CITY OF CORCORAN PLANNING COMMISSION MEETING MINUTES 7:00 PM — THURSDAY, JULY 3, 2014 The Corcoran Planning Commission met on July 3, 2014, at City Hall in Corcoran, Minnesota. Present were: Chair Jacobs, Vice -Chair Ravnholdt, Commissioner Krueger, Commissioner Wu, and Commissioner Schultz. Commissioner Theis arrived at 7:02pm Also present were: Council Liaison Cossette, Administrator Martens, City Planner Lindahl, and Code Compliance Official Pritchard. 1. Call to Order Chair Jacobs called the meeting to order at 7:00p 2. Pledge of Allegiance _ 3. Open Forum — None 2 Approval of: a. Commissioner Ravnholdt abstained. (Motion carried 5:0:1) 5. Unfinished Business: None 6. New Business a. *PUBLIC HEARING. Lake Independence Regional Trailhead at 23475 CR 10 Rezoning, Site Plan and Variance (PID 18- 119 -23 -12 -0002) (city file 14 -010) i. Staff Report — City Planner Lindahl presented her staff report ii. The Commission asked questions and discussed the snowmobile trail reroute. Mr. Bowe, Three Rivers Park District (TRPD), stated that the trail was moved to cross the gravel parking lot, rather than the paved trail. Mr. Bowe also stated that the trailhead would not be maintained or plowed in the winter and the CXT bathroom would be locked; the date of closure and opening would be dependent on weather. The commission inquired about the number of parking stalls. Mr. Bowe stated that TRPD determined they would need 6 -8, but planned for 10. The commission asked for maintenance clarification. The facility would be maintained by TRPD twice weekly. It was questioned whether or not trash facilities would be provided. Mr. Bowe stated they were not planned to be provided. In discussing the parking lot, it was stated by Mr. Bowe that the entrance is located as far to the east as it could be and the gravel lot would be striped initially, but not restriped. TRPD stated that many of the anticipated users would be repeat users, and the ADA parking stall would be permanently striped and this would direct parking for the rest of the lot. The commission asked who would monitor the site. It was determined that the site would be policed by TRPD. The Corcoran Police Department is aware of the project and will be coordinating directly with the Park Police. The commission asked if the trailhead could be permanent. Staff stated that it is possible, but the application was for a temporary facility and that the facility would most likely become part of a larger facility in the future. iii. Open Public Hearing — Chair Jacobs opened the public hearing. (7:31 pm) iv. Public Comment — Trish Krueger, Parks and Trails Commission, shared that the commission were very happy with the trailhead project and in fact had previous discussions to acquire the property for a city -owned park facility. Tom Cossette, 9200 Shannon Lane, inquired about tree removal and its necessity. He stated that two trees shown to be removed should remain. Mr. Bowes stated that the removal is to accommodate the snowmobile trail and possibly because the trees were damaged, diseased, or dead. The snowmobile trail is located to avoid both right -of -way and existing electrical poles and guy wires. The commission discussed screening to the East; staff determined that the proposed screening was sufficient. V. Close Hearing Motion made by Theis seconded by Wu to close the public hearing. Commission Discussion & Recommendation — The commission continued discussions regarding trash facilities and refuse containers; staff proposed resolution condition revisions to include the requirement of trash facilities and a urinal in the restroom. The commission continued discussions regarding screening to County Road 19 and tree removal. The commission felt that they did not have adequate information to address the tree removal plan and the applicant agreed to provide additional information to staff in advance of the council meeting for council consideration. Motion made by Ravnholdt seconded by Theis to recommend approval of the Ordinance Amendment as presented. Voting Aye: Jacobs, Ravnholdt, Krueger, Wu, Theis, and Schultz. Preliminary plat for "Patnode Farms" on property at 22610 County Road 50 (PID #20- 119 -23 -43 -0003) (city file no. 14 -021) 120- DAY REVIEW DEADLINE: November 13, 2014 1. Application Request Michael L. Patnode is requesting approval of a preliminary and final plat to create a 10 -acre lot and a 68.33 acre outlot. There is an existing house on the proposed lot. 2. Context Background On July 24, 2014, the City approved a topography waiver for the entire site. A wetland delineation waiver was approved for proposed Outlot A. A wetland delineation was required for the wetlands in