HomeMy WebLinkAboutResolution 2005-82 - Approving Preliminary Plat - Bonavista Grove - ChamberlainqF City of Corcoran County of Hennepin State of Minnesota RESOLUTION NO. 2005 -82 MOTION BY MEMBER: Thomas SECONDED BY MEMBER: Grabowski APPROVING PRELIMINARY PLAT FOR JIM CHAMBERLAIN FOR "BONAVISTA GROVE" ON PROPERTY LOCATED AT 21001 STATE HIGHWAY 50. WHEREAS, Jim Chamberlain has requested approval of a preliminary plat to create two lots on the property legally described as follows: That part of the Southwest Quarter of the Southeast Quarter of Section 22, Township 119, Range 23, Tying Southerly of the centerline of County Road No. 50 and Northwesterly of the following described line: Commencing at the Southwest comer of said Southeast Quarter of said Section 22, thence East along the South line thereof a distance of 465.05 feet to the point of beginning; thence deflecting to the left at an angle of 50 degrees 34 minutes and 36 seconds to said centerline of County Road No. 50 and there ending. Subject to road over the Northeasterly 33.00 feet thereof. WHEREAS, the Planning Commission has reviewed the preliminary plat at a duly called Public Hearing and recommends approval, and; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORCORAN, MINNESOTA, that it should and hereby does approve the request by Jim Chamberlain for a preliminary plat, subject to the following findings and conditions: 1. A preliminary plat is approved to allow the creation of two Tots in accordance with the plans and application received by the City on September 19, 2005; and revisions received on October 18, 2005 and October 26, 2005 and except as amended by this resolution. 2. A 10 -foot wide trail easement adjacent to County Road 50 (over the drainage and utility easement) must be dedicated to the City and the documents must be filed with the final plat. 3. A 20 -foot wide trail easement on the south property line shall be dedicated to the City. The plans shall be revised to show this trail easement. 4. Trail easement documents must be prepared by the applicant and submitted for review and approval by the City Attorney prior to filing. Resolution 2005 -82 Page 2 5. The plans shall be revised to include the gross and net land area for Lot 2 and the gross and net land area of the proposed southern trail for the purposes of calculating park dedication. 6. The applicant must pay park dedication fees subject to the park dedication requirements at the time of release of the final plat for filing. Credit shall be given for the trail area on the south side of the property. 7. The applicant must receive an approved Hennepin County permit prior to beginning construction within the county right -of -way. 8. The plans must be revised to show the new driveway will be constructed to a 14 -foot wide, 7-ton driveway section standard with an approved turnaround prior to the wetland crossing and an approved turnaround east of the wetland crossing near the house to provide emergency vehicle access. 9. The existing septic system must be in compliance City standards and must be inspected by the building inspector prior to issuance of building permits. 10. The Building Inspector must approve the soil percolation tests and septic system designs prior to issuance of building permits. A primary and secondary septic site must be staked and fenced prior to beginning any construction on site. 11. The septic sites must be individually fenced with steel posts and snow fencing, which must be left in place until issuance of a Certificate of Occupancy. 12. The applicant should identify any drain tile locations and identify them on the survey. ADOPTED by the City Council this 22nd day of November 2005.
