Parks and Trails Commission Meeting Minutes August 15, 2017 - 7:00pm The Corcoran Parks and Trails Commission met on August 15, 2017, at City Park, 20200 County Road 50, Corcoran, MN. Present were, Commissioners - Anderson, Krueger, Meister, Nybo, Regan, and Strehler. Commissioners Robran and Strehler arrived at 7:06 pm. Also present was City Administrator Martens. 1. Call to Order / Roll Call Chairperson Anderson called the meeting to order at 7:00 pm. 2. Pledge of Allegiance Chairperson Anderson invited all in attendance to rise and join in the Pledge of Allegiance. 3. Agenda Approval a. Agenda Motion: Made by Meister, seconded by Nybo, to approve the agenda as presented. Voting Aye: Anderson, Krueger, Meister, Nybo, and Regan (Motion carried 5:0) 4. Minutes a. Minutes – June 20, 2017 Motion: Made by Nybo, seconded by Regan, to approve the minutes as presented. Voting Aye: Anderson, Krueger, Meister, Nybo, and Regan (Motion carried 5:0) 5. New Business a. 2018 Budget and Fee Schedule City Administrator Martens informed the Commission of the draft 2018 budget as well as a recommendation by the Corcoran Athletic Association and Corcoran Soccer Association to hire a year-round part-time person to assist in recreation programming. Commissioner discussed the need for year-round support for the associations, the types of work that could be completed, and potential offsetting revenues to cover the cost of the position. Motion: Made by Robran, seconded by Regan, to recommend the inclusion of a year-round part- time Recreation Coordinator in the 2018 budget Voting Aye: Anderson, Krueger, Meister, Nybo, Regan, Robran, and Strehler (Motion carried 7:0) b. Weather Station Installation Project City Administrator Martens presented the request to install a weather station on a City owned parcel at PID 111-19-23-22-0003, just north of CR 30 on the east side of Cain Road that was dedicated to the City for Park Dedication for the purpose of an overlook. Commissioners discussed the planned use for the parcel and the potential for the weather station to fit with the longer term plan. Motion: Made by Robran, seconded by Meister, to recommend approval of the weather station project with increased landscaping or a decorative fence, and for the station to be on the Cain Road side of a proposed future trail through the site. Ravinia Neighborhood Park Update City Administrator Martens updated the Commission that bids were being accepted for parts of the project and plans were being finalized for landscaping and grading. c. Comprehensive Plan Update City Administrator Martens updated the Commission on the status of the update and new information regarding a lack of County assistance for the proposed realignment of CR 10 and CR 50 near the proposed future downtown. 10. Subcommittee and Miscellaneous Reports a. City Council Report Commissioner Krueger updated the Commission on recent Council activity b. Garden Club Report Chair Anderson updated the Commission on a recent garden tour in which 12 people participated and of an upcoming seed picking opportunity at Crow Hassan Park Reserve. c. Elm Creek Watershed Commission Report – Sharon Meister Commissioner Meister provided an update on Elm Creek Watershed Commission activities. 11. Other Business/Announcements Commissioner Robran updated the Commission on the upcoming Country Daze event. 12. Commissioner Liaison Calendar Commissioners reviewed the calendar. It is anticipated that this work will be completed this fall. Staff would like to discuss the next steps in the park planning process. The next step recommended is to obtain park design proposals for review however it may be a good idea to hold a neighborhood meeting in advance of seeking proposals as information received may guide how the proposals are drafted. This could be scheduled in advance of the October Parks and Trails Commission meeting on October 17th. The Parks and Trails Commission should discuss next steps in the park planning process and consider scheduling a park planning open house on October 17, 2017. TO: Corcoran Parks and Trails Commission FROM: Kendra Lindahl, Landform D ATE: September 13, 2017 for the September 19, 2017 Parks and Trails Commission Meeting RE: Comprehensive Plan Amendment, Rezoning, Preliminary Plat, and Preliminary PUD for “Bass Lake Estates” a mixed-use development at 19219 and 19235 County Road 10 (PID 25-119-23-44-0002 and 25-119-23-44-0003) (City File 17-026) 120-DAY REVIEW: December 13, 2017 1.Application Request E & R Investments, LLC has submitted a request for a Comprehensive Plan Amendment, Rezoning, Preliminary Plat, and Preliminary PUD for “Bass Lake Estates” a development of 56 homes and 7 self-storage buildings on 39.98 acres. A public hearing at Planning Commission has been tentatively scheduled for October 5, 2017 and Council is expected to take action on the request on October 26, 2017. The Parks and Trails Commission should review and make a recommendation on the park dedication requirements. 