Regarding: Administrator Notes to Charter Commission Meeting
I have not received any information or suggestions from the public to pass
along. This meeting is considered the "Annual" meeting required by the
Corcoran Charter. If there is any information you would like prior to the
meeting, do not hesitate to contact me.
Please note that that Judge Swensen is no longer the Chief Judge, Judge
Cahill has now assumed the role of Chief Judge and will be responsible for
appointments to the City's charter Commission.

NOVEMBER 10, 2011
6:00 P.M.
1. Call to Order. Charter Commission Meeting was called to order by Chair George Gmach at
6:02 p.m. Present were Commissioners:
• George Gmach, Chair
• Dorothy Theis
• Brian Lother, Secretary
• Ken Kluck
• John Hausladen
• Jim Tilbury
• Ken Guenthner
• Tom Cossette
• Also present was City Administrator Daniel J. Donahue
2. Agenda. Motion by Hausladen and seconded by Cossette to approve the agenda as presented.
All voted in favor.
3. Approval of Minutes. Motion by Hausladen and seconded by Tilbury to approve minutes as
presented. All voted in favor.
4. Open Forum. No one appeared at Open Forum
5. Old Business
6. New Business
a. Commission reviewed the final form of Ordinance 2010 -254 (amendment to the City
Charter). No discussion.
b. Discussion of Future Agenda Items. No discussion
c. Administrator Donahue reviewed the Commissioner appointments and the process for
appointments to the commission. It was noted that the terms of George Gmach and
Ken Guenthner were to expire in July, 2012 and that they could not be re- appointed
under state law (two consecutive term limit).
7. Information Exchange. None
8. Adjourn. Motion by Lother and seconded by Theis to adjourn. All voted in favor. Adjourned
at 6:50 PM.

Dear Judge Swensen:
am submitting the Annual Meeting Report of the City of Corcoran, MN for 2011.
The annual meeting was held on November 11, 2011. This was the only meeting
held by the Charter Commission during 2011. At the annual meeting, no
business of the Commission was brought forward, conducted, or initiated. I have
attached the meeting agenda for your review.
I would also like to advise you that there are four Commission appointees who
have terms expiring in 2012. They are:
• Ken Guenthner 6/16/2012
• George Gmach 6/16/2012
• Dorthy Theis 6/16/2012 (Ms. Theis has recently been re- appointed,
term expiring 3/22/16)
• Jim Tilbury 6/16/2012
The city has announced that these terms are expiring and has encouraged
community members to apply to you and your office for appointment
consideration.

Terms of Appointment
I am sending you a copy of the letter I recently sent to Judge James T. Swenson. This
letter advises him of the Charter Commission business during 2012 (none) and the terms
of four appointees to the Commission that are expiring on June 16, 2012.
I have posted an announcement in the Crow Wing News inviting the Corcoran residents
who are interested to apply for appointment. Such appointments are made by Judge
Swensen. Interested citizens should write directly to Judge Swensen requesting an
appointment for a four year term.
Commissioners should note that SS 410.05, subd. 1 states that no person may serve more
than two successive terms. I believe Ken Guenthner and George Gmach, whose terms are
expiring this year, are currently serving their second successive term. They will not be
able to re -apply for appointment.
If Commissioners Tilbury and Theis are interested in re- applying, you may do so by
sending Judge Swenson a letter requesting appointment.

Charter Commission Appointments. In preparing our office to process these appointments and to
update our records, we have a few questions:
1. How many members can serve on your city's charter commission?
2. Who are good contacts in your city for questions about the charter commission?
3. Does your commission currently have any vacancies?
4. When a position becomes available, do you post for applications?