proposed Lot 1, Block 1. Zoning and Land Use The subject property is guided Rural / Ag Residential in the 2030 Future Land Use Plan and zoned Rural Residential. The surrounding properties are all zoned Rural Residential and guided Rural / Ag Residential. Natural Characteristics of the Site The 2030 Comprehensive Plan shows a wetland in the northeast corner of proposed Outlot A and proposed Lot 1, Block 1. In addition to this wetland, the National Wetlands Survey shows a wetland generally on the western part of the site. No new development is proposed on either parcel. Parks and Trails The Parks and Trails Map from 2030 Comprehensive Plan shows a proposed on -road trail along County Road 50. Landform ®, SensiblyGreen® and Site to Finish® are registered service marks of Landform Professional Services, LLC. 0 Access 0 Proposed Lot 1, Block 1 will be accessed by an existing drive. Proposed Outlot A will continue to be used as farmland, and will be accessed by neighboring farm lots. The future owners of the land are planning on enrolling proposed Outlot A in the Agricultural Preserve program. 3. Analysis Staff has reviewed the application for consistency with the Comprehensive Plan, Zoning Ordinance, Subdivision Ordinance, and City Code requirements, as well as City policies. A. Level of City Discretion in Decision - Making The City's discretion in approving a preliminary and final plat is limited to whether or not the proposed plat meets the standards outlined in the City's subdivision ordinance and zoning ordinance. If it meets these standards, the City must approve the final plat. B. Consistency with Ordinance Standards Lot Size The plat would create one 10 -acre lot for the existing home and one 68.33 acre outlot for the existing farmland. These lot sizes exceed the RR district minimum of lot size of 2 acres. The staff report for city file 14 -014 (request for topographic and wetland waiver), notes that the proposed plan shows the outlot wrapping around proposed Lot 1, Block 1. The eastern strip meets the 200 foot minimum width requirement of Section 1040.030 (Standards for Rural Residential districts) however, it is covered by a wetland. This wetland will restrict future access to the site, and provides no benefit to Outlot A. Staff recommended including this strip as part of Lot 1, Block 1, however, the applicant chose to keep the existing layout. Staff notes that when Outlot A is developed the city will expect 1 public street access on the western portion of the lot to serve the homes. Well and Septic The existing farmstead's well and septic on proposed Lot 1, Block 1 will remain. No well and septic will be required for proposed Outlot A. Streets No new streets are proposed. The preliminary plat submitted by the applicant shows a 33 -foot right - of -way for County Road 50, which is not sufficient right -of -way for the future pedestrian and bicycle trail that is shown in Corcoran's 2030 Comprehensive Plan. Patnode Farms Preliminary Plat (city file 14 -021) September 4, 2014 0 C As required by state law, the City submitted the proposed plat to Hennepin County for review. Hennepin County Transportation Department reviewed the proposed plat on August 21, 2014. Hennepin County noted that County Road 50 is designated in the Hennepin County Bicycle System Plan as a future on -road facility. To provide space for future pedestrian / bicycle accommodations, they recommend an additional 17 feet of right of way to provide a total of 50 feet of half right of way Staff has included a condition requiring the applicant to update the plat to show a 50- foot' /2 right -of- way for County Road 50. The County notes that any proposed construction requires an approved Hennepin County Permit prior to any construction, however no new construction is proposed. Public Safety Review Plans were sent to the fire department on July 31, 2014. There were no comments from the Fire Chief and Fire Marshal regarding public safety as of the date of this report. Natural Characteristics of the Site While no new development is proposed on the proposed lot and outlot, plans should show the existing trees on site. Staff has included a condition that plans be revised to show the existing tree line. Wetlands The Corcoran Natural Resources Inventory Areas Map shows that Lot 1, Block 1 has wet prairie on the northeast corner of the proposed parcel and the National Wetlands Survey shows a wetland on the western edge of the proposed parcel. A wetland delineation was completed on the wetlands in proposed Lot 1, Block 1. The wetland delineation was submitted to the Elm Creek Watershed Management Commission ( ECWMC) for review and approval. The ECWMC approved the delineation