The Corcoran Parks and Trails Commission met on July 15, 2014, at City Hall in Corcoran,
Minnesota. Present were Commissioners - Anderson, Tessmer, Nybo, Meister, Krueger, Dale,
Robran, Strehler; Absent: Commissioner Regan.
Also present were City Administrator Martens, Public Works Superintendent Meister, and Council
Liaison Councilor Cossette

The following is a summary of project status for current, active projects:
1. City- Initiated Park Dedication Ordinance Update (City File 14 -007). At the April 10th meeting, the
City Council directed staff to prepare a minor update to the park dedication ordinance as outlined in
the staff memo. Staff provided a draft to the City Council for review at the June 26th meeting and,
based on Council feedback has met with Councilmember Cossette to gather his comments. These
comments will require significantly more research and analysis than originally anticipated and will not
be ready for a public hearing until this fall. We will provide an update at the July 24th meeting.
2. City- Initiated Ordinance Update for Sketch Plans (City file 14 -009). At the April 10th meeting, the
City Council directed staff to prepare an ordinance update to streamline the sketch plan review
process and require Council action only. Staff provided a draft to the City Council for review at the
June 26th meeting and, based on Council feedback will schedule a public hearing at the Planning
Commission and Council review in August.
3. Lake Independence Regional Trailhead at 23475 CR 10 Rezoning, Site Plan and Variance (PID
18- 119 -23 -12 -0002) (city file 14 -010). Three Rivers Park District has submitted a request for a
temporary trailhead at this location. Staff is currently reviewing the application for completeness. This
has been scheduled for the June 24th Parks and Trails Commission meeting for informal review. A
public hearing was held at the July 3rd Planning Commission meeting and City Council will take action
on July 24tH
4. Hentges Lawn Land Snow Special Home Occupation at 21310 Meadow Lane (City file 14 -012).
An application was submitted and staff notified the applicant of items needed to make this a complete
application. The application may be administratively approved.
5. Sprint Antenna administrative permit at 20140 CR 30 (city file 14 -013). An administrative permit
was received to upgrade the antennas on this existing tower. Staff is reviewing for completeness.
The application may be administratively approved.
6. Topographic Survey and Wetland Delineation Waiver for Mike Patnode at 22610 CR 50 (city file
14 -014). The applicant has submitted an application and staff has notified them of additional items
needed to make this item complete. We expect this to be placed on the July 24th Council agenda for
consideration.
7. Feasibility Studies for the Peachtree Partners LLC Project on for Schendel property at 20400
County Road 10. (Sanitary Sewer and Water - city file 14 -015) (Transportation -city file 14 -016)
(Stormwater - city file 14 -017). The applicant has submitted a formal request and escrow deposit for
the City Engineer to begin the feasibility studies that will be need prior to a formal preliminary plat,
rezoning and preliminary PUD development plan application. These feasibility reports will be
presented at the July 24th City Council meeting.

