A RESOLUTION TO APPROVE A FINAL PLAT FOR "STREHLER ESTATES" ON
PROPERTY LOCATED AT 22900 STREHLER ROAD (PID 17- 119 -23 -32 -0004) (CITY FILE
NO. 16 -001)
WHEREAS, CCS Partnership, LP has requested approval of a final plat to allow for the subdivision
of the 80.09 -acre property legally described as:
The West Half of the Southwest Quarter except the West 659.91 feet thereof, The North
Half of the Northeast Quarter of the Southwest Quarter, The West Half of the Northwest
Quarter of the Southeast Quarter, all in Section 17, Township 119, Range 23, Hennepin
County, Minnesota.
NOW THEREFORE BE IT RESOLVED that the Corcoran City Council approves the request for
a final plat subject to the following findings and conditions:
1. The final plat is approved to allow the creation of four residential lots in accordance with
the application received by the City on December 23, 2015, except as amended by this
resolution.
2. There are zero development rights remaining on Lots 1 -4,
3. Access for all four lots shall be from the new private drive. No direct access shall be
allowed onto Strehler Road.
4. The application is subject to the review and approval by the Elm Creek Watershed
Management Commission. The applicant shall comply with any conditions of approval
from the watershed. Where the City requirements are different than the watershed
requirements, the applicant shall comply with the more restrictive standard.
5. The applicant must comply with the City Engineer's memo dated January 13, 2016.
6. Prior to release of the final plat, the applicant must:
a. Revise plans to show a decorative sign stating "Private Drive" and the range of
addresses served by the private drive located near the entrance to the private drive
as required by Section 945.020, Subd. 20 (Alleys and Private Drives) of the
Subdivision Ordinance.
b. Submit a soils report with geotechnical engineer recommendations for shared
driveway construction to meet the 7 -ton standard shown on Sheet STR -3 of the
Corcoran Standard Detail Plates and provide a minimum of three soil borings.

c. The Homeowner's Association (HOA) agreement (which includes articles of
incorporation, bylaws and a common interest declaration) should be revised to
specifically and clearly note that the private drive is shown as a drainage and utility
easement on the final plat. The applicant could alternatively include an exhibit for this
common area and be clear that the HOA is responsible for the maintenance and snow
removal on the private drive. The HOA document shall be revised to include language
committing the responsibility of the conservation easement to the HOA. The City
Attorney must review and approve this document prior to recording.
d. The applicant shall pay park dedication fees for the three new lots (Lot 2, Lot 3 and
Lot 4). The City will require cash in lieu of land, subject to the park dedication
requirements in place at the time the plat is released for filing.
e. The applicant shall provide the approved preliminary and final plat drawings to the
City in an electronic (AutoCAD) format.
f. A financial guarantee shall be provided to the City to ensure that improvements and
lot monuments are installed as required per Section 960.050 of the City Code.
7. Prior to issuance of building permits, the applicant must:
a. Record the approving resolutions, mylar, conservation easement and all related
documents at Hennepin County and provide proof of recording to the City.
b. Construct the entire length of the private drive to ensure access to all four lots.
c. Provide proof of Hennepin County approval of well and septic design and locations.
d. All permanent wetland buffer monument signs shall be erected along the wetland
buffer line as required by Section 1050.010, Subd. 7 of the Zoning Ordinance:
i. Erect all permanent wetland buffer monument signs as required by
Section 1050.010, Subd. 7 of the Zoning Ordinance. Wetland signs shall
be purchased from the City.
ii. Wetland buffer signs must be installed at each lot line where it crosses a
wetland buffer and where needed to indicate the contour of the buffer, with
a maximum spacing of 200 feet of wetland edge.
iii. The final locations must be inspected and approved by City staff.
e. Lot corner monuments shall be installed as required by the Subdivision
Ordinance.
8. Prior to release of the escrow:
a. The applicant must plant the wetland buffers in accordance with Section 1050.010,
Subd. 5 of the Zoning Ordinance.
9. The applicant must file the final plat at Hennepin County within 2 years of the date of
approval or the approval shall expire.