on August 5, 2014. Wetland buffers, setbacks, and markers will need to be shown on the plans in accordance with Section 1050.010 of the Zoning Ordinance. Wetland buffer requirements vary based on the quality of the wetland. The applicant must complete a Minnesota Rapid Assessment Method for Evaluating Wetland Functions (MNRAM), which will determine the average width of the buffer around the wetland according to the standards in Section 1050.010. Buffers, setbacks, and monuments are required to be installed when the property is platted. Staff has included a condition that the plans be revised to show the wetland buffer and setbacks. Wetland buffer monuments must installed prior to release of the escrow. Section 1050.10, Subd. 5 requires that buffers around wetlands are planted with vegetation in accordance with Section 1050.10, Subd. 8, Buffer Strip Vegetation Performance Standards. Staff has included a condition that will require the applicant to comply with these standards. Patnode Farms Preliminary Plat (city file 14 -021) September 4, 2014 ! ! Drainage and Utility Easements Section 945.060, Subd. 2 of the Subdivision Ordinance requires 10 -foot drainage and utility easements around the perimeter of the lot. The plans comply with these requirements. Plans should locate any known drain tiles located on property. Staff has included a condition that the plans be updated to show any known drain tiles. Parks and Trails Staff notes that Section 955.020 of the Subdivision Ordinance states "Park Dedication is only due in cases where additional new parcels are created." The subdivision will create one new lot for the existing home and one vacant outlot. At this time, park dedication is required only for the new 10.0 - acre lot, as no previous park dedication has been provided for this parcel. This is consistent with the ordinance application for Triden Ridge 2nd Addition. Under the current ordinance, park dedication is required at 10% of the net land area. The City may accept cash -in -lieu of land at 10% of the value of the land with a maximum rate of $3,000 per unit for each new unit located outside of the MUSA (Metropolitan Urban Service Area), such as this. Cash in lieu of land would be $3,000 at the current rates (1 x $3,000 per unit). The Parks & Trails Plan in the 2030 Comprehensive Plan shows a future on -road trail in the County Road 50 right -of -way. The trail will be constructed in the County Road 50 right -of -way. No land beyond the required 50 foot 1/2 right -of -way as described in the Hennepin County Transportation letter is required for this future trail. Final Plat The applicant has also requested approval of a final plat. The final plat requires action by the City Council only and will be reviewed at the September 251h Council meeting. C. Conclusions Staff has reviewed the preliminary plat for consistency with the applicable standards outlined in the Comprehensive Plan, Zoning Ordinance and Subdivision Ordinance. Staff noted in the staff report the outstanding issues that must be addressed and have included conditions in the attached draft resolutions to address these issues. Right -of -Way — This section of CSAH 50 is currently a two -lane rural roadway with minimal shoulders, which we anticipate will remain for the forseeable future. The current half right of way for CSAH 50 along the property is 33 feet (centerline to property line). This roadway is designated in the Hennepin County Bicycle System Plan as a future on -road facility. To provide space for future pedestrian/bicycle accommodations, 17 additional feet of right of way is recommended, to provide 50 feet of half right of way. This is consistent with the right of way or trail /utility easement provided on the south side of CSAH 50 in addition to the right of way provided for the MTP West Acres plat to the west on CSAH 50. Permits — Please inform the developer that all proposed construction within county right -of -way requires an approved Hennepin County permit prior to beginning construction. This includes, but is not limited to driveway and street access, drainage and utility construction, trail development, and landscaping. At the June 26, 2014 City Council meeting, the Council reviewed the draft language and directed staff to hold a public hearing to consider the changes. 