8. Administrative Permit for Global Signal Acquisitions for Sprint Antenna at 7205 CR 101 (PID 25-
119 -23 -44 -0005) (city file 14 -018). This applicant may be administratively approved. The application
is currently incomplete.
9. Administrative Permit and Site Plan for AT &T antenna at 20140 CR 30 (PID 11- 119 -23 -12 -0001)
(city file 14 -019). This applicant may be administratively approved. The application is currently
incomplete.
Also, there are a number of projects that have been approved, but are still not filed and closed out:
1. Corcoran Business Park (city file 06 -005). The City Council granted a one year extension to the
final plat approval, which expired on April 12, 2011. Staff has spoken to the applicant and is still
working to close out this project. Notably, we met with the land owner in February and may have a
new development application for this site later this year.
2. Hope Ministries Conditional Use Permit for Cemetery and Vacation of Drainage & Utility
Easement at 19951 Oswald Farm Road (city file 12 -002). Hope Ministries submitted a request for a
conditional use permit to allow a cemetery west of the existing church. The application was approved
by the City Council on March 22nd and site work had begun. The letter of credit for site improvements
has been released but we are holding the escrow pending completion of the approved landscaping.
The applicant has indicated that they are considering a site plan amendment application to modify the
approved plans.
10. Heinz Second Addition Preliminary and Final Plat at 20801 CR 117 (03- 119 -23 -14 -0002) (City file
13 -003). A wetland and topographic waiver was approved on January 24th. This item was approved
by the City Council action on April 25th. The applicant is working on complying with approval
conditions so that they can get the final plat mylar signed and recorded. The applicant has site work
to complete and then the escrow can be refunded.
11. Ess Addition (city files 05 -017, 08 -003 and 12 -024). The City Council granted an after - the -fact
extension for this final plat at their November 29, 2012 meeting and a second extension at the
November 25, 2013 meeting. The plat has been recorded and staff is working with the applicant to
address any outstanding issues and close out the file /refund the escrow after wetland monuments and
lot monuments are installed this spring.
12. Lano Equipment at 23580 Highway 55 Site Plan Modifications for Cold Storage Building. (31-
119 -23 -34 -0007) (13 -006). This item was approved by the City Council on July 11th. The building
permit has been issued, but staff has determined that the building was not being built according the
approved plans. The City Planner and Code Enforcement Official met with the applicant on March 26th
to review the conditions of approval. The applicant submitted revised plans and the City Council
approved a site plan modification at the June 12th meeting. The Code Enforcement Official is working
with them to complete a building permit application and make the corrections to the building.
13. Ess Brothers Site Plan Amendment and Conditional Use Permit Amendment for an accessory
building at 9350 County Road (PID # 07- 119 -23 -43 -0004) (City File No. 13 -031) The applicant is
requesting approval for a 5,500 square feet detached, accessory building with 20 -foot sidewalls. The
City Council approved this item on January 23rd. The applicant must now file the resolution at the
County and then staff will close out the file and refund any remaining escrow. The applicant may
apply for a building permit after the resolution is recorded.
14. Maple Hill Estates 3rd Addition Preliminary and Final Plat (PID 24- 119 -23 -43 -0016 and 24- 119 -23-
43 -0014) (city file 14 -001). A site plan and variance was approved on April 25, 2013 for this project,
but it was recently was determined that the new community center should be located on City property.
The plat is required to adjust property lines. The preliminary plat was reviewed at a public hearing at
the March 6th Planning Commission meeting. The City Council approved the preliminary and final plat
on March 27th. The mylar has been prepared and is ready for signatures and filing.
15. Lennar Final Plat, Vacation, Development Contract and Final PUD Development Plan for
"Ravinia" (City file 14 -003). The applications were approved at the April 24th City Council meeting.

Staff is now working through the final plan revisions with the applicant. The development contract has
been signed, the financial guarantee submitted and the final details are being addressed. The
demolition of the existing home and grading has begun. There are a number of approval conditions
that must be addressed prior to release of the final plat mylar for recording and initiation of the
infrastructure work.
16. Peachtree Partners request for PUD Sketch Plan and Comprehensive Plan Amendment for
Schendel property at 20400 County Road 10 (City file 14 -005). Development of this site will
require several complicated transportation and right -of -way decisions that need to be guided by City
Council. Staff has provided direction to the applicant based on the 2030 Comprehensive Plan, which
shows a realignment of County Road 10 up to Meister Road and a local street connection from the old
County Road 10 to County Road 50. The applicant has provided a concept that incorporates these
road improvements but has indicated that they do not need these items to occur for their project. The
applicant is asking to reguide the 103 -acre property from High Density Residential to Low Density
Residential, which requires a Comprehensive Plan Amendment and extension of municipal sewer and
water. The City Council has informally reviewed this concept at December and January City Council
meetings. This was reviewed by Parks Commission on March 18th and Planning Commission public
hearing on March 6th. On June 12th, the City Council approved the Comprehensive Plan amendment.
Staff submitted the application to the Metropolitan Council for review and we will work with the
applicant outline the next steps in the process.
17. Fox Ridge 2nd Addition Final Plat at 9495 Trail Haven Road (PID 09- 119 -23 -41 -0011) (City File 14-
006). This final plat application for a final plat of Outlot A, Baumeister 3rd Addition was approved by
the City Council on May 22nd. The applicant will prepare mylar for signature and filing. After the
documents are filed, the remaining escrow can be released.
18. Agriculture Preserve Designation and Expiration for Don Scherber at 22622 County 10. (PID
08- 119 -23 -42 -0002 and 17- 119 -23 -11 -0001) (City file 14 -008). Don and Ann Scherber are requesting
approval to re- enroll this property in Agricultural Preserve and initiate expiration. This property has
been enrolled since 1986. The Council approved this application at the May 22nd meeting.
19. Saue Certificate of Compliance for an accessory building with a metal roof at 9950 Sundance
Road. (City File 14 -011). This was administratively approved.
Finally, there are a few projects that have not yet been started but have been identified as action items or
future projects:
1. Sign Ordinance Update. At the April 25th Council meeting, the City reviewed a request for the city to
initiate a sign ordinance update. Specifically, they requested that the City review the ordinance
standards relating to sign area, sign height and internal illumination and, because this is a city -wide
issue, that the ordinance update be completed by the City out of the City funds. The Council
discussed the issue and directed staff to bring a proposal back at a later date because the Council felt
that this was a significant undertaking that would involve much more than this one issue. We will work
with the City Administrator to determine the appropriate meeting to have this considered.
2. Design Guideline Update for Southeast District/Downtown. The Council approved a Landform
proposal to update the existing design guidelines for this area. The design guidelines are adopted as
part of the Zoning Ordinance and will be enforced as new development is proposed, consequently, the
City Council wishes to revisit that planning effort to ensure it is still consistent with the City's goals.
The City Council appointed a subcommittee, but the City Council has decided to delay kickoff as we
work through some associated issues as part of some new development plans. We expect to convene
this subcommittee later this year.

