HomeMy WebLinkAbout2016-11-15 Parks and Trails Minutes CITY OF CORCORAN Parks and Trails Commission Meeting Minutes November 15, 2016 - 7:00pm The Corcoran Parks and Trails Commission met on November 15, 2016, at City Hall in Corcoran, MN. Present were, Commissioners - Anderson, Krueger, Nybo, and Robran. Absent were Commissioners Meister, Regan, Strehler, and Student Commissioner Beck. Also present were Councilor Keefe and City Administrator Martens. 1. Call to Order / Roll Call Chairperson Anderson called the meeting to order at 7:03 pm. 2. Pledge of Allegiance Chairperson Anderson invited all in attendance to rise and join in the Pledge of Allegiance. 3. Agenda Approval a. Agenda Motion: Made by Nybo, seconded by Robran, to approve the agenda with the addition of 11a. December Meeting Schedule, 11b. Parks Intern Update, and 11c. Rockford Lease Update. Voting Aye: Anderson, Krueger, Nybo, and Robran (Motion carried 4:0) 4. Minutes a. Minutes – October 18, 2016 Motion: Made by Krueger, seconded by Nybo, to approve the minutes as presented. Voting Aye: Anderson, Krueger, Nybo, and Robran (Motion carried 4:0) 5. Open Forum - None 6. Presentations – None 7. Old/Unfinished Business a. Memorial Garden Bench Locations City Administrator Martens presented the report noting the updated proposed locations of donated benches and that the benches would be placed on concrete pads. Motion: Made by Krueger, seconded by Nybo, to approve the request for the location of benches for the Memorial Garden. Voting Aye: Anderson, Krueger, Nybo, and Robran (Motion carried 4:0) 8. New Business a. Rezoning, Preliminary Plat, and PUD Preliminary Development Plan for “Schwalbe” subdivision as a proposed future Ravinia phase (PID 36-119-23-14-0001) (city file 16-026) City Administrator Martens presented the report of a request related to a 5.97 acre property at 6635 County Road 101 to be incorporated into Ravinia. The Commission discussed park dedication requirements and proposed trail connections to a future County Road 101 trail. The Commission also discussed the pace of park dedication revenue related to the timeline for the purchase decision for the proposed regional recreation amenity. Motion: Made by Robran, seconded by Nybo, to recommend accepting cash in lieu of land for park dedication, accepting the trail easement without out park dedication credit, and to delay paving the trail connection until the construction of the County Road 101 trail. Voting Aye: Anderson, Krueger, Nybo, and Robran (Motion carried 4:0) 9. Reports/Information a. Active Planning Applications – Informational only, no action taken CITY OF CORCORAN 10. Subcommittee and Miscellaneous Reports a. City Council Report – Councilor Keefe Councilor Keefe provided an update to the Commission on Council activities and answered questions from the Commission. b. Garden Club Report Chair Anderson provided an update on Garden Club activities stating that some members attended an event at Heidi’s Growhaus and that the group is brainstorming activities for 2017. c. Park Dedication Fund – Informational only 11. Other Business/Announcements a. December Meeting Schedule Motion: Made by Krueger, seconded by Nybo, to cancel the December meeting of the Parks and Trails Commission. Voting Aye: Anderson, Krueger, Nybo, and Robran (Motion carried 4:0) b. Parks Intern Update City Administrator Martens informed the Commission that the position is in the proposed 2017 budget and recruitment will begin in January. c. Rockford Lease Update City Administrator Martens informed the Commission that a meeting will be held in the near future with the Rockford School Superintendent to discuss options for leasing the property in 2017. Commissioner Liaison Calendar Commissioners reviewed the calendar. City Administrator Martens stated he would confirm with Commissioner Regan about attendance at the December 8th Council meeting. 12. Adjournment Motion: Made by Robran, seconded by Krueger, to adjourn the meeting at 7:51 pm.