2. Proposed Language The current Corcoran Zoning Ordinance requires a PUD sketch plan to be presented to the Planning Commission and City Council and allows the same process as an option for other applications. The City Council felt that applicants should present these concepts to the City Council first to gather high level feedback on the policy issues rather than some of the more detailed planning issues. Staff was directed to revise the ordinance to send sketch plans to the City Council only. Staff is also recommending some changes for consistency between the Sketch Plan and PUD Sketch Plan processes. Based on the Council feedback, staff recommends the following changes to Section 1040.140, Subd. 6 of the PUD ordinance as shown below by deleting the stFiekeR material and adding the underlined material as follows: Subd. 6. At the April 10th meeting, the City Council directed staff to prepare a minor update to the park dedication ordinance as outlined in the staff memo. Staff provided a draft to the City Council for review at the June 26th meeting and, based on Council feedback has met with Councilmember Cossette to gather his comments. These comments will require significantly more research and analysis than originally anticipated and will not be ready for a public hearing until this fall. The City Attorney and City Planner agree that since the primary concern in is with the land dedication requirements in the rural areas, we will focus on solutions that are legally defensible and accomplish the City Council goals. We agree that a moratorium (or interim ordinance) is not needed at this time. Should a rural subdivision be submitted, we recommend that the City Council simply take cash in lieu of land while the new ordinance is being developed. There are no current applications in the pipeline that will be affected by the rural area change and we have several full agendas coming up. We are working with the City Administrator to identify a date for an update to the City Council. 2. City- Initiated Ordinance Update for Sketch Plans (City file 14 -009). At the April 10th meeting, the City Council directed staff to prepare an ordinance update to streamline the sketch plan review process and require Council action only. Staff provided a draft to the City Council for review at the June 26th meeting and, based on Council feedback we have a public hearing scheduled for the September 4th Planning Commission meeting and September 25th Council meeting. 3. Hentges Lawn Land Snow Special Home Occupation at 21310 Meadow Lane (City file 14 -012). An application was submitted and staff notified the applicant of items needed to make this a complete application. The application mar be administratively approved, but is being forwarded to the City Council for action on August 28t due to neighborhood comments. 4. Sprint Antenna administrative permit at 20140 CR 30 (city file 14 -013). An administrative permit was received to upgrade the antennas on this existing tower. The application is currently incomplete. The application may be administratively approved. 5. Administrative Permit and Site Plan to add antennas and modify ground equipment on an existing tower for AT &T antenna at 20140 CR 30 (PID 11- 119 -23 -12 -0001) (city file 14 -019). This applicant may be administratively approved. The application is currently incomplete. Also, there are a number of projects that have been approved, but are still not filed and closed out: 1. Corcoran Business Park (city file 06 -005). The City Council granted a one year extension to the final plat approval, which expired on April 12, 2011. Staff has spoken to the applicant and is still Landform , SensiblyGreen and Site to Finish® are registered service marks of Landform Professional Services, LLC. 1 working to close out this project. Notably, we met with the land owner in February and may have a new development application for this site later this year. 2. Hope Ministries Conditional Use Permit for Cemetery and Vacation of Drainage & Utility Easement at 19951 Oswald Farm Road (city file 12 -002). Hope Ministries submitted a request for a conditional use permit to allow a cemetery west of the existing church. The application was approved by the City Council on March 22nd and site work had begun. The letter of credit for site improvements has been released but we are holding the escrow pending completion of the approved landscaping. The applicant has indicated that they are considering a site plan amendment application to modify the approved plans. 6. Heinz Second Addition Preliminary and Final Plat at 20801 CR 117 (03- 119 -23 -14 -0002) (City file 13 -003). A wetland and topographic waiver was approved on January 24th. This item was approved by the City Council action on April 25th. The applicant is working on complying with approval conditions so that they can get the final plat mylar signed and recorded. The applicant has site work to complete and then the escrow can be refunded. 