use would allow residential development at densities that provide
lifecycle housing opportunities for residents at all ages and a low-impact industrial use that
provides a transition from Lions Park to the planned residential.
3. Development of the site as Low Density Residential now would facilitate other planned
infrastructure improvements, including stormwater improvements, sanitary sewer
extension, municipal water extension and transportation improvements that will have
regional benefits.
4. Surrounding land uses are compatible with the proposed change in classification. The
property is located near other properties that are guided Low Density Residential.
5. The property is in Phase I of the Sanitary Sewer Service Staging Plan.
6. With the planned infrastructure improvements developed with this project, there is
adequate public infrastructure planned to serve the site.
