City Council Meeting Minutes
September 11, 2014 — 7:00 PM
The Corcoran City Council met on September 11, 2014, at City Hall in Corcoran, Minnesota.
Present were, Mayor Guenthner, Councilor Asleson, Councilor Cossette, and Councilor Thomas.
Councilor Lynch was excused.
Also present were City Administrator Martens, City Planner Lindahl, City Engineer Torve,
Lieutenant Hamilton, Public Safety Director Gormley and City Clerk Heinecke.
Mayor Guenthner called the meeting to order at 7:00 pm

Motion: made by Cossette, seconded by Thomas to approve the agenda as presented.

a. Draft Minutes of August 28, 2014 Council Meeting
Motion: made by Cossette, seconded by Thomas to approve the consent agenda with the
correction as presented.

7. Claims as Presented
a. Escrow Claims (Fund #500)
Motion: made by Thomas, seconded by Asleson to approve the escrow claims as presented.

Motion: made by Thomas, seconded by Cossette to approve all other financial claims as presented.

8. Staff Reports / Memos /Commissions
a. 2014 Year End Forecast report received, council discussed. No action required.
b. 2014 Performance Report response received, no action required.
9. Planning Business / Landform
a. Ravinia — Amended Phase 1 Grading Plan (14 -003) report by City Planner Lindahl. Council
discussed.
Motion: made by Thomas, seconded by Asleson to approve recommendation 3 "Approve the
amended Phase 1 grading plan as requested by Lennar, except that no grading can occur in the
area shown as Phase 5 of the plat. No other changes to the prior approvals is granted and no
additional work (including street, utility or building construction) shall be allowed until the conditions
of approval have been met" as presented.

b. Peachtree — Council Orders EAW report presented by City Planner Lindahl. Council
discussed.
Motion: made by Cossette, seconded by Asleson to initiate an EAW for distribution and comment as
presented.

c. Met Council Population Forecasts report by City Planner Lindahl. Council discussed.
Motion: made by Thomas, seconded by Asleson to authorize execution and delivery of the draft
letter as presented.

10. Unfinished Business
a. Feasibility Study — Foxline Drive /Treeline Drive report by City Administrator Martens.
Council discussed and provided staff direction.
b. Draft Plan to Pave Gravel Collector Roads report by City Administrator Martens. Council
discussed and provided staff direction.
c. Public Participation at Council Meetings report by City Administrator Martens. Council
discussed and provided staff direction.
11. New Business
a. Business Continuity Plan (IT) report by Lt. John Hamilton. Council discussed
Motion: made by Thomas, seconded by Asleson to approve staff recommendation "Notify Loffler
current service agreement will not be renewed, and engage the services of Evolving Solutions" as
presented.

b. 2015 Preliminary Levy report by City Administrator Martens. Council discussed.
Motion: made by Thomas, seconded by Cossette to approve Resolution 2014 -50 "Adopting
Preliminary Proposed Tax Levy Collectible in 2015" as presented.

Motion: made by Asleson, seconded by Cossette to amend Resolution 2014 -50 to increase by
$35,586 for a mid -year staff hire. Council discussed

consensus directed staff to continue the discussion of options to sell 9525 Cain Rd.