7. Ess Addition (city files 05 -017, 08 -003 and 12 -024). The City Council granted an after - the -fact extension for this final plat at their November 29, 2012 meeting and a second extension at the November 25, 2013 meeting. The plat has been recorded and staff is working with the applicant to address any outstanding issues and close out the file /refund the escrow after wetland monuments and lot monuments are installed. 8. Lano Equipment at 23580 Highway 55 Site Plan Modifications for Cold Storage Building. (31- 119 -23 -34 -0007) (13 -006). This item was approved by the City Council on JUly 11 h. The building permit has been issued, but staff has determined that the building was not being built according the approved plans. The City Planner and Code Enforcement Official met with the applicant on March 26th to review the conditions of approval. The applicant submitted revised plans and the City Council approved a site plan modification at the June 12th meeting. The Code Enforcement Official is working with them to make the corrections and complete the building. 9. Ess Brothers Site Plan Amendment and Conditional Use Permit Amendment for an accessory building at 9350 County Road (PID # 07- 119 -23 -43 -0004) (City File No. 13 -031) The applicant is requesting approval for a 5,500 square feet detached, accessory building with 20 -foot sidewalls. The City Council approved this item on January 23rd. The applicant must now file the resolution at the County and then staff will close out the file and refund any remaining escrow. The applicant may apply for a building permit after the resolution is recorded. 10. Maple Hill Estates 3rd Addition Preliminary and Final Plat (PID 24- 119 -23 -43 -0016 and 24- 119 -23- 43 -0014) (city file 14 -001). A site plan and variance was approved on April 25, 2013 for this project, but it was recently was determined that the new community center should be located on City property. The plat is required to adjust property lines. The preliminary plat was reviewed at a public hearing at the March 6th Planning Commission meeting. The City Council approved the preliminary and final plat on March 27th. The mylar has been prepared and is ready for signatures and filing. We simply need an affidavit of ownership from the landowner to complete the plat filing. 11. Lennar Final Plat, Vacation, Development Contract and Final PUD Development Plan for "Ravinia" (City file 14 -003). The applications were approved at the April 24th City Council meeting. Staff is now working through the final plan revisions with the applicant. The development contract has been signed, the financial guarantee submitted and the final details are being addressed. The demolition of the existing home and grading has begun. There are a number of approval conditions that must be addressed prior to release of the final plat mylar for recording and initiation of the infrastructure work. 12. Fox Ridge 2nd Addition Final Plat at 9495 Trail Haven Road (PID 09- 119 -23 -41 -0011) (City File 14- 006). This final plat application for a final plat of Outlot A, Baumeister 3rd Addition was approved by the City Council on May 22nd. The applicant will prepare mylar for signature and filing. After the documents are filed, the remaining escrow can be released. MEMORANDUM 13. Lake Independence Regional Trailhead at 23475 CR 10 Rezoning, Site Plan and Variance (PID 18- 119 -23 -12 -0002) (city file 14 -010). Three Rivers Park District has submitted a request for a temporary trailhead at this location. The City Council approved the request on July 24th. Three Rivers has indicated that they did not receive any bids this summer and will rebid the project the spring for 2015 construction. 14. Topographic Survey and Wetland Delineation Waiver for Mike Patnode at 22610 CR 50 (city file 14 -014). The applicant has submitted an application and staff has notified them of additional items needed to make this item complete. This request was approved at the July 24th Council meeting. 15. Administrative Permit to replace antennas on an existing tower for Global Signal Acquisitions for Sprint Antenna at 7205 CR 101 (PID 25- 119 -23 -44 -0005) (city file 14 -018). This applicant was administratively approved. 