City Council Meeting Minutes
December 12, 2013 - 7:00 PM
The Corcoran City Council met on December 12, 2013, at City Hall in Corcoran, Minnesota.
Present were, Mayor Guenthner, Councilor Asleson, Councilor Cossette, Councilor Lynch, and
Councilor Thomas. Also present were City Administrator Martens, City Planner Lindahl, City
Engineer Torve, Director of Public Safety Gormley, and City Clerk Heinecke.
Mayor Guenthner called the meeting to order at 7:00 pm
1. Call to Order / Roll Call
2. Pledge of Allegiance
3. Agenda Approval
Motion: made by Thomas, seconded by Cossette to approve the agenda as presented.
Voting Aye: Guenthner, Asleson, Cossette, Lynch, and Thomas
(Motion carried 5:0)
4. Open Forum
Ken Kluck 21800 Co Rd 50, Suggested the council extend the $10 burn permit to 30 days to
accommodate weather conditions.
5. Public Hearing
a. 2014 Truth in Taxation report presented by Administrator Martens.
Mayor Guenthner opened the public hearing.
Harold Schmidt 2015 Co Rd 50 spoke about the rise in his property tax amount and wondered why?
Mr. Schmidt was advised to contact Administrator Martens.
Motion: made by Asleson, seconded by Thomas to close the public hearing.

a. Comprehensive Planning Discussion — Schendel Pre - Sketch Plan Review. Councilor
Thomas advised the council he has a passive interest in the property and will not be voting.
Planner Lindahl report presented. Terry Forbord spoke on behalf of Peachtree Partners
regarding a potential development located north of County Road 10 and west of County
Road 116.
Chuck Lymangood 8105 Co Rd 116, as an adjacent property owner Mr. Lymangood
addressed the council regarding the 2030 Comprehensive Plan, the proposed development,
and previously proposed developments.
Council discussed and provided staff direction.
b. Schmids Hidden Valley Second Addition report received, council discussed.
Motion: made by Asleson, seconded by Lynch to approve Resolution 2013 -59 "Approving Final Plat
for Schmids Hidden Valley Second Addition "as presented.

a. Public Works Facility report received. Council discussed

Council requested additional information regarding change order CMPR023
b. Sanitary Sewer and Water Services draft ordinance received. Council discussed policy
issues. Mayor Guenthner and City Administrator Martens to review the draft to make the
ordinance a more concise document.
12. New Business
a. Design Guideline Subcommittee report received. Council discussed and appointed
Councilors Cossette and Thomas to the Design Guideline subcommittee.
b. Compost Site report received. Council discussed and directed staff to pursue compost site
options in the 1s` quarter of 2014.
