Parks and Trails Commission Meeting Minutes September 19, 2017 - 7:00pm The Corcoran Parks and Trails Commission met on August 15, 2017, at City Hall in Corcoran, MN. Present were, Commissioners - Anderson, Krueger, Meister, Nybo, Regan, Robran, and Strehler. Also present was City Administrator Martens. 1. Call to Order / Roll Call Chairperson Anderson called the meeting to order at 7:00 pm. 2. Pledge of Allegiance Chairperson Anderson invited all in attendance to rise and join in the Pledge of Allegiance. 3. Agenda Approval a. Agenda Motion: Made by Meister, seconded by Krueger, to approve the agenda as presented. Voting Aye: Anderson, Krueger, Meister, Nybo, Regan, Robran, and Strehler (Motion carried 7:0) 4. Minutes a. Minutes – August 15, 2017 Motion: Made by Nybo, seconded by Regan, to approve the minutes as presented. Ravinia Neighborhood Park Planning City Administrator Martens updated the Commission on park planning activities and a proposed park planning open house. Commissioners discussed information to present and the need to invite all residents in the area not just the Ravinia residents. Motion: Made by Robran, seconded by Meister to schedule a park planning open house on Tuesday, October 17, 2017 from 5:30 pm -6:30 pm at the Ravinia Amenity Center. Voting Aye: Anderson, Krueger, Meister, Nybo, Regan, Robran, and Strehler (Motion carried 7:0) 8. New Business a. Comprehensive Plan Amendment, Rezoning, Preliminary Plat, and Preliminary PUD for “Bass Lake Estates” a mixed-use development at 19219 and 19235 County Road 10 City Administrator Martens provided an overview of the proposed development including natural resources, site design, and proposed park dedication requirements. Commissioners discussed proposed trail connections and the need to plan for a north/south off-road trail corridor in the area. Motion: Made by Robran, seconded by Nybo to recommend approval of cash-in-lieu for the entire project and acceptance of the trail and trail easement as shown on the plans. Voting Aye: Anderson, Krueger, Meister, Nybo, Regan, Robran, and Strehler (Motion carried 7:0) b. Rockford School District Lease Agreement – 2018 City Administrator Martens presented the item including background related to the existing lease agreement between the City of Corcoran and the Rockford School District. Commissioners discussed the significant investment of City of Corcoran staff on the site and general concern that the Rockford School District requires payment for the use. CITY OF CORCORAN Item 4a. Motion: Made by Robran, seconded by Krueger to recommend the City extend the term of the lease for 2018. Voting Aye: Anderson, Krueger, Meister, Nybo, Regan, Robran, and Strehler (Motion carried 7:0) c. Hennepin County Youth Sports Grants City Administrator Martens informed the Commission of the grant opportunities for facility grants and equipment grants. Staff recommendations were presented for irrigation equipment for the facility grant and a gator for the equipment grant. Commissioners discussed the need to improve facilities at City Park including the restrooms, tennis courts, and possible pond fountain. Commissioners also discussed the need for park master planning before making major investments. Motion: Made by Robran, seconded by Meister to recommend grant applications be submitted as recommended by staff. Subcommittee and Miscellaneous Reports a. City Council Report Councilmember Bottema updated the Commission on recent City Council activity b. Garden Club Report Chair Anderson updated the Commission on a recent seed picking event he participated in at Crow Hassan Park Reserve. Chair Anderson also provided an update from a pollinator summit he attended on behalf of the City. c. Elm Creek Watershed Commission Report – Sharon Meister Commissioner Meister provided an update the ongoing sub-watershed assessment project which will be completed in the upcoming year. 11. Other Business/Announcements Commissioners asked about the status of the Recreation Coordinator position. City Administrator Martens informed them that no action had been taken yet and it would be added to the next agenda. 12. Commissioner Liaison Calendar Commissioners reviewed the calendar. 13. It is requested that the Parks and T rails Commission discuss this area to provide direction to the applicant on the vision for parks and natural resources. Specific questions include priorities for the high quality natural resources and the need for three types of parks (open space, community, and neighborhood) in this region. The preferred overall design includes an off -road trail which is estimated to cost $950,000. It is requested that the Parks and Trails Commission discuss the importance of the trail and provide a recommendation to the Council on how much Park Dedication to allocate to the project. Council discussed a possible initial contribution of $400,000- $500,000 with a future allocation to cover paving costs as additional funds come available. Estimated costs of trail:  Right-of-way acquisition: $200,000  Base work: $507,600  Paving: $242,400 The current balance of the Park Dedication Fund is approximately $669,000. Attachment: None 8c. It is requested that the Parks and Trails Commission review the proposed items below and provide staff direction. Overview: At the recommendation of the Parks and Trails Commission, the 2018 budget includes funds for a year-round part-time Recreation Coordinator position to work 20 hours per week. Staff envisions posting the position after the final budget is approved in December. Job Duties:  Begin the transition of taking over Corcoran Athletic Association duties  Begin the transition to take over Corcoran Soccer Association duties  Co-chair Night to Unite event  Coordinate City Country Daze activities  Provide support to the Parks and Trails Commission including attending meetings  Assist in developing parks policies and park planning Minimum qualifications: High School diploma or equivalent and possess a valid driver’s license. Have a flexible schedule. Be able to read instructions and verbally communicate to the general public. Effectively communicate pertinent information to the City Administrator, Public Works Superintendent, and City Hall staff when necessary. 