HomeMy WebLinkAbout2017-09-19 Parks and Trails Minutes CITY OF CORCORAN Parks and Trails Commission Meeting Minutes September 19, 2017 - 7:00pm The Corcoran Parks and Trails Commission met on September 19, 2017, at City Hall in Corcoran, MN. Present were, Commissioners - Anderson, Krueger, Meister, Nybo, Regan, Robran, and Strehler. Also present was City Administrator Martens. 1. Call to Order / Roll Call Chairperson Anderson called the meeting to order at 7:00 pm. 2. Pledge of Allegiance Chairperson Anderson invited all in attendance to rise and join in the Pledge of Allegiance. 3. Agenda Approval a. Agenda Motion: Made by Meister, seconded by Krueger, to approve the agenda as presented. Voting Aye: Anderson, Krueger, Meister, Nybo, Regan, Robran, and Strehler (Motion carried 7:0) 4. Minutes a. Minutes – August 15, 2017 Motion: Made by Nybo, seconded by Regan, to approve the minutes as presented. Voting Aye: Anderson, Krueger, Meister, Nybo, Regan, Robran, and Strehler (Motion carried 7:0) 5. Open Forum - None 6. Presentations - None 7. Unfinished Business a. Ravinia Neighborhood Park Planning City Administrator Martens updated the Commission on park planning activities and a proposed park planning open house. Commissioners discussed information to present and the need to invite all residents in the area not just the Ravinia residents. Motion: Made by Robran, seconded by Meister to schedule a park planning open house on Tuesday, October 17, 2017 from 5:30 pm -6:30 pm at the Ravinia Amenity Center. Voting Aye: Anderson, Krueger, Meister, Nybo, Regan, Robran, and Strehler (Motion carried 7:0) 8. New Business a. Comprehensive Plan Amendment, Rezoning, Preliminary Plat, and Preliminary PUD for “Bass Lake Estates” a mixed-use development at 19219 and 19235 County Road 10 City Administrator Martens provided an overview of the proposed development including natural resources, site design, and proposed park dedication requirements. Commissioners discussed proposed trail connections and the need to plan for a north/south off-road trail corridor in the area. Motion: Made by Robran, seconded by Nybo to recommend approval of cash-in-lieu for the entire project and acceptance of the trail and trail easement as shown on the plans. Voting Aye: Anderson, Krueger, Meister, Nybo, Regan, Robran, and Strehler (Motion carried 7:0) b. Rockford School District Lease Agreement – 2018 City Administrator Martens presented the item including background related to the existing lease agreement between the City of Corcoran and the Rockford School District. Commissioners discussed the significant investment of City of Corcoran staff on the site and general concern that the Rockford School District requires payment for the use. CITY OF CORCORAN Motion: Made by Robran, seconded by Krueger to recommend the City extend the term of the lease for 2018. Voting Aye: Anderson, Krueger, Meister, Nybo, Regan, Robran, and Strehler (Motion carried 7:0) c. Hennepin County Youth Sports Grants City Administrator Martens informed the Commission of the grant opportunities for facility grants and equipment grants. Staff recommendations were presented for irrigation equipment for the facility grant and a gator for the equipment grant. Commissioners discussed the need to improve facilities at City Park including the restrooms, tennis courts, and possible pond fountain. Commissioners also discussed the need for park master planning before making major investments. Motion: Made by Robran, seconded by Meister to recommend grant applications be submitted as recommended by staff. Voting Aye: Anderson, Krueger, Meister, Nybo, Regan, Robran, and Strehler (Motion carried 7:0) 9. Reports/Information a. Active Planning Applications – Informational only, no action taken 10. Subcommittee and Miscellaneous Reports a. City Council Report Councilmember Bottema updated the Commission on recent City Council activity b. Garden Club Report Chair Anderson updated the Commission on a recent seed picking event he participated in at Crow Hassan Park Reserve. Chair Anderson also provided an update from a pollinator summit he attended on behalf of the City. c. Elm Creek Watershed Commission Report – Sharon Meister Commissioner Meister provided an update the ongoing sub-watershed assessment project which will be completed in the upcoming year. 11. Other Business/Announcements Commissioners asked about the status of the Recreation Coordinator position. City Administrator Martens informed them that no action had been taken yet and it would be added to the next agenda. 12. Commissioner Liaison Calendar Commissioners reviewed the calendar. 13. Adjournment Motion: Made by Krueger, seconded by Meister, to adjourn the meeting at 8:17 pm.