16. Peachtree Partners request for PUD Sketch Plan and Comprehensive Plan Amendment for Schendel property at 20400 County Road 10 (City file 14 -005). Development of this site will require several complicated transportation and right -of -way decisions that need to be guided by City Council. Staff has provided direction to the applicant based on the 2030 Comprehensive Plan, which shows a realignment of County Road 10 up to Meister Road and a local street connection from the old County Road 10 to County Road 50. The applicant has provided a concept that incorporates these road improvements but has indicated that they do not need these items to occur for their project. The applicant is asking to reguide the 103 -acre property from High Density Residential to Low Density Residential, which requires a Comprehensive Plan Amendment and extension of municipal sewer and water. The City Council has informally reviewed this concept at December and January City Council meetings. This was reviewed by Parks Commission on March 18th and Planning Commission public hearing on March 6t ". On June 12th, the City Council approved the Comprehensive Plan amendment. We expect the Met Council to act on the application at their August 27th meeting. We have completed infrastructure feasibility studies and are working with the applicant with an expected submission of the preliminary plat, preliminary PUD development plan and rezoning to PUD yet this fall. 17. Feasibility Studies for the Peachtree Partners LLC Project on for Schendel property at 20400 County Road 10. (Sanitary Sewer and Water -city file 14 -015) (Transportation -city file 14 -016) (Stormwater - city file 14 -017). The applicant has submitted a formal request and escrow deposit for the City Engineer to begin the feasibility studies that will be need prior to a formal preliminary plat, rezoning and preliminary PUD development plan application. These feasibility reports will be presented at the July 24th City Council meeting. Finally, there are a few projects that have not yet been started but have been identified as action items or future projects: Sign Ordinance Update. At the April 25th Council meeting, the City reviewed a request for the city to initiate a sign ordinance update. Specifically, they requested that the City review the ordinance standards relating to sign area, sign height and internal illumination and, because this is a city -wide issue, that the ordinance update be completed by the City out of the City funds. The Council discussed the issue and directed staff to bring a proposal back at a later date because the Council felt that this was a significant undertaking that would involve much more than this one issue. We will work with the City Administrator to determine the appropriate meeting to have this considered. Design Guideline Update for Southeast District /Downtown. The Council approved a Landform proposal to update the existing design guidelines for this area. The design guidelines are adopted as part of the Zoning Ordinance and will be enforced as new development is proposed, consequently, the City Council wishes to revisit that planning effort to ensure it is still consistent with the City's goals. The City Council appointed a subcommittee, but the City Council has decided to delay kickoff as we work through some associated issues as part of some new development plans. The following is a recap of some of the items discussed at City Council meetings since that time. A full recap can be found by reviewing the approved City Council minutes on the website. At the time of this report the August 28, 2014 meeting had not yet taken place. An update from that meeting will take place at the Planning Commission meeting. July 10, 2014 Ordinance Regulating Sanitary Sewer and Water o Discussed and received feedback from Council. Staff will prepare an updated ordinance with edits; send to Council early next week to receive final edits prior to the July 24th meeting. SE District Sewer and Water bids o Awarded a contract to Northdale Construction Co. for construction of water and sewer infrastructure for the Ravinia development in the amount of $1,819,223.14 which was below the engineer's estimate. Response to petition to pave roads in the Treeline /Foxline /Trail Haven neighborhood. o Reported to the Council a review of the petition and proposal submitted by Carolyn Holford at an earlier meeting. In short, the proposal did not include costs related to maintaining paved roads so there was a significant financial gap. No action was taken as staff will be bringing a draft plan to pave roads at the August 14th meeting. County Road 10 Turnback Discussion o Reviewed costs related to a possible turnback of County Road 10. Consensus from Council to not move forward with a turnback at this time 7b. however keep the option open for the future. Staff to keep in contact with the County and work towards an improvement to the County Road 10/ 50 intersection. • Commission Ordinance Review o Heard recommendation to amend commission ordinances. Staff to draft updated ordinances and bring back for City Council review. • Options for Video Recording Council meetings o Consensus to put a workable plan together that can be purchased out of the 