8c. Desired qualifications: Education in recreation, parks, and leisure services or related field. Previous experience supervising recreation activities. This year-long process was kicked off with a joint City Council/Commission work session on March 16th followed by a community open house on April 17th and several commission meetings and Council work sessions. The next Council work session is scheduled for September 21st. The next public event is an open house tentatively scheduled for January 2018. 2.Gmach Farms Subdivision 1 Preliminary Plat, Final Plat and Variance (city file 17-017). George Gmach has submitted an application for approval of a subdivision with four lots. The Preliminary Plat was scheduled for a public hearing at the August 3rd Planning Commission meeting and City Council approved on August 24th. The variance was reviewed at the September 7th Planning Commission meeting and the Council will consider the variance and final plat at the September 28th meeting. 3.Solar Garden Moratorium (city file 17-018). The City Council adopted a moratorium on community solar gardens at the May 25th City Council meeting and directed staff to proceed with an ordinance amendment. The Public Hearing was held at the September 7th Planning Commission meeting and the City Council is expected to take action on September 28th. 4.Mayers Ag Preserve (city file 17-019). Staff has received an application from Ernie Mayers for six properties near Larkin Road to be entered into the Agricultural Preserve program. The item is scheduled for consideration at the September 28th City Council meeting. 5.CHOL/IUP for Good Dogs MN at 10220 Trail Haven Road (PID 03-119-23-33-0001) (city file 17- 021). Staff has received an application for a Conditional Home Occupation License (CHOL) for a dog kennel, which is processed as an Interim Use Permit (IUP). The item was reviewed at a public hearing at the September 7th Planning Commission meeting and Council action is expected on September 28th. 6.Hennepin County weather station on Rush Creek Meadows City Park east of Cain Road (PID 11- 119-23-22-0003) (City file 17-024). City staff has been discussing a possible County weather station on this property, but a formal application has not yet been submitted. 7.Hales Corner 2nd Addition Preliminary Plat, Final Plat, Variance and Vacation at 6470 and 6450 Pioneer Trail (PID 32-119-23-32-0012 and 32-119-23-32-0013) (city file 17-025). Kenny Doboszenski has requested approval of the preliminary plat and final plat to adjust the lot line between the two properties. A variance is required because neither property meets the minimum lot size standards in the UR zoning district. A vacation is required for the drainage and utility easements along the existing lot line to be moved. The item is scheduled for a public hearing at the October 5th Planning Commission meeting and Council action is expected on October 26th. Agenda Item 9a. MEMORANDUM 2 8. Bass Lake Estates Comprehensive Plan Amendment, Rezoning, Preliminary PUD Development Plan and Preliminary Plat at 19235 and 19219 CR 10 (PID 2511923440002 and 2511923440003) (City file 17-026). The applicant is requesting approval for a mixed-use development with self-storage building on the northeast 5 acres and single family homes on the remainder of the site. The item is scheduled for review by the Parks Commission on September 19th, a public hearing at the October 5th Planning Commission meeting and Council action is expected on October 26th. 9. Hoppe Lot Consolidation and Easement Vacation at 9815 Rush Creek Blvd. (PID 08-119-23-23- 0015 & 08-119-23-23-0014) (city file no. 17-027). The applicant is combining two lots and vacating the easement along the existing lot line. The City Council is expected to take action on September 28th. 10. Red Barn Pet Retreat CHOL/Interim Use Permit amendment at 19520 Stieg Road (PID 01-119-23- 31-0002) (city file no. 17-028) The applicant received approval of a CHOL/IUP last year and is now requested an amendment to the approval. Based on the initial information provided by the applicant, staff suggested that the proposed changes were minor and could be approved by the City Council at the September 28th meeting. However, if the City Cou ncil finds that the changes are significant, they should direct staff to schedule a public hearing at the November 2nd Planning Commission meeting for action at the November 20th Council meeting. 