Convene Regular Parks & Trails Commission Meeting – Chair Krueger called the meeting to order
at 7:00 pm in the Corcoran Community Center.

Approval of:
Agenda. Commissioner Dale requested that the proposed Rockford School District baseball field project
be added to the agenda. Chair Krueger added it as item 7.a. Motion by Anderson and seconded by Nybo to approve agenda as amended. Voting aye: All (Motion carried 6:0)

Business:
Rockford School District Baseball Field: Commissioner Dale discussed a comment made by the Rockford School Superintendent at the last meeting about the cost of parking lot
being forgotten in the project and asked staff to obtain an itemized list of costs for the project. Commissioner Dale further spoke about regular attendance at these facilities being
considerably under the 300 plus seats being proposed for the project and suggested those funds could be directed towards the parking by lowering seating.

Parks and Trails
Commissioner Application – Sharon Meister: City Administrator Martens introduced Sharon Meister to the Commission. Sharon provided a background of why she was interested in joining
the Parks and Trails Commission. Motion by Nybo and seconded by Dale to recommend the City Council appoint Sharon Meister to the Parks and Trails Commission. Voting aye: All (Motion
carried 6:0)
Lennar Preliminary Plat for “Ravinia” for 427 homes on 267 acres in Section 36, Township 119, Range 26 (city file 13-025): City Planner Kendra Lindahl presented the Preliminary
Plat and PUD application from Lennar and asked the Parks and Trails Commission to provide recommendations on items related to the proposed park dedication and trail system. The Commission
discussed the proposed design to have a trail on the south side of Hackamore Road only, and not including a trail on the north side of the road as shown in the Comprehensive Plan. Motion
by Robran and seconded by Nybo to recommend trail location on south end of development be adjusted to the intersection at Hackamore Road to not require a trail on the north side of Hackamore.
Voting aye: All (Motion carried 6:0) The
Commission then discussed a trail connection on the northeast portion of the development in which a sidewalk connection is being proposed for a short duration instead of a continuous
bituminous trail. Motion by Robran and seconded by Anderson to recommend the sidewalk connection be allowed to not require a continuous bituminous trail in the northeast portion of
the development. Voting aye: All (Motion carried 6:0) Finally the Parks and Trails Commission discussed the park dedication plan as proposed. Motion by Robran and second by Anderson
to recommend the City Council accept park dedication for 26.6 net acres where 23.30 net acres are required and not accept park dedication credit for the private park or water tank site.
Voting aye: All (Motion carried 6:0) The Parks and Trails Commission continued discussion after the vote and directed staff to ensure that land for trails within the proposed open
space park is not counted twice for park dedication.
Subcommittee & Miscellaneous Reports
City Council Liaison: Councilor Asleson reported on activities from the October 24, 2013 and
November 14, 2013 City Council meetings
Athletic Association: Kevin Dale provided updates to the Commission.
Park Dedication Fund: Park Dedication Fund balances were reviewed.

The Parks and Trails Commission discussed cancelling the December meeting. Motion by Anderson and second by Krueger to cancel the December meeting. Voting aye: All (Motion
carried 6:0)