2015 budget. • Resolution 2014 -37 Providing for the Issuance and Sale of Bonds o Called for the sale of bonds related to the SE District Water and Sewer bids. Bids will be opened on July 24th and considered for acceptance at that evening's Council meeting. July 24, 2014 • Years of Service Recognition o Recognized John Hamilton for 25 years of service and Ryan Burns for 20 years of service. Photos below of Lieutenant Hamilton and Corporal Burns (unfortunately the photo with the Mayor and John at the meeting did not turn out). • Park Dedication Ordinance o Discussed amending the ordinance. Staff to bring back some options and consider a moratorium on taking land. • Lake Independence Regional Trailhead — Three Rivers Park District o Approved a site plan, variance, and rezoning to allow a trailhead to be constructed at the southeast corner of the CR 19 /CR 10 intersection. This will be completed late fall or early winter. • Public Hearing Notice o Discussed how to increase public notice for development proposals. Directed staff to put a plan together to place signs where development is proposed and to increase notice distance in the non -MUSA area. • Water and Sanitary Sewer Ordinance o Approved the ordinance. This is a significant action as it sets the standard for water and sanitary sewer development and use for the City. • Resolution Approving GO Bonds o Approved a resolution awarding the sale of $3,130,000 in General Obligation Revenue bonds for water and sanitary sewer improvements for the Ravinia development as well as $250,000 for the Public Works Facility. Staff was happy to share with the Council that the true interest costs came in at 3.30% which is lower than the estimated 3.49 %. The result is a reduced cost of $70,000 over the term of the bonds. • Feasibility Studies for Schendel 7b. o Reviewed three feasibility studies (stormwater, transportation, and utilities) and heard City Council feedback. Most of the discussion focused around transportation and the options to fix the CR 10 /CR 50 intersection. There was consensus to further investigate option B2 (image below). • Draft 2015 Budget o Reviewed the draft budget. Directed staff to include a contribution to the City's reserves and remove costs associated with video recording Council meetings. Further asked staff to bring back more information on proposed staff /wage adjustments. • Request for proposals — Residential Recycling Services o Approved an RFP and directed staff to seek proposals for a new contract (current contract expires end of 2014). Auaust 14. 2014 • Hope Center Progress o Heard that the required amount of $73,000 to be paid back to the City through Mobile Hope fundraising is 94% in hand. Construction will begin the week of August 251h • Public Safety Director Resignation o Sadly accepted the resignation notice from Sean Gormley effective November 28th. The Council and audience gave Sean a round of applause for the work he's done for the City of Corcoran. Sean thanked the CPD team who made it possible. • Park Planning - Roehlke Property o Reviewed a draft plan to purchase and improve the Roehlke property in 2017. Council discussed and directed staff to include the purchase in the five year plan and provide some additional analysis with use of Park Dedication funds and projection of additional park dedication funds in the future. Council also discussed looking into whether that location makes the most sense to invest in. • Draft Plan to Pave Roads o Reviewed a draft plan to pave Trail Haven Road, Bechtold Road, Larkin Road, and Willow Drive over 10 years with a mixture of Municipal State Aid Funds, special assessments and general fund expenditures. Council asked staff to look into what portion of road paving could be done by City staff and to look into how Medina paved their roads. Council also directed staff to put together a few other financial scenarios. This item also discussed the petition from the Foxline Drive and Treeline Drive neighborhood. The Council directed staff to complete a feasibility study in order for a 429 assessment process to begin to pave those roads. 7b. o Four individuals attending the meeting spoke about the road paving issue. Afterwards the City Council directed staff to come up with some criteria for guiding citizen involvement at Council meetings. This will be on the next agenda. • Downtown Improvement Planning — Water /Sewer /Street o Discussed the TIF project. Council ordered staff to begin the feasibility study necessary to move forward with the project. Closed Meeting — SE Sewer and Water Easement Negotiations o Held a closed meeting to discuss counter offers to easement agreements. No action taken. Attachment: N/A
