HomeMy WebLinkAboutResolution 2015-33 - Approving Final Plat and Developers Agrement - Ravinia 3rd AdditionCity of Corcoran County of Hennepin State of Minnesota RESOLUTION NO. 2015 -33 Motion By: LaFave Seconded By: Thomas June 25, 2015 APPROVING FINAL PLAT AND DEVELOPMENT CONTRACT FOR "RAVINIA 3rd ADDITION' FOR PROPERTY AT GLEASON ROAD AND COUNTY ROAD 101 (CITY FILE 15 -007) WHEREAS, U.S. Home Corporation (dba Lennar) ( "the applicant') has requested approval of a final plat for "Ravinia 31 Addition" for 27 lots and 2 outlots on property legally described as follows: Outlot A, Ravinia 2 "d Addition The Registered portion being described as that part of the south half of the NE % of Section 36, Township 119, Range 23, Hennepin County, Minnesota NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORCORAN, MINNESOTA, that the Corcoran City Council approves the request for a final plat; and; FURTHER, that the development contract for said plat shall be completed by city staff and the Mayor and that the City Administrator be authorized to execute the development contract on behalf of the City; and FURTHER, that the approval is granted based on the following findings and conditions: 1. A final plat is approved to create for 27 lots and 2 outlots for Ravinia 3m Addition, in accordance with the plans and application received by the City on April 1, 2015 and revisions received May 15, 2015, except as amended by this resolution. 2. Approval is contingent upon City Council approval of the final PUD development plan for Ravinia 31 Addition. 3. Development is subject to the preliminary approvals and amendments in Resolutions 2013 -60, 2013 -61 and 2015 -02. 4. The developer shall comply with all conditions of final PUD development plan approval (Resolution 2015 -19). 5. The developer must submit a final plat for each future phase of development. No final approvals are granted at this time for Phases 4 -9. 6. The development contract must be executed by the developer and the City and must be filed with the final plat. Park dedication is based on the development of the entire Ravinia site and shall be land dedication at the time of final plat for the phases that include public park dedication. This phase includes the dedication of a trail easement. The applicant shall revise the trail location per June 4th plans and shall provide gross and net acres for the trail easement to the City of Corcoran. 8. The applicant shall comply with all requirements of the City Engineer's memo dated April 29, 2015. 9. The following conditions be met prior to issuance of building permits: a. The applicant must file the final plat at Hennepin County within 2 years of the date of approval or the approval shall expire. b. All drainage and utility easements shall be staked, surveyed and properly recorded prior to beginning any work on site. c. The applicant must record the approving resolutions and associated documents at Hennepin County and provide proof of recording to the City. d. The applicant shall provide the approved preliminary and final plan drawings to the City in an electronic (AutoCAD) format. 10. The following conditions be met prior to release of remaining escrow: a. Lot corner monuments shall be installed as required by the Subdivision Ordinance. A financial guarantee shall be required to ensure installation per city requirements. b. All required improvements shall be completed.
