HomeMy WebLinkAbout2012-08-22 - Parks and Trails Minutes Minutes Corcoran Parks and Trails Commission Tuesday, August 22, 2012 7:00 PM Present: Commissioners Trish Krueger, Tom Anderson, Val Nybo, Judith Strehler, Rachel Tessmer, Kevin Dale, Chad Robran , Tom Anderson, Absent: None Others attending: Council Liaison Milbrandt, City Administrator Donahue, Director of Police Sean Gormley, Police Lt. John Hamilton, and resident Tim Faatz 1) Convene Regular Parks & Trails Commission Meeting – Chair Krueger called the meeting to order at 7:05 pm in the Corcoran Community Center 2) Pledge of Allegiance 3) Approval of: Motion a) Agenda. by Anderson, seconded by Nybo to approve the agenda as presented. Voting Aye: All (Motion carried 8:0) Motion b) Minutes of 05.15.12 Meeting. by Nybo, seconded by Anderson to approve the meeting minutes as presented. Voting aye: All (Motion carried 8:0) 4) Open Forum-None 5) Presentations-None. 6) Development Review-None 7) Old Business a) 2012 Parks Work Plan i) Tennis Court Repairs. Donahue updated Commission. Lions Club has donated $7,200 for repairs of the courts. Work to be completed in June. ii) Ball Field Netting. Reviewed bids from Town and Country Fence for $7,600 and North Motion Star Fence for $15,836. by Robran abd seconded by Dale to recommend approval of the bid submitted by Town and Country Fence for $7,600. Voting aye: All (motion carried 8:0) \[Subsequent discussion concluded that the bid by Town and Country Fence may not offer sufficient height above the existing outfield fence-Donahue to discuss with Pat Meister and advise the Commission at next meeting\]. iii) Ball Field Lighting. Bid of $9,360 submitted by Milow Electric, Inc. \[the original contractor for the field lighting\] to install field lighting control to disconnect field lights via a weekly timer. Robran suggested that a timer was needed rather than a weekly clock and that the bid was too high. Commissioners asked that staff investigate further to find a less costly solution such as a timer. iv) Pavilion Sign. Donahue informed Commission that the signs have been ordered. v) Park entrance Signs. Donahue informed Commission that the three entrance signs have been ordered as requested by the commission and approved by the City Council. Installation will occur in June. 8) New Business-Police Department. Chief Gormley and Lt. Hamilton discussed their departments involvement with parks related matters. They said they have experienced very little in criminal or mischief type calls over the last year. As for actual 911 calls, there were none. Commissioners discussed the outstanding response by the police when there are concerns. Officers will continue to monitor the use of alcohol in the parks. 9) Subcommittee & Miscellaneous Reports a) City Liaison. Council Member Milbrandt provided information on: i) Sewer and water project, approved and on the option to extend into downtown ii) Public Works Facility iii) 2013 Budget iv) Five Year finance Plan v) Council elections vi) Street Improvement proposals b) Corcoran Athletic Association (CAA). Dale updated the Commission on the Athletic Association: i) The 2012 Summer met all expectations and overall he said it was a great year ii) Girls softball teams also worked out to expectations iii) Dale explained how youth teams are put together iv) There was discussion on the “youth free” policy of the city. The CAA does pay the city the $10 fee they assess for each out of city registrant. v) Robran expressed a desire for the Commission to review the “kids free” policy prior to next Spring vi) Discussion overall fees. Commissioners expressed a desire to review all fees received by the city that are park related. vii) Anderson expressed interest in establishing a more formal relationship with the Soccer Association. Robran also agreed. After more discussion, Robran was asked to invite the Soccer officials to the next P & T meeting c) Park dedication Fund. Reviewed by Commission, no comments 10) Other Business a) Updates by Robran on the Corcoran Daze activities. b) Robran indicated that the lady providing the Concession Trailer would like to attend the next P & T meeting and present the Commission with a donation. 11) Announcements. None Motion 12) Adjourn. by Anderson and seconded by Robran to adjourn.