This item is informational only. No Commission action is required.
2. Historical Park Dedication
The Parks and Trails Commission has frequently questioned the park dedication history in Corcoran
and voiced a desire to have a more complete record. As part of any new subdivision, planning staff
reviews the historical files for the property in question to see if park dedication has previously been
paid on the parcel and provides that information as part of the planning review.
At a recent meeting, the issue of historical park dedication was raised again and City Administrator
Martens asked planning staff to gather the existing available information about park dedication. Our
summary is provided on the attached spreadsheet. However, please note that this is a summary
of information readily available and is not a complete record of park dedication.
We believe that this spreadsheet can be used as the basis for further research, but we expect that
the research needed to complete the spreadsheet is an additional 40 +/- hours of research. We do
not have the time allocated in our 2014 planning budget and were directed not to complete any
additional work at this time. A summary of the information used to create the spreadsheet is as
follows:
• The City of Corcoran keeps a list of subdivisions. This listing is quite old and is not very
detailed, but we were able to create a listing of historical subdivisions. We used this as the
starting point for our research. Unfortunately, this existing list had no information about park
dedication.
• When Landform became the City Planner, we instituted a new naming protocol that assigns
file numbers to each new land use application beginning with the year (i.e. city file 14 -007).
This applies to all applications submitted in 2004 or after. This is a simple way to track when
the application came in and the type of application submitted. This listing is slightly more
detailed than prior lists and, since we are familiar with these projects, we were able to
generally identify whether land dedication, fees or a combination were required based on the

approving resolutions in our files. However, this spreadsheet did not include information
about whether the land or cash was actually provided as required.
• The City has a historical file that includes copies of deeds for land dedication and some trail
easements. It is readily apparent that this file is incomplete. However, our summary
spreadsheet notes whether or not we found a copy of the land dedication in this file.
• The City does not have a comprehensive record of park dedication fees paid, but we do have
a partial listing that the City Clerk has compiled for this exercise. Over the years, we have
used many different accounting systems and many different clerks, so the recording keeping
is not in one place. Where we had a record of the park dedication payments we noted it on
the spreadsheet.
As a reminder, park dedication is discussed with a preliminary plat application, but is not due until
the final plat is released for filing at Hennepin County. So while the land use application might
mention park dedication with a preliminary plat, if the application did not proceed to filing the final
plat, no park dedication would be paid /deeded.
Next Steps
While this spreadsheet provides a summary of subdivisions that may have paid park dedication,
additional work is needed to make it complete. Next steps to complete this analysis would include:
a. Review the Planning Project Binders. For applications submitted in 2004 or later, the city
has an application checklist that includes a line for park dedication. This checklist is
completed with each application and filed to note who at the city collected a park dedication
fee, the amount of the fee collected and the date it was collected. It also lists a filing
document number for any deed for a land dedication or trail easement.
b. Review the Land Use Application folder. Each new land use application is given a file that
includes application materials, staff report and resolutions. For applications made after 2004,
this may also include copies of any trail easements recorded at the county.
c. Review the Subdivision files. Prior to 2004, a subdivision was not assigned a file number but
was named and filed by section number. These files tend to be less complete but do often
make note of the subdivision requirements in a staff report or resolution. We may find copies
of trail easements in these files.
d. Gather CAD files. For subdivisions 2004 or later, the ordinance requires submission of CAD
files to the City. If these were collected and retained, these CAD files show the location of
any trail easements.
e. Research meeting minutes. For those subdivision files with no information, the meeting
minutes from the Planning Commission and Council meeting where the subdivision was
approved could be reviewed for any discussion of park dedication.

