Re: Downtown Strategic Planning Discussion

The purpose of the work session on March 13th is to discuss strategic planning related to
downtown Corcoran. Recent discussion related to the downtown began with a dedication of TIF
funds to update the existing Downtown Design Guidelines.
While significant planning has been completed already on the downtown area there are several
projects being reviewed that open up a window of opportunity to initiate some of the
improvements if the Council wishes to do so. The projects specifically are the proposed
development of the Schendel property by Peachtree Partners, the proposed Rockford School
District Varsity baseball field, and the proposed use of the TIF funds for improvements related to
water/sewer in the downtown area as well as to manage a distressed property and update
downtown design guidelines.
The preferred outcome of the meeting is to have a consensus of what the City Council would
prefer to invest its time and finances towards to take advantage of the opportunities that exist and
advance the City forward in achieving its goals.
In o rder to best be able to discuss the opportunity in front of the City Council the following
information is provided:

2. Peach Tree Partners proposed development of Schendel site:
3. Rockford School District varsity baseball field proposal:
4. Transportation improvements
a. An opportunity exists to make improvements to County Road 10 in order to
improve transportation within the City. Improvement options are as follows:
i. “T” up the intersection and continue as County Road
1. Lowest cost option; design would need to follow State Aid
standards; County would provide minimal financial support; does
not eliminate the option for future realignment of County Road 10
along Meister Road.
ii. County Road 10 is realigned along Meister Road but continues to be a
County Road
1. Estimated cost is $3,500,000 with no cost participation from
Hennepin County; follows comprehensive plan; continues ongoing
maintenance as County responsibility
iii. County Road 10 is realigned along Meister Road and is “turned-back” to
the City from County Road 19 to County Road 116.
b. CR 10/CR 50 Intersection
c. County Road 10 realignment to Meister Road
i. The Comprehensive Plan shows County Road 10 being realigned east of
Cain Road to follow the existing Meister Road. If constructed
1. Local cost: $2,000,000
2. County build up: $3,500,000

5. Downtown sewer/water project using TIF funds

a. Tax Capacity
i. At our current tax rate each additional $1,000,000 in residential property
value represents an additional $5,000 in annual taxes collected without a
tax rate increase.