2.Context Background City Council reviewed a sketch plan of the development on June 22, 2017. The Council identified several concerns that they asked the applicant to address, but was generally supportive of the concept. Zoning and Land Use The northern ½ of the site is guided Mixed Residential, which is planned to be developed at 8-10 units per acre, and the south ½ is guided Low Density Residential, which is planned to be developed at 3-5 units per acre. The site is zoned Urban Reserve, which is a holding zone until development is proposed. The applicant has requested that the site be guided a mix of low density residential and industrial. Agenda Item: 8a. Bass Lake Estates CPA, RZ, PP and PUD (city file 17-026) 2 September 19, 2017 Surrounding Properties The surrounding properties to the north are guided Mixed Residential and zoned RSF-3 (single and two family residential). The property to the northwest is planned as Bass Lake Crossing, a villa home development by MI Homes. The property to the east is Lions Park, which is guided Mixed Use and Low Density Residential and zoned PUD (Planned Unit Development) and Urban Reserve (UR). The property to the south is guided Existing Residential and zoned Urban Reserve. The property to the west is guided Mixed Residential and Low Density Residential and zoned Urban Reserve. Natural Characteristics of the Site The 2030 Comprehensive Plan shows a medium quality wetland on the south ½ of the property. Elm Creek Watershed Management Commission has reviewed the wetland delineation on the site. No wetland impacts are proposed. This site is also located in the Greenway Corridor. 3. Analysis of Request Section 955.020 of the Subdivision Ordinance requires park dedication at the time of platting for land that has not previously provided park dedication, pursuant to Minnesota Statutes 462.358, Subd. 2b. Sidewalks The applicant shows five-foot sidewalks on one side of the street in the proposed plans as required by ordinance. However, the Southeast District plan calls sidewalks on both sides of the streets. The City Council did not require sidewalks on both sides of the street in Bass Lake Crossing; therefore, staff assumes only one side will be required in this project as well. Staff will work with the City Council to refine the Southeast District standards to consider requiring sidewalks on both sides of the street in the Town Center district only. Parks and Trails The Park and Trail map in Comprehensive Plan shows an on-road trail on County Road 10, which could be accommodated within the additional right-of-way. Additionally, an off-road trail is planned to enter the site off County Road 10 and wind through the site along the wetland and to the south where it will connect to the trail system within the Lennar development. The applicant’s plan shows the trail crossing County Road 10 on the east side of the new public street, extending south to the private drive and crossing to the west over Outlot A. This segment of trail is proposed to be built with the project and must be an 8-foot wide trail in a 20-foot wide easement or in public right-of-way. Additionally, a 10-foot trail easement is shown the length of the west property line. The concept would be for the remaining 10 feet of trail easement to be dedicated by Shamrock Golf Course if that property were to develop. This provides options for locating and constructing that trail in the future with development on that site. Bass Lake Estates CPA, RZ, PP and PUD (city file 17-026) 3 September 19, 2017 Park dedication will should be cash-in-lieu of land with no credit given for dedication of public trail easements as that is one of the benefits of the PUD. The portion of the trail leading to the west property line shall be paved by the developer as well as part of the PUD. Park Dedication Requirements Under the current ordinance, park dedication of land is required at 15% of the net pre-development area for residential land and 3% for commercial/industrial land. If the City determines that land is not needed in the area of a proposed subdivision, a cash fee in lieu of land dedication may be required. For residential developments, the cash in lieu of land fee has been calculated based on the per capita share of park system costs at $3,970 per single family unit (56 x $3,970 = $222,320) The park dedication fee for commercial/industrial land is 3% of the market value. The City assumes a land value of $125,000/acre for commercial industrial land, which would result in $17,812.50 (4.74 acres x $125,000 x 3%) in park dedication fees for Lot 1. 