Re: Park Planning — Roehlke Property
At the July 15, 2014 Parks and Trails Commission meeting, staff presented a report with
information on City Park, the Roehlke property, Ravinia neighborhood park, and Ravinia
open space park. The Commission was asked to review the information and direct staff
on the next steps to move forward in planning the future park system. By consensus,
the Commissioners directed staff to focus first on the Roehlke property.
As a recap to the July 15`h meeting the following information is again provided about the
Roehlke property:
• Three options for purchase
o Option 1: Balance of west farm
• $598,000 + 2% per annum from July 1, 2014
• Option expires April 2017
o Option 2: South half of east farm
• $520,000 + 2% per annum from July 1, 2014
• Option Expires April 2017
o Option 3: North half of east farm
• $520,000 + 2% per annum from July 1, 2014
• Option expires April 2019
• Park Dedication Cost Analysis estimated $2,500,000 in total costs to build
athletic complex facilities

The Roehlke property is proposed to be an athletic complex. The comprehensive plan
gives the following guidance for an athletic complex:
An athletic complex consolidates heavily programmed athletic fields and associated
facilities at larger sites strategically located throughout the community. This allows for
improved maintenance and scheduling and reduces the number of areas dedicated to
sports facilities. These complexes should be located within reasonable driving distances
of target populations and adjacent to non - residential land uses. They relieve the
negative impacts on smaller parks such as over -use, noise, traffic congestion and
parking issues. Adequate spectator seating and parking should be provided. Lighting
should also be a priority to ensure user safety.
Athletic complex sites should be level, with suitable soils and good drainage for athletic
field development and support a large enough space for multiple types of playing fields
or courts.
Athletic complex site development criteria generally include:
• Athletic complex size and location should be driven primarily by projected
demand for the specific types of facilities.
• Athletic complexes may include the following:
o Baseball fields
o Softball fields
o Soccer fields
o Multi - purpose playing fields
o Hockey rinks
o Basketball and /or tennis courts
o Golf /disc golf courses
o Play structure
o Park shelter
o Concession stand

Staff suggests the Parks and Trails Commission focus on what amenities the future
park should include. Once a list of what amenities is developed, staff could put together
a map showing what kind of space is required for those amenities. If additional space
exists, staff could look to opportunities to partnering for use of that space or consider
not purchasing one or more of the options.
While staff recommends the Commission focus on amenities as a primary discussion
point, Commissioners at the July 15th meeting asked for financial information in regards
to purchasing and developing the site. A study into financial options resulted in the
following information:
• The existing Park Dedication fund is not sufficient to purchase the property. Debt
issuance would need to take place.
• It is more efficient financially to issue debt once and purchase all three options
with one purchase in 2017.
• It is estimated that the total cost to improve the site is $2,500,000. An initial
investment of $1,000,000 could be bonded for at the same time as the purchase
to improve a portion of the site.
• In order to fund the purchase of all three options along with the initial
improvement amount of $1,000,000 a bond in the amount of $2,795,000 could be
issued in 2017.
• Average annual principal and interest payment over a 20 year term is
approximately $240,000
In addition to the financial information requested, staff was asked what the additional tax
revenue would be with the Ravinia development at full build out. Staff estimates that
assuming the 2014 tax rate, full build out of the Ravinia development would increase
annual city tax revenue by $850,000. It should be noted that full build out is anticipated
for 2023 and tax capacity lags two years behind build out, meaning that the $850,000
amount is projected beginning in 2025.
Parks and Trails Commission action:
Discuss amenities to be included in the future athletic complex to be located on the
Roehlke property and direct staff on how to proceed forward in planning the facility.
