City Council Meeting Minutes
June 11, 2015 - 7:00 PM
The Corcoran City Council met on June 11, 2015, at City Hall in Corcoran, Minnesota.
Present were, Mayor Guenthner, Councilor Hank, Councilor Keefe, Councilor LaFave, and
Councilor Thomas.
Also present were City Administrator Martens, City Planner Lindahl, City Planner Matze, and City
Clerk Heinecke.
1. Call to Order / Roll Call
Mayor Guenthner called the meeting to order at 7:00 pm.
2. Pledge of Allegiance
Mayor Guenthner invited all in attendance to rise and join in the Pledge of Allegiance.
3. Agenda Approval
MOTION: made by LaFave, seconded by Thomas to approve the agenda as presented.
Voting Aye: Guenthner, Hank, Keefe, LaFave, and Thomas
(Motion carried 5:0)
4. Open Forum
Donald Loukusa 10650 Hidden Valley Dr. Mr. Loukusa owns approximately 15 acres with no
available development rights. He would like council to consider ways to earn building rights for his
property. Council directed staff to follow up with Mr. Loukusa.
Steven Selisky 21000 Greenview Ct. Mr. Selisky informed the council of a private driveway issue.
City Administrator Martens told Mr. Selisky the matter is on the June 25, 2015 city council agenda.

6. Consent Agenda
a. Draft Minutes of May 28, 2015 Council Meeting
b. Contract for Assessing Services — Rolf Erickson Enterprises, Inc.
c. Resolution 2015 -29 — St Thomas Temporary Gambling
d. Resolution 2015 -30 — Recognizing Firearm Safety Program
MOTION: made by Keefe, seconded by LaFave to approve the consent agenda items a, c, and d as
presented.
Voting Aye: Guenthner, Hank, Keefe, LaFave, and Thomas
(Motion carried 5:0)
MOTION: made by Hank, seconded by Thomas to approve the consent agenda b. as presented.
Councilor Hank is interested in the cost to have the county provide assessor services. Staff
directed to review.
Voting Aye: Guenthner, Hank, Keefe, LaFave, and Thomas

7. Claims as Presented
a. Financial Claims
MOTION: made by Thomas, seconded by Hank to approve the financial claims as presented.

8. Staff Reports/ Memos /Commissions
a. Northwest Hennepin Human Services Council Update received, no action required.
b. Elected Officials Emergency Handbook Follow -Up received. Mayor Guenthner noticed this
event as a council meeting, June 25, 2015 5:30 — 7:00.
c. Construction Hour Violation — Lennar report presented by City Administrator Martens.
Council discussed, no action required.

d. Petition for Removal from Dust Control Program — Fox Valley Drive report received. All Fox
Valley Drive properties will be removed from the Dust Control Program and assessment.
9. Planning Business / Landform
a. Draft Sign Ordinance report presented by City Planner Lindahl. Council discussed and
provided staff direction.
10. Unfinished Business -None
11. New Business
a. 2015 Night to Unite Program report presented by City Administrator Martens. Council
discussed and directed staff to continue with Night to Unite as planned.
b. Street Name Selection report presented by City Administrator Martens. Council discussed
and provided staff direction. Staff to return with an updated policy and map at a future
council meeting.
