HomeMy WebLinkAbout2015-05-28 Council MinutesCity of Corcoran City Council Meeting Minutes May 28, 2015 - 7:00 PM The Corcoran City Council met on May 28, 2015, at City Hall in Corcoran, Minnesota. Present were, Mayor Guenthner, Councilor Hank, Councilor Keefe, Councilor LaFave, and Councilor Thomas. Also present were City Administrator Martens, City Planner Lindahl, City Engineer VanderTop, Director of Public Safety Gottschalk, Public Works Superintendent Meister, and City Clerk Heinecke. 1. Call to Order/ Roll Call Mayor Guenthner called the meeting to order at 7:00 pm. 2. Pledge of Allegiance Mayor Guenthner invited all in attendance to rise and join in the Pledge of Allegiance. 3. Agenda Approval MOTION: made by Thomas, seconded by Hank to approve the agenda as presented. Voting Aye: Guenthner, Hank, Keefe, LaFave, and Thomas (Motion carried 5:0) 4. Open Forum - None 5. Presentations a. Jeff Johnson — Hennepin County Commissioner updated council on the activities of the Hennepin County Board of Commissioners. b. Jacob Coleman — Congressman Erik Paulson's Office updated council on what's happening in Washington. Mr. Coleman encouraged residents to contact Congressman Paulson's office regarding constituent services and visits to Washington. c. Years of Service Recognition award presented to Public Works Superintendent Pat Meister by Mayor Guenthner. 6. Consent Agenda a. Draft Minutes of May 11, 2015 Council Meeting b. Tobacco, Beer, and Liquor License Approval MOTION: made by LaFave, seconded by Keefe to approve the consent agenda as presented. Voting Aye: Guenthner, Hank, Keefe, LaFave, and Thomas (Motion carried 5:0) 7. Claims as Presented a. Escrow Claims (Fund #500) MOTION: made by Thomas, seconded by Hank to approve escrow claims as presented. Voting Aye: Guenthner, Hank, Keefe, LaFave, and Thomas (Motion carried 5:0) b. All Other Financial Claims MOTION: made by Hank, seconded by LaFave to approve all other financial claims as presented. Voting Aye: Guenthner, Hank, Keefe, LaFave, and Thomas (Motion carried 5:0) 8. Staff Reports / Memos /Commissions a. Planning Update Report received, no action required. b. Code Compliance Report received, no action required c. Financial Performance Report received, no action required. 9. Planning Business / Landform a. Park Place Storage Request for Sketch Plan Review (6415, 6605 Co Rd 19) (city file 15 -011). Policy for Street Name and Address System (city file 15 -013). Report presented by City Planner Lindahl. Council discussed. MOTION: made by Keefe, seconded by LaFave to approve the Street Name and Address System Policy as presented. Voting Aye: Guenthner, Hank, Keefe, LaFave, and Thomas (Motion carried 5:0) 10. Unfinished Business -None 11. New Business a. Dust Control Public Hearing Mayor Guenthner opened the Dust Control Public Hearing at 8:04 pm. City Engineer VanderTop presented the 2015 Dust Control report. Mayor Guenthner asked for public comment. Judy Herwig 9410 Fox Valley Dr., requested council remove Fox Valley Dr. from the dust control program. Also asked about a property on Fox Valley Dr. that does not pay the dust control assessment. Helen Skutley 9405 Fox Valley Dr., requested council remove Fox Valley Dr. from the dust control program. Lavern Skutley 9405 Fox Valley Dr., not happy with all the pot holes. Bonnie Swanson 9425 Fox Valley Dr., agrees with all the comments of the previous speakers. Marvin Herwig 9410 Fox Valley Dr., suggested the city improve the road by having the city lay the base and the property owners do the blacktop to get a better rate. Dennis Covington 7131 Old Settlers Rd., dust control is no longer a voluntary program and should be taken on completely by the city as a maintenance program. City Administrator Martens presented comments from Ron Bowman 6721 Willow Dr. who was not able to attend the meeting. Mr. Bowman would prefer the application be done twice a year and to have the full cost be in the city operating budget. City Administrator Martens summarized a letter from Kraig and Mary Lang 20755 Horseshoe Tr, stating the dust control doesn't seem to be working as the road seems to be mushy and suggested paving the road. Dorothy Theis 9530 Cain Rd., hearing bad things about the product and how it affects cars. She would be fine skipping a year. MOTION: made by Hank, seconded by LaFave to close the Dust Control Public hearing. Voting Aye: Guenthner, Hank, Keefe, LaFave, and Thomas (Motion carried 5:0) Public Works Supervisor Meister and Engineer VanderTop spoke about the product used. Council discussed. MOTION: made by Thomas, seconded by Hank to approve Resolution 2015 -28 "Dust Control Assessment" with the addition of item 4. "The clerk shall remove the assessment on Fox Valley Drive if a petition asking for removal is received by the clerk no later than June 15, 2015 with more than 50% of the properties participating." Voting Aye: Guenthner, Hank, Keefe, LaFave, and Thomas (Motion carried 5:0) b. Recycling RFP report received. Voting Aye: Guenthner, Hank, Keefe, LaFave, and Thomas (Motion carried 5:0) c. Conditional Offer for Full Time Police Officer. Report presented by Director of Public Safety Gottschalk. MOTION: made by Thomas, seconded by Hank to approve a conditional employment offer as presented. Voting Aye: Guenthner, Hank, Keefe, LaFave, and Thomas (Motion carried 5:0) MOTION: made by LaFave, seconded by Hank to adjourn.
