HomeMy WebLinkAboutResolution 2015-22 - Approve Site Plan and Variance Public WorksCity of Corcoran April 23, 2015 County of Hennepin State of Minnesota RESOLUTION NO. 2015 -22 Motion By: Hank Seconded By: LaFave APPROVAL OF A SITE PLAN AMENDMENT AND VARIANCE FOR THE CORCORAN PUBLIC WORKS FACILITY AT 9100 COUNTY ROAD 19 (PID 18- 119 -23 -13 -0001) WHEREAS, the City of Corcoran modified the approved site plan as part of the construction process; WHEREAS, the City of Corcoran is now requesting approval of a site plan amendment and variance for the constructed public works facility and associated site improvements on property legally described as follows: Lot I, Block 1, Roehlke Addition, Hennepin County, Minnesota WHEREAS, the Planning Commission has reviewed the site plan at a duly called public hearing and recommends approval, and; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORCORAN, MINNESOTA, that it should and hereby does approve the request for a site plan amendment and variance, subject to the following findings and conditions: 1. A site plan amendment to approve the expanded public works building and associated site improvements, in accordance with the plans received by the City on March 12, 2015, except as amended by this resolution. 2. A variance to allow a gravel driveway on the north side of the parcel is approved based on the finding that the variance standards have been met. Specifically: a. That there are practical difficulties in complying with the Zoning Ordinance. This drive is intended to provide a temporary access into the public works facility until a permanent road is built into the future public park to the east. b. That the conditions upon which a petition for a variation is based are unique to the parcel of land for which the variance is sought and were not created by the landowner. The need for the variance is due to the unique characteristics of this public works site. c. That the granting of the variation will not alter the essential character of the locality. d. The proposed variance would be in harmony with the general purposes and intent of the Ordinance, which allows public works facilities in this P -1 zoning district. e. The variance is consistent with the Comprehensive Plan, which anticipated a new public works facility in the City. 3. A variance to allow a gravel area for outside storage is allow on the south side of the yard is approved based on the finding that the variance standards have been met. That there are practical difficulties in complying with the Zoning Ordinance because of the nature of a public works facility and the equipment and materials on stored on site which could damage an asphalt or concrete surface. b. That the conditions upon which a petition for a variation is based are unique to the parcel of land for which the variance is sought and were not created by the landowner. The conditions are unique to a public works facility. c. That the granting of the variation will not alter the essential character of the locality. The gravel storage area will be fully screened by landscaping. d. The proposed variance would be in harmony with the general purposes and intent of the Ordinance, which allows public works facilities. e. The variance is consistent with the Comprehensive Plan, which anticipated a new public works facility in the City. 4. Wetland and Shoreland buffer monument signs must be installed according to plan. 5. Wetland and Shoreland buffer seeding shall be installed. Details shall be provided to the City Planner for review and approval prior to beginning work in this area. 6. A revised landscape plan must be prepared for review and approval by the City Planner and landscaping must be installed in accordance with the approved plans. The landscape plan shall screen the outside storage areas by providing trees on the east, south and west sides of the storage area. This approval neither grants nor implies approval of a future Hennepin County Weather Tower. An application for review and approval of a tower must be submitted for review and approval by the City prior to installation. 8. Approval shall expire within one year of the date of approval unless the applicant commences the authorized use.
