Qj 04M�a Comprehensive Plan Update 2040 Joint Council/Commission Work Session March 16, 2017 Roles & Responsibilities The Comprehensive Plan update is a significant project for the City. The Council Members and Commissioners play and important role to guide project planning, review project deliverables and assist with community outreach and engagement efforts, including:  Ensuring community engagement in the planning process.  Assisting in the establishment of project priorities.  Sharing project information and obtaining feedback from the community. The Planning Process will involve the members of the community as several key stages, but we will also bring information to various Commission and Council meetings. The City Council will serve as the Advisory Committee to develop the plan with feedback fro m the Commissions and community. Individual Council and Commission members have the following responsibilities:  Engage thoughtfully in the issues.  Represent and advocate for the interests of his/her constituency as well as the interests of the city as a whole.  Share relevant information (historical, background) with the team.  Assist in informing constituencies about the project.  Recommend appropriate avenues for cost effective engagement with the community.  Work to identify solutions to issues that arise, and openly/objectively discuss and evaluate those options.  Attend all meetings and review meeting agenda packet materials prior to the meeting.  Help “staff” community engagement events, such as open houses, workshops, etc. Project web site: Stay up to date on Comprehensive Plan opportunities and resources: http://www.landform.net/corcoran2040compplan.html Comprehensive Plan Update 2040 Joint Council/Commission Work Session March 16, 2017 Small Group Discussion Objective: To identify strengths and weaknesses in the current Corcoran 2030 Comprehensive Plan. 1. What are Corcoran’s greatest strengths? What things need to be included in the comprehensive plan to make the City a great place to live and work? Please list at least 5 things you think make Corcoran great. (Strengths can refer to the community, the people, public facilities, natural resources, character, governance, etc.) 2. What are the Corcoran 2030 Comprehensive Plan’s weaknesses? What is missing that could better reflect the community vision? 3. What are the greatest opportunities in the community? What policies are not addressed in the Comprehensive Plan that should be added? 4. What are the threats? What things stand in the way of achieving the adopted 2030 Comprehensive Plan Vision? What threatens the community or city from achieving their goals? Comprehensive Plan Update 2040 Joint Council/Commission Work Session March 16, 2017 Vision 2040 Discussion Objective: To define a vision for this process. The vision is foundation of the Comprehensive Plan. While rooted in the reality of the community’s past and present, the Vision is an aspirational statement that describes how the community will look, feel and function in the next 20 years. The Vision provides a framework that permeates the plan and informs supporting policy and strategy decisions. Guiding Principles support the Vision, by helping to define the character, values, and priorities of the Corcoran community in 2040. They will act as an ongoing tool to measure the appropriateness and effectiveness of future initiatives and results. Adopted City Council Vision Statement The City of Corcoran will expand opportunities for its residents by supporting life cycle housing, recreational amenities, a vibrant business community, and a strong downtown city center while preserving its natural character and agricultural roots. 2030 Comprehensive Plan Vision and Guiding Principles Corcoran’s 2030 Comprehensive Plan, the “2030 Plan,” represents a community generated update to the 2020 Plan. The update process involved a wide range of community volunteers, including Corcoran residents, the City Council, Planning Commission, Parks and Trails Commission, and a Comprehensive Plan Committee. These groups combined open house events, staff support and research, and commission and committee discussions to identify a vision for Corcoran in the year 2030. This vision is supported by and will be achieved through a series of principles, goals and policies related to land use and development. The City of Corcoran in 2030 will be a vibrant community, defined by its dynamic downtown, strong base of commercial and industrial businesses, variety of housing options, and high-value natural resources. The mixed-use downtown, centered at the junction of Highways 116 and 10, will provide the community with a public gathering space as well as retail and job opportunities for residents. Corcoran’s 2030 commercial, industrial, and business park developments will provide both local employment and a stronger, more diverse tax base. Broader housing options in 2030 will ensure a place in our community for first-time homebuyers, growing families, and seniors. Corcoran is defined by its abundance of high-quality natural resources and open spaces. These resources are intrinsic to our quality of life. The 2030 Plan will enable the residents of 2030 Corcoran to continue to share in this defining experience. Comprehensive Plan Update 2040 Joint Council/Commission Work Session March 16, 2017 These visions of 2030 Corcoran will be achieved through the community’s adherence to the following guiding principles: 1. Protection of the natural resources that define Corcoran’s quality of life 2. Creation of opportunities for a thriving downtown area combining a range of retail, public gathering, and residential spaces 3. Creation of opportunities for expanded employment and tax bases combining commercial, industrial, and business park land uses 4. Expansion of residential options to achieve life-cycle housing 5.
