Corcoran Parks and Trails Commission
January 21, 2014
7:00 PM
The Corcoran Parks and Trails Commission met on January 21, 2014, at City Hall in
Corcoran, Minnesota. Present were, Commissioners Anderson, Tessmer, Nybo, Dale,
Meister and Student Commissioner Monzo.
Also present were City Administrator Martens, Administrative Support /Payroll and
Benefits Coordinator Jill Smith - Arens, and Council Liaison Cossette
1. Call to Order -Commissioner Anderson called the meeting to order at 7:00 pm
2. Pledge of Allegiance
3. Chairperson and Vice - Chairperson Election
a. Elect Chairperson and Vice - Chairperson for 2014
Motion: made by Nybo, seconded by Tessmer to elect Tom Anderson as Chairperson
Voting Aye: Anderson, Tessmer, Nybo, Dale, Meister (Motion carried 5:0)
Motion: made by Tessmer and seconded my Nybo to nominate Chad Robran as Vice
Chairperson

4. Approval:
a. Agenda
Motion: made by Nybo, seconded by Meister to approve the agenda as presented and
add line item to 9d. Tree Sale
Voting Aye: Anderson, Tessmer, Nybo, Dale, Meister (Motion carried 5:0)
b. Minutes of 11 -19 -13
Motion: made by Dale, seconded by Nybo to approve the minutes as presented
Voting Aye: Anderson, Tessmer, Nybo, Dale, Meister (Motion carried 5:0)
5. Open Forum
Resident Karinn Schultz of 6519 Hunter Lane was present stating she was
representing the neighborhood on Hunter Lane and the Lennar development project.
Schultz spoke about the residents were not in favor of the trees being taken out and
replaced with sidewalks at the north of the Hunter Lane Neighborhood. She also
spoke that the residents of the neighborhood would like the trail connection proposed
on the east side of Hunter Road to be removed. Discussion continued with
suggestions of pros and cons of trails connecting the neighborhoods and that the
commission had put time and energy into the decision. Schultz was advised she
could come to Councils next open forum meeting.
Motion: made by Anderson and seconded by Meister that this topic could be
continued for discussion for other options by council.

9. New Business
a. Sketch Plan Review for "Corcoran Mini - Storage" at 19219 and 19235
County Road 10 (PID 25- 119 -23 -44 -0002 and 25- 119 -23 -44 -0003)
i. Comment on the proposed sketch plan
Greg Ebert presented a Sketch Plan to the Commission for a mini - storage
development. The Commission discussed changing the trail location from what
is shown on the comprehensive plan to the eastern edge of the property. It was
suggested to revisit the requirement for 20 foot easement on 8 foot trails.
b. Downtown Design Guidelines Subcommittee*
i. Appoint two members to subcommittee
Motion: made by Tessmer and seconded by Nybo to appoint Kevin Dale and
Chad Robran to the Downtown Design Guideline Subcommittee. Nybo states she
would step in if Robran could not.
Voting Aye: Anderson, Tessmer, Nybo, Dale, Meister (Motion carried 5:0)
c. Parks and Trails Commissioner Application —Jacqueline Klass*
Motion: made by Nybo and seconded by Tessmer to recommend the City
Council appoint Jacqueline Klass to the Parks and Trails Commission.
Voting Aye: Anderson, Tessmer, Nybo, Dale, Meister (Motion carried 5:0)
d. Tree Sale — Information was presented by Anderson for the upcoming 2014
annual tree sale. He was still looking into the types of trees available and pricing
and information would be put into the City's Spring Newsletter and website. For
ordering.