4. Recommendation Move to recommend approval of cash-in-lieu of land fee for the entire project and acceptance of the trail and trail easement as shown on the plans. Attachments a. The lease includes language that the lease could be extended through 2018 if mutually a greed to by both parties. The cost would be the same amount of $5,000. The Parks and Trails Commission should consider recommending whether the City should extend the term of the lease for 2018. The existing agreement is attached to this report. Attachment: 1. Real Property Lease 0 4 REAL PROPERTY LEASE THIS LEASE is made and entered into by and between Independent School District No. 8831 Rockford, (hereinafter "District"), and the City of Corcoran (hereinafter "City"). FOR AND IN CONSIDERATION of the mutual covenants hereinafter provided and other good and valuable consideration, receipt and sufficiency of which is hereby acknowledged, District does hereby lease to City the following described Property located in the City of Corcoran, Hennepin County, Minnesota: Description of property attached as Exhibit A] I . Tenn. The term of this Lease shall be from the date of execution of this Lease by both parties until December 31, 2017. The parties may mutually agree to extend the term of this Lease through December 31, 2018. Said extension must be in writing and approved and signed by both parties. 2. Rent. Prior to the District's execution of this Lease, the City shall pay the District 5000 as rent for the City's use of the Property during the term of this Lease. In the event that the parties agree to extend the term of the Lease until December 31, 2018, pursuant to paragraph 2 of this Agreement, the City shall pay the District an additional $5000 in annual rent that shall be due on January 1, 2018. 3. Use. City shall use the Property for recreational activities and other commonly associated purposes. Additionally, the City's use of the Property shall be consistent with District policies, except as otherwise stated in this Lease. The City shall not allow the use or possession of firearms or weapons on the Property at any time except for on-duty police officers and pre- approved activities. Hunting activities shall not be approved on this property. 4. District Priority. The parties agree to cooperate and provide opportunities for safe and enjoyable recreational activities on the Property. The City have exclusive use from April I st until October 31 t. The District and the City will cooperatively schedule activities on the Property and both the District and the City will cooperate and coordinate with the Corcoran Athletic Association, Corcoran Soccer Association, etc., all parties working to assure there are no conflicts. 5. Maintenance. The City shall, at its own cost and without expense to District, keep and maintain the Property in good and safe order, condition and repair. The placement of equipment and maintenance shall be done in a manner not to unreasonably interfere with any use of the Property by either of the parties. The attached Exhibit B outlines City routine maintenance and shows improvements the City has made and the approximate cost to the City of the improvements and maintenance. The City may opt to either enter into a contract directly with Mini Biff s, for the portable toilets on the Property for the term of the Lease or pay the District 1355 to reimburse the District for its costs incurred in contracting with Mini Biff s for the portable toilets for the term of the Lease. Assignment and Subletting. City shall not assign its rights under this Lease or sublet the Property. City may allow the Corcoran Athletic Association, Corcoran Soccer Association. and any other City approved organization or City approved event to use the Property as it sees fit, providing such use does not interfere with the District's priority rights to the Property. Scheduling shall be coordinated through the City by an appointed individual or appointed organization. 13. Insurance. City shall maintain general liability insurance in an amount of at least 1,000,000 that covers its use of the Property. The District shall be named as an "additional insured" on any insurance maintained by the City that relates to the Property or its use. All insurance required to be maintained by City under this Lease shall be effected under valid and enforceable policies issued by a reputable insurance company or companies authorized to do business in the State of Minnesota. Upon the commencement of the Term, City shall deliver to District certificates of all insurance required to be maintained hereunder. Each policy required to be maintained by City hereunder shall, to the extent obtainable, contain an agreement by the insurer that such policy shall not be canceled without at least 10 days' prior written notice to District and City. 14. Notices. Any notice herein required or permitted to be given or served by either party hereto upon the other, shall be deemed given or served in accordance with the provisions of this Lease if delivered by United States mail, postage prepaid, properly addressed to the other party at the address specified below. Condemnation. If all or part of the Property shall be acquired by the right of condemnation or eminent domain, or sold to a condemning authority under threat of condemnation, then the Lease shall cease and terminate as of the date of title vesting in such proceeding (or sale). In the event of any condemnation, taking or sale as aforesaid, whether whole or partial, District shall be entitled to the total award. 