11. Pulte Homes of Minnesota LLC request for sketch plan review of “Encore” at 9975 CR 101 (PID 12-119-23-12-0001) (city file 17-029). Pulte has submitted a sketch plan review for a residential development on this property. The item is scheduled for City Council review at the September 28th meeting. Also, there are several projects that have been approved, but are still not filed and closed out: 1. Corcoran Business Park (City file 06-005). The City Council granted a one-year extension to the final plat approval, which expired on April 12, 2011. Staff has spoken to the applicant and is still working to close out this project. Staff has spoken to the applicant and will schedule a meeting when more information is available on the Loretto sewer project. 2. Hope Ministries Conditional Use Permit for Cemetery and Vacation of Drainage & Utility Easement at 19951 Oswald Farm Road (City file 12-002). Hope Ministries submitted a request for a conditional use permit to allow a cemetery west of the existing church. The application was approved by the City Council on March 22nd and site work had begun. The letter of credit for site improvements has been released, but we are holding the escrow pending completion of the approved landscaping. The applicant has indicated that they are considering a site plan amendment application to modify the approved plans. Staff met again with Pastor Brian Lother in July 2017 to discuss the outstanding issues and future expansion plans on the property. 3. Sawgrass Preliminary Plat, Preliminary PUD Development Plan and Rezoning for on Schendel property at 20400 County Road 10 (City file 14-027). The City Council approved the request on December 11, 2014 and granted the applicant 2 years to apply for the final plat and final PUD development plan. Peachtree Partners did not buy the property, but a different developer could still proceed with the approved plan. On December 9, 2016, the applicant submitted a written request to extend the approvals for an additional year. Staff recommended that this request be reviewed by the City Council, but adequate time was not provided to place this on a Council agenda prior to expiration. Staff administratively approved an extension until February 28, 2017 so that this request for extension could be considered at the February 23, 2017 Council meeting. At that meeting, the City Council approved a one year extension. 4. Commercial Door Addition at 7670 Commerce Street (City file 15-010) The City received an application for approval of a building addition, which required a conditional use permit, interim use permit, variance and site plan approval. The project was reviewed at a public hearing at the June 4th Planning Commission meeting and was approved by the City Council on June 25th. The required landscaping will be finalized and constructed after the downtown infrastructure project is completed. The City will release the remaining escrow when the planting is completed. MEMORANDUM 3 5. “Strehler Estates” Final Plat (PID 17-119-23-32-0004) (city file no. 16-001). The applicant submitted a request for approval of a preliminary plat to create 4 lots and an ordinance amendment to allow a private drive for property at 22900 Strehler Road. The City Council approved both items on October 8th. The final plat was approved by the City Council at the January 28th meeting. A stop work order was issued as the developer began construction of the private drive in advance of filing the plat. The applicant is working to address the conditions of approval and then will record the final plat at Hennepin County. 6. Private Drive Ordinance Amendment (City file 16-003). The City Council approved an ordinance amendment allowing private drives in the Rural Residential district, subject to certain conditions. However, after adoption the City Council directed staff to revisit this issue and consider an ordinance amendment to eliminate the requirement that private drives off paved roads must be paved. The City Council approved the amendment on May 26th. The Council also identified additional issues that should be reviewed and discussed at a future date. 7. Motley Lot Line Adjustment and Variance for Existing Oversized Accessory Building at 6620 Pioneer Trail (PID 31-119-23-14-0010 and 31-119-23-11-0003) (city file 17-014). Steve and Stephanie Motley have request approval of a lot line adjustment and variance. The item was reviewed by the Planning Commission on August 3rd and City approved on August 24th. 8. Bass Lake Estates PUD Sketch Plan at 19219 & 19235 County Road 10 (PID 25-119-23-44-0003 and 25-119-23-44-0002) (City File 17-015). An applicant for sketch plan has been submitted by E&R Investments, LLC for a mixed-use project of self-storage and detached villas on the 35-acre site. The sketch plan was reviewed by the Council at their June 22nd meeting. 9. Gmach Lot Consolidation (city file 17-020). Staff received an application for a lot consolidation to consolidate Outlot A that would be created with the “Gmach Farms Subdivision 1” to be combined with the existing home on 22600 Oakdale Drive. The application was withdrawn by the applicant and will be addressed as part of the plat. 10. Bass Lake Crossing First Addition Final Plat (city file 17-022). MI Homes has submitted a PUD Final Plan and Final Plat for phase 1 of the subdivision. The application was reviewed by the Planning Commission on September 7th and the City Council approved at the September 14th meeting. 11. Bass Lake Crossing Lot Line Adjustment (city file 17-023). MI Homes has submitted lot line adjustment for the common lot line between their property and the property to the east to accommodate the new public street from County Road 10. This item was administratively approved contingent upon approval of the final plat. 9b.
