Corcoran Planning Commission Minutes
March 2, 2017 -7:00 pm
The Corcoran Planning Commission met on March 2, 2017 at City Hall in Corcoran, Minnesota.
Present were: Chair Jacobs, Vice-chair Schultz, Commissioner Russell, Commissioner Wu, and
Commissioner Theis.
Also present were: City Planner Lindahl, Code Compliance Official Pritchard, and Council Liaison Thomas.
1. Call to Order / Roll Call
Chair Jacobs called the meeting to order at 7:00pm
2. Chair and Vice-Chair Election
Motion made by Theis seconded by Wu to nominate Dean Jacobs as Chair and Alan Schultz as
Vice-chair. Voting Aye: Voting Aye: Jacobs, Russell, Wu, Theis, and Schultz. (Motion carried 5:0)
3. Pledge of Allegiance
4. Agenda Approval
Motion made by Theis seconded by Russell to approve the agenda with a correction to the date.
Voting Aye: Jacobs, Russell, Wu, Theis, and Schultz. (Motion carried 5:0)
5. Open Forum – None
6. Minutes
a. Minutes – January 5, 2017
Motion made by Wu seconded by Schultz to approve the minutes with an amendment clarifying the
Commission’s discussion and recommendation regarding striping requirements. Voting Aye:
Jacobs, Russell, Wu, Theis, and Schultz. (Motion carried 5:0)

8. New Business
a. Ravinia 8th Addition Final Plat and PUD Final Plan on Schwalbe property at 6635 County
Road 101 (city file 17-002)
i. Staff Report – City Planner Lindahl presented her staff report.
ii. Commission Discussion & Recommendation – Paul Tabone, Lennar, addressed
the Commission and stated that they are working with engineering to address the
pond and drainage.
Staff clarified, at the Commissioners request, that with the addition of Ravinia 8th,
the total number of proposed lots in the Ravinia development would now be 457.
The Commission asked for clarification regarding the turnaround and parking.
Staff clarified that the turnaround would also serve as the County Road 101 trail
connection in the future.
The Commission asked the applicant about their Discovery product. Paul Tabone
stated that there was a lot of interest both here and in other communities.
The Commission asked for definition of an “Incidental Wetland.” Staff clarified
that it is an unnatural wetland that does not fall under WCA requirements per
Watershed determination.
Staff clarified that the City Engineer had concerns regarding the proposed
filtration basin design, mainly due to maintenance.
Staff confirmed that the trail would be graded, but not paved, as there is not an
existing trail to connect to along County Road 101.
Motion made by Schultz seconded by Theis to recommend approval of the
resolution for Ravinia 8th Addition Final PUD. Voting Aye: Jacobs, Russel, Wu,
Theis, and Schultz. (Motion carried 5:0)
b. PUBLIC HEARING. Sunrise Solar IUP, Variance and Preliminary Plat east of County Road
19 and North of Pioneer Trail (City file 17-003)
i. Staff Report – City Planner Lindahl informed the Commission that the applicant
requested their application be tabled. Staff clarified that the public hearing would
be opened and anyone would be welcome to speak, but that a new public
hearing would be scheduled and new notices would be sent/posted.
ii. Open Public Hearing – Chair Jacobs opened the public hearing.
iii. Public Comment – Ernie Mayers, 21300 Larkin Road, asked the size of the
proposed solar project.
iv. Close Hearing
Motion made by Wu seconded by Russell to close the public hearing. Voting
Aye: Jacobs, Russell, Wu, Theis, and Schultz. (Motion carried 5:0)
Motion made by Schultz seconded by Russell to table the application. Voting
Aye: Jacobs, Russell, Wu, Theis, and Schultz. (Motion carried 5:0)

Commission and staff had a brief discussion regarding the 2040 Comprehensive Plan update
process.
c. City Council Report – Council Liaison Thomas updated the Commission on City Council
activities.