16. Captions. The paragraph headings incorporated in this Lease are for convenience only, are not a part of this Lease, and shall not be considered in the interpretation of this Lease. 497459v2 RC520 -3 17. Modifications. None of the covenants, provisions, terms or conditions of this Lease to be kept or performed by District or City shall be in any manner modified, waived or abandoned, except by written instrument duly signed and delivered by the District and City or b the party waiv ing such n' ght, as the case may be. All of the terms, covenants, provisions and conons of this Lease shall be binding upon and inure to the benefit of the parties hereto and their respective successors and assigns. 20. Time of the Essence. Time is of the essence in this Lease, and of each and every covenant, term, condition and provision of this Lease. 21. Parties Bound. The covenants and conditions contained in this Lease shall apply to and bind the heirs, successors,, executors, administrators, and assigns of all of the parties to this Lease. 22. Relati This Lease does not create the relationship of principal and_agent of partnership or ofjoint venture or of any association between District and City, the sole relationship between District and City being that of landlord and tenant. 23. Construction of Lease. It is agreed that this Lease shall be governed by, construed, and enforced in accordance with the laws of the State of Minnesota. 24. Entire Agreement. This Lease shall constitute the entire agreement between the parties. Any prior understanding or representation of any kind preceding the date of this Lease shall not be binding upon either party except to the extent incorporated in this Lease. There are two categories: Facility grants o Purpose is to create, expand, or improve athletic and recreational facilities to enhance opportunities for youth participation o Awards will be $10,000-$300,000 in size o Includes all types of facilities, fields, and courts Equipment grants o Purpose is to improve playability, provide enhanced training, and promote stronger relationships between local government units and youth sports associations. o Awards will be up to $10,000. At the meeting staff will present some recommendations for grant funding for consideration by the Parks and Trails Commission. Additional proposals from commissioners are welcome. Attachment: 1. Request for Proposals 2018 Hennepin Youth Sports Program 1 Request for Proposals 2018 Hennepin Youth Sports Program Facility Grants Background Hennepin County is seeking local government units interested in developing facilities for youth sports and recreation. State legislation authorizing the construction of Target Field allows Hennepin County to use a portion of the 0.15% sales tax surcharge to grant over $2 million dollars each year to Hennepin County communities to assist with developing these facilities. These grants are made through the Hennepin Youth Sports Program. Since 2009, the HYSP has awarded over $19 million throughout Hennepin County. Purpose The purpose of the facility grants is to allow municipalities, park districts and school districts to create, expand or improve athletic and recreational facilities to enhance opportunities for youth participation. Criteria These criteria will be among those considered in evaluating facility grant applications: Partnerships among local government units and between local government units and non- profit organizations Creating new or expanded athletic or recreational opportunities for youth Improving the conditions at current athletic or recreational facilities Ratio of the amount of matching funds to the total project cost Community support for the project Number of youth served and their demographic characteristics Environmental improvements Stewardship of current athletic facilities and financial sustainability of project Hennepin Youth Sports Program RFP 2018 2 Equitable distribution throughout Hennepin County Examples Baseball and softball fields Soccer, football and lacrosse fields Tennis courts Hockey rinks Skate parks Gymnasiums Lights Synthetic turf Adaptive recreation facilities Pools and water parks Partnerships Hennepin County