Present were, Mayor Guenthner, Councilor Asleson, Councilor Cossette, and Councilor Thomas. Also present were City Administrator Donahue, City Engineer Torve, and City Clerk Heinecke, Councilor Lynch was excused. Mayor Guenthner called the meeting to order at 7:00 pm I. Call to Order / Roll Call Mayor Guenthner called the meeting to order at 7:00 pm 2. Pledge of Allegiance 3. Agenda Approval Motion: made by Cossette, seconded by Thomas to approve the agenda as presented with the addition of recognition for the retiring city administrator. Voting Aye: Guenthner, Asleson, Cossette and Thomas (Motion carried 4:0) 4. Open Forum - None 5. Presentation -None 6. Public Hearing —Storm Water Pollution Prevention Plan Susan Nelson, Wenck & Associates presented the annual SWPPP report. Motion: made by Thomas, seconded by Cossette to close the hearing. Voting Aye: Guenthner, Asleson, Cossette and Thomas (Motion carried 4:0) 7. Consent Agenda a. Draft Minutes of 06/07/2013 Council Meeting Motion: made by Asleson, seconded by Thomas to approve the 06/07/13 Council Meeting minutes as presented with the addition of "Councilor Cossette and Councilor Thomas were excused. Voting Aye: Guenthner, Asleson, Cossette and Thomas (Motion carried 4:0) Councilor Cossette and Thomas noted they were not at the 06/07/13 meeting. b. Draft Minutes of 06/13/2013 Council Meeting Motion: made by Thomas, seconded by Cossette to approve the 06/13/13 Council Meeting minutes as presented. Voting Aye: Guenthner, Asleson, Cossette and Thomas (Motion carried 4:0) 8. Claims as Presented a. Escrow Claims (Fund #500) Motion: made by Asleson, seconded by Thomas to approve escrow claims as presented. Voting Aye: Guenthner, Asleson, Cossette and Thomas (Motion carried 4:0) b. All Other Financial Claims Motion: made by Asleson, seconded by Thomas to approve all other financial claims as presented. Voting Aye: Guenthner, Asleson, Cossette and Thomas (Motion carried 4:0) 9. Staff Reports / Memos /Commissions a. Planning Project Report received, no action required City of Corcoran City Council Meeting Minutes June 27, 2013 - 7:00 PM b. Code Compliance Report received, no action required c. Financial Performance Report received, no action required. d. Elm Creek Watershed Report received. Council discussed the need for a TAC representative. Staff to provide budget information regarding an environmental representative. 10. Planning Business / Landform -None a. Lano Equipment Site Plan Amendment & CUP report presented by City Planner Lindahl. Council discussed. Motion: made by Cossette, seconded by Thomas to table approval of Resolution 2013 -29 pending resolution of a current code violation. Voting Aye: Guenthner, Asleson, Cossette and Thomas (Motion carried 4:0) b. Funfar CUP for Accessory Building report presented by City Planner Lindahl. Council discussed. Motion: made by Cossette, seconded by Thomas to table approval of Resolution 2013 -30 pending preparation of findings of conditions for CUP. Voting Aye: Guenthner, Asleson, Cossette and Thomas (Motion carried 4:0) c. Triden Topographic Survey & Wetland Delineation Exemption report presented by City Planner Lindahl. The Planning Commission recommended approving a topographic exemption, but not the wetland delineation exemption. Council discussed. Motion: made by Asleson, seconded by Thomas to approve Resolution 2013 -31 "Approving Triden Topographic Exemption" with the words "wetland delineation exemption" removed from items 7. (Motion carried 4:0) d. Lennar PUD Sketch Plan report presented by City Planner Lindahl. Council discussed and heard from Joe Jablonski of Lennar Family of Builders. No action necessary. 11. Unfinished Business a. PW Facility Update verbal report by Bruce Ternes of Ebert Construction. Council Cossette expressed concern about the city paying for bid changes. b. Water & Sewer Financial Management Study report received. Full report will be discussed at the July 13, 2013 workshop. c. Maple Hill Community Center. City Administrator Donahue presented architectural plans for the community center. Motion: made by Cossette, seconded by Asleson approve Mayor Guenthner and Council Thomas to review and issue the RFP for the Maple Hill Community Center. Voting Aye: Guenthner, Asleson, Cossette and Thomas (Motion carried 4:0) 12. New Business a. Alcohol in the park was discussed by council and NW Area Jaycees representative Chad Robran. b. Resident claim for mailbox replacement was denied based on the city's plowing policy. 13. Unscheduled Items 14. Closed Meeting - None 15.
