HomeMy WebLinkAbout2013-11-14 - Council MinutesCity of Corcoran City Council Meeting Minutes November 14, 2013 - 7:00 PM The Corcoran City Council met on November 14, 2013, at City Hall in Corcoran, Minnesota. Present were, Mayor Guenthner, Councilor Asleson, Councilor Cossette, Councilor Lynch, and Councilor Thomas. Also present were City Administrator Martens, City Attorney Carson, City Engineer Torve and Director of Public Safety Gormley. Mayor Guenthner called the meeting to order at 7:00 pm 1. Call to Order / Roll Call 2. Pledge of Allegiance 3. Agenda Approval Motion: made by Thomas, seconded by Cossette to approve the agenda as presented with the addition of a Public Hearing for Delinquent Fees and a Presentation by Eric Waage, Director of Hennepin County Emergency Management. Voting Aye: Guenthner, Asleson, Cossette, Lynch, and Thomas (Motion carried 5:0) Open Forum -None 4. Presentation -Eric Waage Director, Hennepin County Emergency Management presented a verbal report to the council. Emergency Management's mission is to coordinate and integrate emergency response. Mayor Guenthner suggested scheduling an emergency preparedness refresher in the spring. 5. Public Hearing - Certifying Delinquent Fees to Hennepin County Mayor Guenthner opened the public hearing. No comments Motion: made by Thomas, seconded by Cossette to close the public hearing. Voting Aye: Guenthner, Asleson, Cossette, Lynch and Thomas (Motion carried 5:0) a. Resolution 2013 -54 Delinquent Recycling Fees Motion: made by Thomas, seconded by Lynch to approve Resolution 2013 -54 "Certifying the 2013 Delinquent Recycling Fees to the Hennepin County Auditor for Collection in 2014" as presented. Voting Aye: Guenthner, Asleson, Cossette, Lynch, and Thomas (Motion carried 5:0) b. Resolution 2013 -55 Delinquent Dust Control Fees Motion: made by Thomas, seconded by Lynch to approve Resolution 2013 -55 "Certifying the 2013 Delinquent Dust Control Fees to the Hennepin County Auditor for Collection in 2014" as presented. Voting Aye: Guenthner, Asleson, Cossette, Lynch, and Thomas (Motion carried 5:0) c. Resolution 2013 -56 Delinquent Property Management Fees Motion: made by Cossette, seconded by Thomas to approve Resolution 2013 -56 "Certifying the 2013 Delinquent Property Management Fees to the Hennepin County Auditor for Collection in 2014" as presented. Voting Aye: Guenthner, Asleson, Cossette, Lynch, and Thomas (Motion carried 5:0) 6. Consent Agenda a. Draft Minutes of October 24, 2013 Council Meeting Motion: made by Cossette, seconded by Lynch to approve the consent agenda as presented. Escrow Claims (Fund #500) Motion: made by Cossette, seconded by Asleson to approve escrow claims as presented. Voting Aye: Guenthner, Asleson, Cossette, Lynch, and Thomas (Motion carried 5:0) b. All Other Financial Claims Motion: made by Thomas, seconded by Cossette to approve all other claims as presented. Voting Aye: Guenthner, Asleson, Cossette, Lynch, and Thomas (Motion carried 5:0) 8. Staff Reports / Memos /Commissions -None 9. Planning Business / Landform -None 10. Unfinished Business a. Public Works Facility update presented by Administrator Martens. Council consensus to complete the ceiling as requested. b. Sanitary Sewer and Water Services draft received. Council discussed and provided staff direction. c. Maple Hill Community Center update by Administrator Martens. The project has gone out for bids. 11. New Business a. Snowplowing Policy Update draft received. Council discussed communication of emergency preparedness. Motion: made by Thomas, seconded by Cossette to approve the Snowplowing Policy with council recommended amendments. Voting Aye: Guenthner, Asleson, Cossette, Lynch and Thomas (Motion carried 5:0) b. Chamber of Commerce Membership report received, council discussed. Motion: made by Asleson, seconded by Cossette to approve submission of membership application to in the 194 West Chamber of Commerce. Voting Aye: Guenthner, Asleson, Cossette, Lynch and Thomas (Motion carried 5:0) c. Public Safety Director and City Administrator Performance Evaluation Plan discussed by council. Council will proceed as in past evaluations. d. Business Outreach Meetings report received, council discussed. No council action required. Motion: made by Asleson, seconded by Lynch to adjourn.