will favor proposals that create, enhance and support partnerships among public entities as well as those between public entities and private non-profit organizations. Operating agreements that provide opportunities that do not currently exist in the community, bring new users to the facility, or expand capacity or hours will be preferred. Awards Awards will range from $10,000 to $300,000. Applicants are required to provide some matching funds of monetary and/or in-kind contributions. The ratio of matching funds to the total project cost will be a criteria considered in awarding the grants. Notes No awards may be used for programming, operations or maintenance of any facility. The awards are paid as reimbursement after the local government unit submits documentation showing the project is completed and the project costs are paid. Award recipients are prohibited from converting any portion of the project to non-public or non-recreational uses or transferring ownership of the property without the approval of Hennepin County. Recipients may contract operations and maintenance to a non-public entity, but ownership and operational responsibility must remain with the local government unit. Charter schools and youth sports associations must enlist a local government unit to submit the application for a facility not located on the property of a municipality, park district or school district. If the facility site is privately owned, the owner must agree to a covenant with the local government unit to ensure long-term public access to the facility. Hennepin Youth Sports Program RFP 2018 3 Fall Equipment Grants Background In 2011, the Hennepin County Board of Commissioners approved a separate equipment grant program, which allows local government units and youth sports associations to apply for grants to purchase capital equipment relating to youth athletics or recreation. Up to $125,000 in total will be granted both in the fall and the spring grant cycles. Purpose The purpose of the equipment grants will be to improve playability, provide enhanced training, and promote stronger relationships between local government units and youth sports associations. Partnerships A youth sports association or other private non-profit organization must have a local government unit, such as a city, park district or school district, submit the application. The local government unit pledges to act as a fiscal agent for the grant and agrees to ensure the grant is used for its intended purpose. The equipment purchased may be owned by either the local government unit or Hennepin Youth Sports Program RFP 2018 4 the youth sports association. Youth sports associations should be in good standing within their communities and have a tradition of providing quality sports programming. Athletic Departments, Community Education, and other subsidiaries of school districts are not partners for the purposes of this program. Awards Equipment awards will be up to $10,000. Matching funds are a criteria for rating the applications, but are not required. Funds can be granted for up to the full amount of the equipment. The awards are paid as reimbursement to the local government unit after the equipment has been purchased and a reimbursement request showing payment has been submitted. Notes All equipment must be for association or team use – items worn or used by just one person are not allowed. No request for balls, uniforms, gloves, helmets, sticks or bats will receive awards. In addition, sound systems are not eligible for awards. General Information Administrator The Hennepin County Board of Commissioners has contracted with the Minnesota Amateur Sports Commission to administer the application, evaluation, contract, and payment process. The Hennepin County Board will make the decisions to award facility and fall equipment grants to applicants in December 2017. This year-long process was kicked off with a joint City Council/Commission work session on March 16th followed by a community open house on April 17th and several commission meetings and Council work sessions. The next public event is Corcoran Country Daze on August 19th. 2.Motley Lot Line Adjustment and Variance for Existing Oversized Accessory Building at 6620 Pioneer Trail (PID 31-119-23-14-0010 and 31-119-23-11-0003) (city file 17-014). Steve and Stephanie Motley have request approval of a lot line adjustment and variance. The item was reviewed by the Planning Commission on August 3rd and City Council is expected to take action on August 24th. 3.Gmach Farms Subdivision 1 Preliminary Plat, Final Plat and Variance (city file 17-017). George Gmach has submitted an application for approval of a subdivision with three lots and one outlot. The Preliminary Plat was scheduled for a public hearing at the August 3rd Planning Commission meeting and City Council action on August 24th. The variance will be reviewed at the September 7th Planning Commission meeting and the Council will consider the variance and final plat at the September 28th meeting. 