Parks and Trails Commission Meeting Minutes
September 20, 2016 - 7:00pm
The Corcoran Parks and Trails Commission met on September 20, 2016, at City Hall in Corcoran, MN.
Present were, Commissioners - Anderson, Krueger, Meister, Nybo, Regan, Strehler, and Student
Commissioner Beck. Commissioner Robran arrived at 7:03 pm.
Also present were Mayor Guenthner and City Administrator Martens.
1. Call to Order / Roll Call
Chairperson Anderson called the meeting to order at 7:00 pm.
2. Pledge of Allegiance
Chairperson Anderson invited all in attendance to rise and join in the Pledge of Allegiance.
3. Agenda Approval
a. Agenda
Motion: Made by Nybo, seconded by Krueger, to approve the agenda as presented.
Voting Aye: Anderson, Krueger, Meister, Nybo, Regan, and Strehler
(Motion carried 6:0)
4. Minutes
a. Minutes – July 19, 2016
Commission members noted incorrect dates in the minutes. Per consensus the approval was tabled
until the October meeting.
5. Open Forum
Kevin Dale of the Corcoran Athletic Association was present and informed the Commission of the
intent to present a check for $1,900 to the City from 2016 fees. Mr. Dale provided an update on
baseball participants, the scoreboard project, and presented a proposed project to construct a press
box at Snyder Field in 2017. Mr. Dale requested matching funds for the project and estimated total
costs at $1,800 in materials.
Motion: Made by Regan, seconded by Nybo, to have staff work with Kevin Dale to draft plans for a
press box to be constructed at Snyder Field using matching funds and bring back to the
Commission for review.
Voting Aye: Anderson, Krueger, Meister, Nybo, Regan, Robran, and Strehler

8. New Business
a. Speed Limit Near City Park
Commissioner Nybo presented the topic requesting that the Commission consider action to request
that the 55 mph zone be moved further west on County Road 50. The Commission discussed
speed zones and by consensus directed staff to work with Hennepin County to initiate a study to
consider moving the 55 mph zone further west.
9. Reports/Information
a. Pollinator Conference Notes – Sharon Meister
Commissioner Meister reviewed notes from the conference and thanked the City for the opportunity
to attend. Commission members thanked Commissioner Meister for attending and sharing the
information.
b. Meister Field Improvement Project
City Administrator Martens informed the Commission that quotes came in higher than anticipated
and that the project was abandoned for lack of available funds.

c. Ravinia Neighborhood Park Design Update
City Administrator Martens informed the Commission that the City Council had approved staff
moving forward with a request for proposals. Both Wenck Engineering and Landform will be
providing proposals for review at an upcoming meeting. The Commission was also informed that
the project timeline may be escalated if the next phase to be platted is adjacent to the proposed
park.
d. Active Planning Applications – Informational only, no action taken
10. Subcommittee and Miscellaneous Reports
a. City Council Report
Mayor Guenthner provided an update to Commissioners on Council activities; items highlighted
included the sub-watershed assessment grant and the FEMA floodplain amendment.
b. Garden Club Report
Chair Anderson provided an update on Garden Club activities and stated the group is looking for a
garden location at City Park.
c. Park Dedication Fund – Informational only
11. Other Business/Announcements
Commissioner Nybo informed the Commission of a donation by the Northwest Area Jaycees for an
electronic sign at City Hall.
Commissioner Robran provided a recap of the Country Daze event and discussions taking place
about possibly moving the event to Lions Park.
Commissioner Liaison Calendar
Commissioners reviewed the calendar. Commissioner Krueger will attend the September 22nd
Council meeting and Commissioner Meister will attend the October 13th City Council meeting.

Motion: Made by Strehler, seconded by Robran, to adjourn the meeting at 8:27 pm.
