HomeMy WebLinkAbout2017-08-15 Parks and Trails Minutes CITY OF CORCORAN Parks and Trails Commission Meeting Minutes August 15, 2017 - 7:00pm The Corcoran Parks and Trails Commission met on August 15, 2017, at City Park, 20200 County Road 50, Corcoran, MN. Present were, Commissioners - Anderson, Krueger, Meister, Nybo, Regan, and Strehler. Commissioners Robran and Strehler arrived at 7:06 pm. Also present was City Administrator Martens. 1. Call to Order / Roll Call Chairperson Anderson called the meeting to order at 7:00 pm. 2. Pledge of Allegiance Chairperson Anderson invited all in attendance to rise and join in the Pledge of Allegiance. 3. Agenda Approval a. Agenda Motion: Made by Meister, seconded by Nybo, to approve the agenda as presented. Voting Aye: Anderson, Krueger, Meister, Nybo, and Regan (Motion carried 5:0) 4. Minutes a. Minutes – June 20, 2017 Motion: Made by Nybo, seconded by Regan, to approve the minutes as presented. Voting Aye: Anderson, Krueger, Meister, Nybo, and Regan (Motion carried 5:0) 5. Open Forum - None 6. Presentations - None 7. Unfinished Business - None 8. New Business a. 2018 Budget and Fee Schedule City Administrator Martens informed the Commission of the draft 2018 budget as well as a recommendation by the Corcoran Athletic Association and Corcoran Soccer Association to hire a year-round part-time person to assist in recreation programming. Commissioner discussed the need for year-round support for the associations, the types of work that could be completed, and potential offsetting revenues to cover the cost of the position. Motion: Made by Robran, seconded by Regan, to recommend the inclusion of a year-round part- time Recreation Coordinator in the 2018 budget Voting Aye: Anderson, Krueger, Meister, Nybo, Regan, Robran, and Strehler (Motion carried 7:0) b. Weather Station Installation Project City Administrator Martens presented the request to install a weather station on a City owned parcel at PID 111-19-23-22-0003, just north of CR 30 on the east side of Cain Road that was dedicated to the City for Park Dedication for the purpose of an overlook. Commissioners discussed the planned use for the parcel and the potential for the weather station to fit with the longer term plan. Motion: Made by Robran, seconded by Meister, to recommend approval of the weather station project with increased landscaping or a decorative fence, and for the station to be on the Cain Road side of a proposed future trail through the site. Voting Aye: Anderson, Krueger, Meister, Regan, Robran, and Strehler Voting Nay: Nybo (Motion carried 6:1) CITY OF CORCORAN 9. Reports/Information a. Active Planning Applications – Informational only, no action taken b. Ravinia Neighborhood Park Update City Administrator Martens updated the Commission that bids were being accepted for parts of the project and plans were being finalized for landscaping and grading. c. Comprehensive Plan Update City Administrator Martens updated the Commission on the status of the update and new information regarding a lack of County assistance for the proposed realignment of CR 10 and CR 50 near the proposed future downtown. 10. Subcommittee and Miscellaneous Reports a. City Council Report Commissioner Krueger updated the Commission on recent Council activity b. Garden Club Report Chair Anderson updated the Commission on a recent garden tour in which 12 people participated and of an upcoming seed picking opportunity at Crow Hassan Park Reserve. c. Elm Creek Watershed Commission Report – Sharon Meister Commissioner Meister provided an update on Elm Creek Watershed Commission activities. 11. Other Business/Announcements Commissioner Robran updated the Commission on the upcoming Country Daze event. 12. Commissioner Liaison Calendar Commissioners reviewed the calendar. Commissioner Strehler and Robran switched liaison dates. 13. Adjournment Motion: Made by Krueger, seconded by Meister, to adjourn the meeting at 7:58 pm.