4.Solar Garden Moratorium (city file 17-018). The City Council adopted a moratorium on community solar gardens at the May 25th City Council meeting and directed staff to proceed with an ordinance amendment. The Public Hearing is scheduled for the September 7th Planning Commission meeting and the City Council is expected to take action on September 28th. 5.Mayers Ag Preserve (city file 17-019). Staff has received an incomplete application from Ernie Mayers for six properties near Larkin Road to be entered into the Agricultural Preserve program. We are reviewing for completeness. The item may be placed on the September 28th City Council meeting. 6.CHOL/IUP for Good Dogs MN at 10220 Trail Haven Road (PID 03-119-23-33-0001) (city file 17- 021). Staff has received an application for a Conditional Home Occupation License (CHOL) for a dog kennel, which is processed as an Interim Use Permit (IUP). The item has been scheduled for a public hearing at the September 7th Planning Commission meeting and Council action on September 28th. 7.Bass Lake Crossing First Addition Final Plat (city file 17-022). MI Homes has submitted a PUD Final Plan and Final Plat for phase 1 of the subdivision. The application has been scheduled for Planning Commission review on September 7th and Council consideration at either the September 14th or September 28th City Council meeting. 8.Bass Lake Crossing Lot Line Adjustment (city file 17-023). MI Homes has submitted lot line adjustment for the common lot line between their property and the property to the east to Agenda Item 9a. MEMORANDUM 2 accommodate the new public street from County Road 10. This may be approved administratively contingent upon approval of the final plat. Also, there are several projects that have been approved, but are still not filed and closed out: 1. Corcoran Business Park (City file 06-005). The City Council granted a one-year extension to the final plat approval, which expired on April 12, 2011. Staff has spoken to the applicant and is still working to close out this project. Staff has spoken to the applicant and will schedule a meeting when more information is available on the Loretto sewer project. 2. Hope Ministries Conditional Use Permit for Cemetery and Vacation of Drainage & Utility Easement at 19951 Oswald Farm Road (City file 12-002). Hope Ministries submitted a request for a conditional use permit to allow a cemetery west of the existing church. The application was approved by the City Council on March 22nd and site work had begun. The letter of credit for site improvements has been released, but we are holding the escrow pending completion of the approved landscaping. The applicant has indicated that they are considering a site plan amendment application to modify the approved plans. Staff met again with Pastor Brian Lother in July 2017 to discuss the outstanding issues and future expansion plans on the property. 3. Sawgrass Preliminary Plat, Preliminary PUD Development Plan and Rezoning for on Schendel property at 20400 County Road 10 (City file 14-027). The City Council approved the request on December 11, 2014 and granted the applicant 2 years to apply for the final plat and final PUD development plan. Peachtree Partners did not buy the property, but a different developer could still proceed with the approved plan. On December 9, 2016, the applicant submitted a written request to extend the approvals for an additional year. Staff recommended that this request be reviewed by the City Council, but adequate time was not provided to place this on a Council agenda prior to expiration. Staff administratively approved an extension until February 28, 2017 so that this request for extension could be considered at the February 23, 2017 Council meeting. At that meeting, the City Council approved a one year extension. 4. Commercial Door Addition at 7670 Commerce Street (City file 15-010) The City received an application for approval of a building addition, which required a conditional use permit, interim use permit, variance and site plan approval. The project was reviewed at a public hearing at the June 4th Planning Commission meeting and was approved by the City Council on June 25th. The required landscaping will be finalized and constructed after the downtown infrastructure project is completed. The City will release the remaining escrow when the planting is completed. 