HomeMy WebLinkAboutResolution 2014-21 - Approving Final Plat - RaviniaCity of Corcoran County of Hennepin State of Minnesota RESOLUTION NO. 2014 -21 Motion By: Cossette Seconded By: Asleson April 24, 2014 APPROVING FINAL PLAT AND DEVELOPMENT CONTRACT FOR "RAVINIA" FOR PROPERTY AT GLEASON ROAD AND COUNTY ROAD 101 (PID 36-119-23-13-0007,36- 119-23-13-0005, 36- 119 -23 -14 -0005, 36- 119 -23 -14 -0003, 36- 119 -23 -14 -0006, 36- 119- 23 -43- 0001, 36- 119 -23 -41 -0002, 36- 119 -23 -41 -0003, 36- 119 -23 -24 -0001, 36- 119 -23 -24 -0003, 36- 119 -23 -21 -0001) (CITY FILE 14 -003) WHEREAS, U.S. Home Corporation (dba Lennar) ( "the applicant') has requested approval of a final plat for 38 single family home lots and 5 outlots for phase I of a multi -phase development totaling 426 homes on a 266.57 -acre parcel legally described as: See Attachment A NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORCORAN, MINNESOTA, that it should and hereby does approve the request by U.S. Home Corporation for a final plat for Ravinia and, FURTHER, that the development contract for said plat shall be completed by city staff and the Mayor and that the City Administrator be authorized to execute the development contract on behalf of the City; and FURTHER, that the following conditions be met prior to release of the final plat for recording with the County: 1. A final plat is approved to create 38 lots and 5 outlots for Ravinia, in accordance with the plans and application received by the City on April 2, 2014, except as amended by this resolution. 2. Approval is contingent upon City Council approval of the final PUD development plan. 3. The development contract must be executed by the developer and the City and must be filed with the final plat. 4. Development is subject to the preliminary approvals in Resolutions 2013 -45, 2013 -46 -, 2013 -47 and 2013 -48. 5. The developer shall comply with all conditions of final PUD development plan approval (Resolution 2014 -20). 6. The extension of sanitary sewer and municipal water is required to serve this site. Approval of this final plat is contingent upon extension of these services to the site. 7. The developer must submit a final plat for each future phase of development. No final approvals are granted at this time for Phases 2 -9. Page 1 of 4 City of Corcoran April 24, 2014 County of Hennepin State of Minnesota RESOLUTION NO. 2014 -21 8. Park dedication is based on the development of the entire Ravinia site and shall be land dedication at the time of final plat for the phases that include public park dedication. 9. The applicant shall comply with all requirements of the City Engineer's memo, dated April 10, 2014. FURTHER, that the following conditions be met prior to issuance of building permits: 1. All drainage and utility easements shall be staked, surveyed and properly recorded prior to beginning any work on site. 2. Wetland buffer monument signs must be purchased from the city and installed as shown on the plans. 3. The applicant must file the final plat for phase I at Hennepin County within 2 years of the date of approval or the approval shall expire. 4. Record the approving resolutions and associated documents at Hennepin County and provide proof of recording to the City. 5. The applicant shall provide proof of recording the final plat and related documents at Hennepin County. 6. The applicant shall provide the approved preliminary and final plat drawings to the City in an electronic (AutoCAD) format. FURTHER, that the following conditions be met prior to release of remaining escrow: 1. Lot corner monuments shall be installed as required by the Subdivision Ordinance. A financial guarantee shall be required to ensure installation per city requirements.
