Commissioner Joe Mailhot, Alt. Commissioner Glen Monzo, Lindsay Jacobs, Michelle Hansmann, Council Liaison Other: Deputy Clerk Jeanie Heinecke 1. Chair Krueger called the meeting to order at 7:00 pm in the Corcoran Civic Center. 2. Pledge of Allegiance 3. Approval of: a. Agenda Added 2d. Minutes of 04 -06 -10 Special Meeting 5e. Park picnic tables and benches update 5g. Dog Park Discussion 5h. Tree giveaway update 7g. Greenway Corridor update Removed 7d. Tree preservation update Motion: by Anderson, Second by Cossette to accept agenda as amended. Voting Aye: Krueger, Cossette, Vassallo, Robran, Dale, Anderson, Parks, Tessmer (Motion carried 8:0) b. Minutes of 3 -16 -10 Correct spelling of Rachel Tessmer's name. Remove Michelle Hansmann and Kevin Dale from absent list as they did attend the meeting. Motion: by Cossette, Second by Robran to accept 03.16.10 meeting minutes as amended. Voting Aye: Krueger, Cossette, Vassallo, Robran, Dale, Anderson, Parks, Tessmer (Motion carried 8:0) c. Minutes of 3 -23 -10 Correct spelling of Rachel Tessmer's name. Update to include mention of Tom Cosssette Park Dedication fee structure presentation. Motion: by Robran, Second by Dale to accept 03.23. 10 meeting minutes as amended. Voting Aye: Krueger, Cossette, Vassallo, Robran, Dale, Anderson, Parks, Tessmer (Motion carried 8:0) d. Minutes of 04 -06 -10 Special Meeting Motion: by Robran, Second by Tessmer to accept 04.06.10 special meeting minutes as presented. Voting Aye: Krueger, Cossette, Vassallo, Robran, Dale, Anderson, Parks, Tessmer (Motion carried 8:0) 4. Open Forum None 5. Presentations None 6. Old / Unfinished Business: a. Review of: proposed TKDA consultant Proposal Open discussion of TKDA proposal resulted in all agreeing Part A was acceptable. Commissioner Robran requested a list of standards to be address such as: • Signage • Number of bathrooms • Number of garbage cans • Plant materials • Parking lots • ADA requirements • Etc Discussion continued concerning possible liabilities if standards are adopted. Also discussed was how much standard writing can be done in the 5 hours alloted on the TKDA proposal. 5 hours will not complete all work necessary to identify all standards. Motion: by Robran, Second by Cossette to accept TKDA proposal as presented. Voting Aye: Krueger, Cossette, Vassallo, Robran, Dale, Anderson, Parks, Tessmer (Motion carried 8:0) b. Review of : Proposed Bonestroo consultant proposal Commissioners voiced concern that all the data previously prepared by Bonestroo has not been made available to the Parks & Trails Commission. Commission will table a vote on the Bonestroo proposal until Tina Goodroad can attend a Parks & Trails meeting to discuss data from previous projects. Motion: by Cossette, Second by Robran for Chair Kruger and Commissioner Cossette to present to council approval of the TKDA proposal and the intent to invite Bonestroo to a future meeting to discuss maps and cost chart in 2030 Plan. Voting Aye: Krueger, Cossette, Vassallo, Robran, Dale, Anderson, Parks, Tessmer (Motion carried 8:0) c. Update on Memorial Fund and Capital Fund Commissioner Robran asked to have the fund report format modified. Also requested a report of Park expenses d. Update on Youth Tennis Rental Council approved tennis court rental at the hourly rate proposed by the renter. e. Park Picnic Tables /Fencing Commissioner Robran updated the commissioners on the temporary fencing at the park and discussed Superintendent Meister's location of picnic tables for purchase. Motion: by Robran, Second by Dale to request purchase of 10 picnic tables. Voting Aye: Krueger, Cossette, Vassallo, Robran, Dale, Anderson, Parks, Tessmer (Motion carried 8:0) Dog Park Commissioner Robran began discussion of the need for a dog park in Corcoran. Further discussion is necessary to determine the need for specialized use parks. g. Tree Giveaway Commissioner Anderson confirmed trees are here for the May 1, 2010 giveaway at the annual clean up day. 7. New Business None 8. Subcommittee & Miscellaneous Reports a. City Council Liaison None b. Athletic Association -Dade Baseball registration is complete, season kicks off April 26, 2010. Commissioners asked the Athletic Association to keep them advised of participation changes that may affect park needs. Athletic Association donated $500.00 for T -ball fields and $750.00 for maintenance at Snyder field. c. Softball League - Robran All on track for 3 fields to be used on Wednesdays. d. Memorial Park Sub - Committee Commissioner Krueger stated all bids are being revisited and a June 1, 2010 start date is expected. e. Hennepin Youth Sports Grant - Donahue None f. Greenway Corridor Committee Much more discussion by the Greenway Corridor Committee is necessary before anything substantive will be brought to the Parks & Trails Commission. 9.