5. “Strehler Estates” Final Plat (PID 17-119-23-32-0004) (city file no. 16-001). The applicant submitted a request for approval of a preliminary plat to create 4 lots and an ordinance amendment to allow a private drive for property at 22900 Strehler Road. The City Council approved both items on October 8th. The final plat was approved by the City Council at the January 28th meeting. A stop work order was issued as the developer began construction of the private drive in advance of filing the plat. The applicant is working to address the conditions of approval and then will record the final plat at Hennepin County. 6. Private Drive Ordinance Amendment (City file 16-003). The City Council approved an ordinance amendment allowing private drives in the Rural Residential district, subject to certain conditions. However, after adoption the City Council directed staff to revisit this issue and consider an ordinance amendment to eliminate the requirement that private drives off paved roads must be paved. The City Council approved the amendment on May 26th. The Council also identified additional issues that should be reviewed and discussed at a future date. 7. Interim Use Permit for a solar farm at 23710 State Highway 55. (PID 31-119-23-32-0001) (City File 16-032). The City recently amended the Zoning Ordinance to allow solar farms in certain districts. The landowners have requested approval for this site. The Planning Commission recommended approval after the public hearing on December 1st and City Council approved the request on December 19th. The applicant is currently working to address the conditions of approval. The applicant has submitted a request that the Council consider revising the financial guarantee requirements. On March 9th, the Council reaffirmed the conditions of the original approval. The project is under construction. MEMORANDUM 3 8. Interim Use Permit for Community Solar Garden at 23850 County Road 50 (PID 30-119-23-32- 0003) (City File 17-007). Sunrise Solar dba SEV MN 2, LLC submitted a request for approval of an interim use permit for a community solar garden on approximately 80.02-acres at 23850 County Road 50. The Planning Commission held a public hearing on May 4, 2017 and voted to recommend approval. The City Council tabled this item on May 25th and authorized “staff to obtain an appraisal or similar funded by the project escrow to determine valuation change to homes on Rebecca Park Trail due to development of any allowed use in the RR district.” The item was approved at the June 22nd meeting. 9. Site Plan Modification for Ballistic Products at 20055 and 20015 75th Avenue (PID 26-119-23-11- 0036 and 26-119-23-11-0037) (City file 17-011). Ballistic Products requested a site plan modification for construction of an access lane between the two buildings the own on these separate lots. The administrative permit was granted on April 19, 2017. Staff is working with the landowner to ensure that the appropriate cross access and maintenance agreements are prepared and recorded at Hennepin County. Staff is working to close out the file and refund the remaining escrow. 10. Bass Lake Crossing Comprehensive Plan Amendment, Rezoning to PUD, Preliminary Plat and Preliminary PUD Development Plan for property at 19400 CR 10 (PID 25-119-23-13-0002 & 25- 119-23-13-0003) (City File 17-012). M/I Homes submitted the application on April 19, 2017 and staff is reviewing the application for completeness. The application was reviewed by the Parks Commission on May 16th, a public hearing was held at the June 8th Planning Commission meeting and the Commission voted to recommend approval. The City Council approved the request at their June 22nd meeting and modified the Planning Commission recommendation by requiring sidewalks on both sides of the new public streets. The applicant requested that the Council reconsider the requirement and allow them to construct sidewalks on only one side of the public street and the Council approved the request at the July 27th Council meeting. The Metropolitan Council is completing their review of the Comprehensive Plan Amendment. 11. Ravinia 7th Addition PUD Final Plan and Final Plat (City File 17-013). Lennar has submitted a request for approval. The Planning Commission reviewed the Final PUD Plan at their July 6th Planning Commission meeting and recommended approval. The City Council approved the request for Final Plat, Final PUD Plan and easement vacation at the July 27th City Council meeting. 12. Bass Lake Estates PUD Sketch Plan at 19219 & 19235 County Road 10 (PID 25-119-23-44-0003 and 25-119-23-44-0002) (City File 17-015). An applicant for sketch plan has been submitted by E&R Investments, LLC for a mixed-use project of self-storage and detached villas on the 35-acre site. The sketch plan was reviewed by the Council at their June 22nd meeting. 13. Gmach Lot Consolidation (city file 17-020). Staff received an application for a lot consolidation to consolidate Outlot A that would be created with the “Gmach Farms Subdivision 1” to be combined with the existing home on 22600 Oakdale Drive.
